Paris exhibited portraits of 19 Armenian prisoners jailed in Azerbaijan

The City of Paris and the Coordinating Council of Armenian Organizations in France (CCAF) inaugurated an exhibition on August 31 featuring portraits of 19 Armenian political prisoners held hostage in Azerbaijan. The exhibition, which will remain open until September 4, is located in front of the Paris City Hall.

The initiative aims to draw public attention to the situation of Armenian leaders and representatives from the Republic of Artsakh (Nagorno-Karabakh) detained by Azerbaijan following the military offensive and ethnic cleansing of September 2023, which resulted in the forced displacement of the Armenian population of Artsakh.

According to the organizers, the exhibition's objective is to remind people that the violence and forced deportations perpetrated by Azerbaijan against the Armenians of Artsakh were accompanied by the detention of their political leaders.

Audrey Pulvar, Deputy Mayor of Paris, and CCAF Co-Presidents Mourad Papazian and Ara Toranian installed panels with photographs of former Artsakh leaders in the square in front of Paris City Hall.

“The 19 portraits displayed today in Paris are not just the faces of prisoners; they are living testimonies to the history of Artsakh, its political life, and the rights of its people,” declared Mourad Papazian.

The exhibition is part of a series of actions by Paris in support of the Armenians of Artsakh. In 2020, the City of Paris requested that the French government recognize the independence of the Republic of Artsakh. In 2023, during the blockade of Artsakh and the intensification of Azerbaijani pressure on the Armenian population, Paris spearheaded humanitarian aid efforts, and a delegation led by Mayor Anne Hidalgo traveled to Armenia, reaching the Hakkari Bridge to express their support for the besieged Armenians.

In November 2023, the City of Paris unanimously granted the inhabitants of Artsakh the title of honorary citizens of Paris as a gesture of political, moral, and humanitarian solidarity.

The French capital's stance joins other initiatives adopted in France and Europe. On February 3, 2026, the French National Assembly passed a resolution demanding the release of the Armenian hostages held in Azerbaijan. In July, the Parliament of Corsica passed a resolution entitled “Support for Artsakh and the release of the Armenian hostages held in Azerbaijan.”

In December 2025, the City of Nice also placed portraits of Armenian hostages on the facade of the municipal building and demanded their immediate release.

The European Parliament has repeatedly called for the release of the Armenians detained in Baku. In its resolution of April 2, 2025, the International Court of Justice demanded the release of all Armenian prisoners of war and emphasized the right of Artsakh Armenians to a safe, unimpeded, and dignified return.

The exhibition also recalls the right of Artsakh Armenians to return to their homeland. On November 17, 2023, the International Court of Justice ordered Azerbaijan to guarantee the safe, unimpeded, and undelayed return of those who were forcibly removed from Artsakh.

“As long as Armenian prisoners remain unfree, their faces will continue to remind the world that justice cannot be replaced by oblivion, nor human freedom by political agreements,” Ara Toranian noted.

A demonstration has been called for September 2 at 10:00 a.m. in front of Paris City Hall, coinciding with the exhibition.

“Nineteen faces, nineteen destinations and one common demand: freedom,” the organizers said.
