Aliyev took the issue to the UN, demanding the resettlement of 300,000 Azerbaijanis in Armenia.

The Azerbaijani government is increasing pressure on Pashinyan every day to extract new concessions from Armenia.

Ազրպէյճանի կառավարութիւնը օրէ օր կը սաստկացնէ ճնշումը Փաշինեանի վրայ` Հայաստանէն նորանոր զիջումներ խլելու համար:

Pashinyan and Aliyev are pushing forward the so-called “Peace Program” for different reasons.

Փաշինեանն ու Ալիեւը տարբեր դրդապատճառներով յառաջ կը մղեն, այսպէս կոչուած, «Խաղաղութեան ծրագիր»-ը:

Pashinyan’s goal was to secure the votes of Armenian voters in the June 7 National Assembly elections and maintain power by misleading them with the idea that peace had been established.

Փաշինեանի նպատակն էր յունիս 7-ի Ազգային ժողովի ընտրութիւններուն ապահովել հայ ընտրողներու քուէները եւ պահպանել իշխանութիւնը` մոլորեցնելով զանոնք` իբր թէ խաղաղութիւն հաստատած է:

Aliyev, on the other hand, is pursuing a completely different goal. He is in no hurry to finalize a peace treaty with Armenia. Seeing that Pashinyan willingly accepts all his demands, Aliyev presents new concessions, such as the return of former Azerbaijani settlements located on the territory of Armenia, the seizure of new Armenian territories under the guise of “demarcation and demarcation” of the border between the two countries, amendments to the Armenian constitution, and the resettlement of 300 thousand Azerbaijanis in Armenia.

In order to implement the resettlement of Azerbaijanis, Aliyev has taken a number of important steps:

Ազրպէյճանցիներու վերաբնակեցումը իրականացնելու նպատակով Ալիեւը շարք մը կարեւոր քայլերու դիմած է.

1.- He founded and financed an organization called the “Western Azerbaijan Community”.

1.- Հիմնադրած եւ ֆինանսաւորած է «Արեւմտեան Ազրպէյճանի համայնք» անունով կազմակերպութիւնը:

2.- He claims that Armenia has no alternative but to agree to the return of 300 thousand Azerbaijanis.

2.- Կը պնդէ, որ Հայաստան այլընտրանք չունի` բացի համաձայն գտնուելէ 300 հազար ազրպէյճանցիներու վերադարձին:

3.- He is pushing the resettlement program forward by organizing meetings of foreign officials visiting Azerbaijan with the Council of the “West Azerbaijan Community”.

3.- Յառաջ կը մղէ վերաբնակեցման ծրագիրը` կազմակերպելով Ազրպէյճան այցելող օտար պաշտօնատարներու հանդիպումներ «Արեւմտեան Ազրպէյճանի համայնք»-ի խորհուրդին հետ:

4.- He has organized conferences in different countries around the world, including last week at the United States Congress building.

4.- Համաժողովներ կազմակերպած է աշխարհի տարբեր երկիրներու մէջ, ներառեալ` նախորդ շաբաթ Միացեալ Նահանգներու Քոնկրեսի շէնքին մէջ:

However, most Armenians are not aware that Aliyev has launched a more serious initiative. He has forwarded two applications from the “West Azerbaijan Community” to all UN member states: the first on January 17, 2023, with three pages, and the second on March 14, 2023, with nine pages, in order to secure the support of the international community for his resettlement program.

Այդուհանդերձ, հայութեան մեծ մասը տեղեակ չէ, որ Ալիեւը աւելի ծանրակշիռ նախաձեռնութիւն մը կեանքի կոչած է: Ան ՄԱԿ-ի բոլոր անդամ պետութիւններուն փոխանցած է «Արեւմտեան Ազրպէյճանի համայնք»-ի երկու դիմումները. առաջինը` 17 յունուար 2023-ին` երեք էջով, երկրորդը` 14 մարտ 2023-ին` ինը էջով, որպէսզի ապահովէ միջազգային համայնքի աջակցութիւնը իր վերաբնակեցման ծրագիրին:

In its January 17 appeal, Azerbaijan asked the UN General Assembly and Security Council to put pressure on “the Armenian government to ensure, within the framework of an international process, the safe and dignified return of indigenous Azerbaijanis to their homes in Armenia” and to guarantee “their collective and individual rights after their return.”

