The RA National Broadcasting Corporation discussed new standards for audiovisual content with broadcasters

The statement of the TV and Radio Commission is below: “On October 8, a discussion was held at the Television and Radio Commission on the newly adopted standards for the content of audiovisual programs and their practical application, in which representatives of TV and radio and authorized companies participated.

ՀՌՀ-ի հաղորդագրությունը՝ ստորև․ «Հեռուստատեսության և ռադիոյի հանձնաժողովում հոկտեմբերի 8-ին տեղի է ունեցել քննարկում՝ տեսալսողական հաղորդումների բովանդակության նկատմամբ նոր ընդունված չափորոշիչների և դրանց գործնական կիրառման վերաբերյալ, որին մասնակցել են հեռուստառադիո և հեղինակազորված ընկերությունների ներկայացուցիչները։

Armine Nersisyan, Head of the Legal and Licensing Department of the TV and Radio Commission, and representatives of the Commission presented the new requirements for the content of audiovisual programs, referring to the legal peculiarities of their practical application and possible problematic situations.

ՀՌՀ իրավաբանական և լիցենզավորման վարչության պետ Արմինե Ներսիսյանը և Հանձնաժողովի ներկայացուցիչները ներկայացրել են տեսալսողական հաղորդումների բովանդակության նկատմամբ սահմանված նոր պահանջները՝ անդրադառնալով դրանց գործնական կիրառման իրավական առանձնահատկություններին և հնարավոր խնդրահարույց իրավիճակներին։

In particular, the criteria were presented, based on which the compliance of audiovisual programs with the established requirements should be assessed.

Մասնավորապես, ներկայացվել են այն չափանիշները, որոնց հիման վրա պետք է գնահատվի տեսալսողական հաղորդումների համապատասխանությունը սահմանված պահանջներին։

Reference was made to the restrictions on the dissemination of information that instils, encourages or justifies discrimination, as well as information containing propaganda of violence and cruelty.

Անդրադարձ է կատարվել խտրականություն սերմանող, խրախուսող կամ արդարացնող տեղեկատվության, ինչպես նաև բռնության և դաժանության քարոզ պարունակող տեղեկատվության տարածման սահմանափակումներին։

The prohibition of the abuse of the dissemination of content that interferes with the internal political life of the Republic of Armenia in foreign audiovisual programs and the criteria for its assessment were also discussed.

Քննարկվել է նաև օտարերկրյա տեսալսողական ծրագրերում Հայաստանի Հանրապետության ներքաղաքական կյանքին միջամտության բովանդակության տարածման չարաշահման արգելքը և դրա գնահատման չափորոշիչները։

The representatives of the RFC drew the attention of broadcasters to important legal circumstances when applying the new rules, clarifying the specifics of the practical application of the established requirements.

ՀՌՀ ներկայացուցիչները հեռարձակողների ուշադրությունը հրավիրել են նոր կարգերի կիրառման ժամանակ կարևոր իրավական հանգամանքների վրա՝ պարզաբանելով սահմանված պահանջների գործնական կիրառման առանձնահատկությունները։

At the end of the discussion, a question-and-answer session took place, during which representatives of broadcasting companies had the opportunity to voice their questions and problems arising in practice.

Քննարկման ավարտին տեղի է ունեցել հարցուպատասխան, որի ընթացքում հեռարձակող ընկերությունների ներկայացուցիչները հնարավորություն են ունեցել բարձրաձայնելու իրենց հարցերը և գործնականում առաջացող խնդիրները։

The representatives of the Commission provided clarifications and exhaustive answers to the questions presented.

Հանձնաժողովի ներկայացուցիչները ներկայացված հարցերի վերաբերյալ տվել են պարզաբանումներ և սպառիչ պատասխաններ։

The RFC attaches importance to the continuous dialogue with the participants in the field and the holding of such discussions in order to form a common understanding of the new regulations, promote their proper application and reduce possible legal uncertainties in practice.

ՀՌՀ-ն կարևորում է ոլորտի մասնակիցների հետ շարունակական երկխոսությունը և նման քննարկումների անցկացումը՝ նոր կարգավորումների վերաբերյալ միասնական ընկալում ձևավորելու, դրանց պատշաճ կիրառմանը նպաստելու և գործնականում հնարավոր իրավական անորոշությունները նվազեցնելու նպատակով»։
