Lilit Galstyan called on the OSCE to send a humanitarian mission to visit Armenian prisoners in Azerbaijan and offered to travel to Baku personally.

Armenian MP Lilit Galstyan, a member of the Armenian Revolutionary Federation (ARF-Dashnaktsutyun) and of Armenia's delegation to the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE), called on October 7 during the organization's Autumn Session in Andorra for a humanitarian mission to Baku to assess the detention conditions of Armenian prisoners of war and hostages imprisoned in Azerbaijan, given the lack of access for their families and independent international observers.

Galstyan, who also chairs the Standing Committee on the Protection of Human Rights and Public Affairs of the National Assembly of Armenia, presented the proposal during her address to parliamentarians from the OSCE participating states.

“I am addressing you, as a member of the Armenian delegation to the OSCE Parliamentary Assembly and Chairperson of the Standing Committee on Human Rights and Public Affairs of the National Assembly of the Republic of Armenia, with an urgent humanitarian appeal,” she stated.

The deputy denounced the conditions under which Armenians are being held in Azerbaijan and the restrictions imposed on access by their families and humanitarian organizations.

“For almost three years, the trials of Armenian prisoners of war and other hostages held in Azerbaijan have been held behind closed doors. Their families are being deprived of the opportunity to visit their loved ones,” she affirmed.

Galstyan also warned about the physical and psychological conditions of the detainees, among whom are former political and military leaders of the Republic of Artsakh (Nagorno-Karabakh), arrested after the Azerbaijani military offensive of September 2023 and the forced displacement of its Armenian population.

“The information received through the European Court of Human Rights raises serious concerns about their precarious physical and psychological state,” she noted.

The legislator recalled that the International Committee of the Red Cross (ICRC) has lost regular access to the Armenian detainees and that no independent international mission has been able to verify their conditions of imprisonment.

“The International Committee of the Red Cross has been prohibited from visiting the detainees for almost a year. No international observer mission or neutral party has been able to visit them in the last three years,” she denounced.

During her speech, Galstyan linked the request to the obligations assumed by the OSCE Parliamentary Assembly regarding human rights and the protection of persons deprived of their liberty.

In particular, she mentioned paragraphs 208 and 209 of the Porto Declaration, which call for the development of mechanisms to examine the situation of detainees and ensure humane treatment for those affected by the conflict between Armenia and Azerbaijan.

“This matter is directly related to our organization’s humanitarian mission to protect human rights, human dignity, and humanitarian principles,” she stated.

The MP suggested that a visit by OSCE parliamentarians to prisons in Baku would allow these commitments to be translated into concrete action.

“In this context, I believe that a humanitarian visit by the OSCE Parliamentary Assembly to Baku can be a concrete manifestation of these commitments,” she affirmed.

Galstyan reported that she has already formally submitted the proposal to the top authorities of the OSCE Parliamentary Assembly.

“I have already raised this issue with the Chairperson of the OSCE Parliamentary Assembly, the Secretary-General, and the Special Representative for the South Caucasus in an official letter, requesting their personal support to make this visit possible,” she explained.

The legislator clarified that the initiative does not seek to open a new round of political negotiations between Armenia and Azerbaijan, but rather to verify the humanitarian situation of those imprisoned.

“I would like to emphasize that this is not a political negotiation,” she stated.

“The objective is very clear: to assess the humanitarian and human rights situation of the detainees and to ensure that the principles adopted by our Assembly are put into practice,” she added.

Galstyan also expressed her willingness to travel to Azerbaijan personally, even without the accompaniment of other parliamentarians.

“If necessary, I am prepared to travel to Baku personally and alone,” she stated.

“Si fuera necesario, estoy dispuesto a viajar a Bakú personalmente y solo”, expresó.

“If other OSCE parliamentarians wish to join me, their participation would be most welcome,” she added.

The deputy requested that the OSCE Parliamentary Assembly intervene to guarantee the necessary security conditions for the mission, including the safe entry and exit of its members from Azerbaijan.

“Therefore, I call upon the OSCE Parliamentary Assembly to organize a humanitarian visit to Baku and provide the necessary guarantees for the safe entry, security, and return of the delegation,” she stated.

The proposal came as Armenians detained in Azerbaijan remain without regular access to their families and without independent international supervision, following the trials held in Baku against former Artsakh leaders and other Armenian prisoners.

At the end of her statement, Galstyan urged the members of the Parliamentary Assembly to take concrete steps to fulfill the organization's humanitarian commitments.

“Let us turn our principles into concrete actions,” she said.

“Convirtamos nuestros principios en acciones concretas”, expresó.

“I am convinced that this visit can become an important means of strengthening trust and a step towards a genuine peace process,” he concluded.