Յունուար 17-ի դիմումին մէջ Ազրպէյճանը խնդրած է ՄԱԿ-ի Ընդհանուր ժողովին եւ Ապահովութեան խորհուրդին` ճնշում բանեցնել «Հայաստանի կառավարութեան վրայ, որպէսզի վերջինս միջազգային գործընթացի շրջանակներուն մէջ ապահովէ բնիկ ազրպէյճանցիներու անվտանգ ու արժանապատիւ վերադարձը իրենց տուները` Հայաստանի մէջ» եւ երաշխաւորէ` «Վերադարձէն ետք անոնց հաւաքական ու անհատական իրաւունքները»:

In its appeal, Azerbaijan accuses Armenia of “violent acts, massacres and other crimes against humanity, as well as human rights violations,” asserting that “this process was particularly violent and brutal in 1905-06, 1918-21, 1948-53 and 1988-1991.”

Իր դիմումին մէջ Ազրպէյճանը Հայաստանը կը մեղադրէ` «Բռնութիւններու, ջարդերու եւ մարդկութեան դէմ գործուած այլ ոճիրներու, ինչպէս նաեւ մարդկային իրաւանց խախտումներու» մէջ` հաստատելով, որ` «Այս գործընթացը յատկապէս բռնի եւ դաժան բնոյթ կրած է 1905-06, 1918-21, 1948-53 եւ 1988-1991 թուականներուն»:

How can Azerbaijan accuse Armenia of committing mass atrocities against indigenous Azerbaijanis in 1905-06, if the Republic of Armenia did not exist at that time? The other periods listed are also based on false allegations, since Azerbaijan accuses Armenia of atrocities that were actually committed by Azerbaijanis against Armenians in Baku, Nakhichevan, Sumgait and Artsakh. In 1988-1991, Azerbaijanis living in Soviet Armenia voluntarily left the country, selling their homes and property. Azerbaijan also accuses Armenia in its application of demolishing mosques and cemeteries. Azerbaijan itself has destroyed thousands of ancient khachkars, churches, and other Armenian monuments in Nakhichevan, as well as dozens of religious and cultural monuments in Artsakh.

However, instead of criticizing the Azerbaijani government for its hostile “West Azerbaijan” agenda, Pashinyan stated that the Armenian opposition had pushed Aliyev to raise the issue of resettlement of Azerbaijanis in Armenia, speaking about the right of Armenian refugees to return to Artsakh. Pashinyan is wrong, as Azerbaijan has confirmed in its application to the UN that the “West Azerbaijan Community” was established in 1989 as an “Azerbaijani Refugee Association,” long before the 2023 deportation of Artsakh Armenians.

Incredibly, Pashinyan has rejected Aliyev’s plan to bring 300,000 Azerbaijanis to Armenia. However, it is difficult to trust the words of a man who once declared, “Artsakh is Armenia, and that’s it,” and later, “Artsakh is Azerbaijan.”

Անհաւատալիօրէն, Փաշինեանը մերժած է Ալիեւի` 300 հազար ազրպէյճանցիներ Հայաստան բերելու ծրագիրը: Այնուամենայնիւ, դժուար է վստահիլ խօսքերուն այն մարդուն, որ ժամանակին յայտարարած էր` «Արցախը Հայաստան է, եւ վե՛րջ», իսկ աւելի ուշ` «Արցախը Ազրպէյճան է»:

The relocation of 300,000 Azerbaijanis to Armenia would be a complete disaster for the Republic of Armenia. Here’s why.

300 հազար ազրպէյճանցիներու տեղափոխումը Հայաստան լիակատար աղէտ պիտի ըլլայ Հայաստանի Հանրապետութեան համար: Ահա թէ ինչո՛ւ.

1.- Any minor incident between resettled Azerbaijanis and local Armenians could become an occasion for Azerbaijan to send troops into Armenia under the pretext of protecting its people. The appeal to the UN stated that the Azerbaijani “Community does not trust this state (Armenia) with security issues.” It aims to ensure the security of Azerbaijani settlers by the Azerbaijani military or other foreign forces, possibly including Turkey.

1.- Վերաբնակեցուած ազրպէյճանցիներու եւ տեղացի հայերու միջեւ որեւէ աննշան միջադէպ կրնայ առիթ դառնալ, որ Ազրպէյճան իր ժողովուրդը պաշտպանելու պատրուակով զօրք մտցնէ Հայաստան: ՄԱԿ-ին ուղղուած դիմումին մէջ նշուած էր, որ ազրպէյճանական «Համայնքը չի վստահիր այս պետութեան (Հայաստանին) անվտանգութեան հարցերով»: Ան կը նպատակադրէ ազրպէյճանցի վերաբնակիչներու անվտանգութեան ապահովում` Ազրպէյճանի զինուժին կամ օտար այլ զօրքերու, հաւանաբար նաեւ Թուրքիոյ կողմէ:

2.- The Azerbaijani application to the UN also stated that after settling in Armenia, they should: “Have equal rights, which will allow them to receive education in their native language and to use the Azerbaijani language in the legislative, executive and judicial bodies of government.” They would demand their own schools, mosques, community centers and police forces. As a result, a large number of Azerbaijani teachers and imams would be brought to Armenia. The document also stated that: “Azerbaijanis should have the right to form local security forces and assume a relevant role in the courts.”

