The incident in Shaki raises security concerns.

Ani Avetisyan, 39, who was seriously injured by the gunshot of an Azerbaijani soldier, underwent surgery over the weekend. According to her sister, Arpi Avetisyan, Ani may lose her leg.

Ատրպէյճանցի զինուորին կրակոցէն ծանրօրէն վիրաւորած 39 ամեայ Անի Աւետիսեան շաբաթավերջին ենթարկուեցաւ վիրահատութեան: Քրոջ` Արփիի Աւետիսեանի համաձայն, Անին կրնայ իր ոտքը կորսնցնել։

According to her sister, due to the gunshot wound, her femur is completely shattered, her pelvis is inoperable, and her knee is torn, but doctors are trying to save the mother of three children's leg.

Հրազէնային վնասուածքի պատճառով, ըստ քրոջ, ազդրի ոսկորը ամբողջութեամբ փշրուած է, անօթը` ոչ գործօն դարձած, ծունկը` պոկուած, սակայն բժիշկները կը փորձեն փրկել 3 երեխաներուն մօր ոտքը:

The Shaki resident will still have to undergo 3 more complex surgeries, and if everything goes well, they will already think about lengthening her leg. The young woman’s leg, according to her sister, was shortened by 8 centimeters.

However, the Ministry of Health today hastened to deny these claims by the relatives. Spokesperson Mariam Tsatrian told RFE/RL that Avetisyan’s surgery went smoothly, her postoperative condition is considered stable, and there is no threat to her life. According to the spokesperson, the information conveyed to the relatives that there was a risk of amputation did not correspond to reality.

Առողջապահութեան նախարարութիւնը, սակայն, այսօր շտապեց հերքել հարազատներուն այս պնդումները: Խօսնակ Մարիամ Ծատրեան «Ազատութեան» փոխանցեց, թէ Աւետիսեանի վիրահատութիւնը բնական ընթացած է, յետվիրահատական վիճակը կը նկատուի կայուն, կեանքին սպառնալիք չկայ: Խօսնակի պնդմամբ` հարազատներուն փոխանցած տեղեկութիւնը, թէ կայ ոտքը հատելու վտանգ, իրականութեան չի համապատասխաներ:

As for the children who were taken hostage and witnessed all this, according to Arpi Avetisyan, Ani’s two sons are in Sisian with their father, while the 12-year-old girl is in a serious psychological state; she is staying with her aunt.

Former Defense Minister and opposition MP Seyran Ohanyan considered the incident worrying, because it is very likely that the Azerbaijani soldier conducted reconnaissance operations, collecting information about the defense of settlements located both on the border and inland in Armenia.

Պաշտպանութեան նախկին նախարար, ընդդիմադիր պատգամաւոր Սէյրան Օհանեան պատահածը մտահոգիչ նկատեց, որովհետեւ շատ հաւանական է, որ ատրպէյճանցի զինուորը հետախուզական գործողութիւններ կատարած է՝ տեղեկութիւններ հաւաքելով Հայաստանի թէ՛ սահմանագիծին եւ թէ՛ խորքը գտնուող բնակավայրերու պաշտպանութեան մասին:

As for how he was able to reach Shaki, Ohanyan noted: “This could only have happened if security was not ensured not only on the front line, but also inland.”

Իսկ թէ ինչպէ՞ս ան կրցած է հասնիլ Շաքի՝ Օհանեան նշեց. «Դա միայն այն դէպքում կարող էր լինել, որ ոչ միայն առաջնագծում, այլեւ խորքում անվտանգութիւնը ապահովուած չէ»:

The former Defense Minister noted that when Artsakh existed, there was a comprehensive defense system, that is, there were very few uncontrolled areas between positions. Now, when Artsakh is under Azerbaijani control, according to Ohanyan, comprehensive defense has been replaced by focal defense, and the distance between positions has increased significantly.

Պաշտպանութեան նախկին նախարարը դիտել տուաւ, որ երբ կար Արցախը, կար համատարած պաշտպանական համակարգ, այսինքն դիրքերու միջեւ չհսկուող տարածքները շատ քիչ էին: Հիմա արդէն, երբ Արցախը Ատրպէյճանի վերահսկողութեան տակ է, ըստ Օհանեանի, համատարած պաշտպանութեան փոխարինելու եկած է օճախային պաշտպանութիւնը եւ դիրքերու միջեւ տարածութիւնը շատ մեծցած է:

“First, the defense system must be regulated. The armed forces, in cooperation with the border service, must completely block all possible routes, and video surveillance devices and trenches alone are not enough. Issues related to combat duty and army replenishment must be resolved, since such incidents also occur due to a lack of personnel,” Ohanyan stressed.

«Նախ պաշտպանական համակարգը պէտք է կարգաւորուի: Զինուած ուժերը, համագործակցելով սահմանային ծառայութեան հետ, պէտք է ամբողջութեամբ փակեն բոլոր հնարաւոր ուղիները եւ միայն տեսադիտարկման սարքերն ու միայն խրամատները բաւարար չեն: Պէտք է լուծուեն մարտական հերթապահութեան, բանակի համալրման հետ կապուած հարցերը, քանի որ այսօրինակ դէպքեր տեղի են ունենում նաեւ մարդուժի պակասի պատճառով», շեշտեց Օհանեան։

On October 5, it was announced that, by the decision of the Prime Minister, Gen. Davit Sanamyan had been dismissed from the post of Deputy Director of the National Security Service. Sanamyan’s main area of responsibility was the coordination and control of the National Security Service Border Guard troops.

So far, there has been no official comment on whether this dismissal is directly related to the Azerbaijani soldier’s infiltration of Shaki.