2.- ՄԱԿ-ին յղուած ազրպէյճանական դիմումին մէջ նաեւ նշուած էր, որ Հայաստանի մէջ հաստատուելէ ետք անոնք պէտք է` «Ունենան հաւասար իրաւունքներ, որոնք թոյլ պիտի տան կրթութիւն ստանալ մայրենի լեզուով եւ ազրպէյճաներէնը օգտագործել կառավարութեան օրէնսդիր, գործադիր եւ դատական մարմիններուն մէջ»: Անոնք պիտի պահանջեն` սեփական դպրոցներ, մզկիթներ, համայնքային կեդրոններ եւ ոստիկանական ուժեր: Իբրեւ հետեւանք` մեծ թիւով ազրպէյճաներէնի ուսուցիչներ եւ իմամներ պիտի բերուին Հայաստան: Փաստաթուղթին մէջ նաեւ նշուած էր, որ` «Ազրպէյճանցիները պէտք է իրաւունք ունենան ձեւաւորելու տեղական անվտանգութեան ուժեր եւ համապատասխան դերակատարութիւն ստանձնեն դատարաններուն մէջ»:

3.- Resettled Azerbaijanis will have the right to vote and elect their deputies in the Armenian parliament, as a result of which laws will be adopted that protect their interests.

3.- Վերաբնակեցուած ազրպէյճանցիները պիտի ունենան քուէարկելու եւ Հայաստանի խորհրդարանին մէջ իրենց պատգամաւորները ընտրելու իրաւունք, որուն իբրեւ հետեւանք` պիտի ընդունուին իրենց շահերը պաշտպանող օրէնքներ:

4.- Armenian history textbooks will be changed so as not to “hurt” the feelings of Azerbaijani students on the history and Christianity of Artsakh.

4.- Հայոց պատմութեան դասագիրքերը պիտի փոփոխուին այնպէս, որ «չվիրաւորեն» ազրպէյճանցի աշակերտներուն զգացումները Արցախի պատմութեան եւ քրիստոնէութեան հարցերուն մէջ:

5.- The UN appeal demands that “the Armenian government return the property and communal lands belonging to Azerbaijanis and compensate for the damages and losses incurred due to the prevention of their use.”

5.- ՄԱԿ-ի դիմումով կը պահանջեն, որ` «Հայաստանի կառավարութիւնը վերադարձնէ ազրպէյճանցիներուն պատկանող գոյքն ու համայնքային հողերը եւ փոխհատուցէ զանոնք օգտագործելը կանխելու պատճառով արձանագրուած վնասներն ու կորուստները»:

6.- The Azerbaijani side’s application also demands that “Armenia cease its policy and practice of instilling hatred and discrimination against Azerbaijanis, bring to justice those who committed crimes against Azerbaijanis, immediately stop glorifying them, demolish monuments to military, political figures and terrorists who participated in these crimes, and also declare the changes in place names null and void.”

6.- Ազրպէյճանական կողմի դիմումով նաեւ կը պահանջուի, որ` «Հայաստանը դադրեցնէ ատելութիւն եւ խտրականութիւն սերմանելու իր քաղաքականութիւնն ու գործելակերպը ազրպէյճանցիներու նկատմամբ, արդարադատութեան յանձնէ ազրպէյճանցիներու դէմ ոճիրներ գործած անձերը, անմիջապէս դադրեցնէ անոնց փառաբանումը, քանդէ այդ ոճիրներուն մասնակցած ռազմական, քաղաքական գործիչներու ու ահաբեկիչներու յուշարձանները, ինչպէս նաեւ չեղեալ յայտարարէ տեղանուններու փոփոխութիւնները»:

It would not be surprising if Aliyev adds the return of 300,000 Azerbaijanis to his long list of preconditions for signing the upcoming “Peace Treaty.”

Զարմանալի պիտի չըլլայ, եթէ Ալիեւը յառաջիկային «Խաղաղութեան պայմանագիր»-ի ստորագրութեան իր նախապայմաններու երկար ցանկը համալրէ նաեւ 300 հազար ազրպէյճանցիներու վերադարձի հարցով:
