The United States has expressed its readiness to support the improvement of the training programs of the Armenian National Security Service border guards.

On September 24 and 30, 2026, the head of the Scientific and Educational Center of the National Security Service of the Republic of Armenia and the staff of the Center for Security Studies and Training met with the delegations led by Antje Fritz, Deputy Head of the Europe and Asia Division of the Geneva Center for Security Affairs (DCAF), Head of the DCAF Support Program in the Republic of Armenia, and Stephanie Pennington, Head of the Caucasus Region Programs of the Global Threat Reduction Directorate of the US Department of Defense Threat Reduction Agency (TRD).

2026 թվականի սեպտեմբերին 24-ին և 30-ին ՀՀ ազգային անվտանգության ծառայության գիտաուսումնական կենտրոնի ղեկավարը և աշխատակիցները համապատասխանաբար հանդիպումներ են ունեցել Անվտանգության ոլորտի կառավարման Ժնևյան կենտրոնի (DCAF) Եվրոպայի և Ասիայի բաժնի ղեկավարի տեղակալ, ՀՀ-ում DCAF-ի աջակցության ծրագրի ղեկավար Անթյե Ֆրիցի և ԱՄՆ պաշտպանության դեպարտամենտի Վտանգների նվազեցման գործակալության (ՊՎՆԳ) Գլոբալ վտանգների նվազեցման տնօրինության կովկասյան տարածաշրջանի ծրագրերի ղեկավար Ստեֆանի Փենինգտոնի գլխավորած պատվիրակությունների հետ: Հանդիպումների ընթացքում քննարկվել են պետական սահմանի պահպանությանը և սահմանապահների մասնագիտական պատրաստվածությանը վերաբերող հարցեր՝ կարևորելով հատկապես ուսուցման ժամանակակից մեթոդների կիրառումը, միջազգային համագործակցությունը և այդ համատեքստում՝ ՀՀ ԱԱԾ սահմանապահ զորքերի համար ժամանակակից, միջազգային չափանիշներին համապատասխանող կրթական համակարգի ստեղծումը: Կարևորվել է այդ ոլորտում Ժնևյան կենտրոնի (DCAF)-ի փորձառությունը և սերտ համագործակցությունը Կենտրոնի կողմից՝ ՀՀ ԱԱԾ սահմանապահ զորքերի, ինչպես նաև օպերատիվ-հետախուզական գործունեություն իրականացնող անձնակազմերին ժամանակակից, միջազգային չափանիշներին համապատասխանող կրթություն մատուցելու համար: Հաշվի առնելով, որ ներկայումս պետական սահմանի համալիր կառավարման համակարգի կատարելագործումը Հայաստանի Հանրապետության կառավարության առաջնահերթություններից է, ամերիկյան կողմի հետ հանդիպման ընթացքում հատկապես շեշտադրվել է ԱՄՆ ՊՎՆԳ հետ համագործակցության շրջանակներում ՀՀ ԱԱԾ սահմանապահ զորքերի ուսման և վերապատրաստման ծրագրերի իրագործման ուղղությամբ հետագա աջակցության կարևորությունը: Ամերիկյան կողմը պատրաստակամություն է հայտնել աջակցելու Ազգային անվտանգության ծառայությանը՝ սահմանապահների ուսումնական ծրագրերի լրամշակման, կատարելագործման ինչպես նաև դասախոսական կազմի վերապատրաստման ուղղությամբ։

During the meetings, issues related to the protection of the state border and the professional training of border guards were discussed, emphasizing in particular the use of modern training methods, international cooperation and, in this context, the creation of a modern educational system for the border troops of the RA NSS that meets international standards.

Պետական սահմանի համալիր կառավարման համակարգի կատարելագործման և սահմանային վերահսկողությանն առնչվող ընթացակարգերի նաև գործառնական ուսումնասիրման նպատակով ՀՀ ԱԱԾ սահմանապահ զորքերի և գիտաուսումնական կենտրոնի աշխատակիցներից կազմված պատվիրակությունը Հայաստանի Հանրապետությունում Միգրացիայի միջազգային կազմակերպության (ՄՄԿ) հայաստանյան առաքելության գրասենյակի աջակցությամբ, «Հայաստանի իշխանությունների կարողությունների ամրապնդում սահմանային անվտանգության և հանցագործությունների կանխարգելման ոլորտում» ծրագրի շրջանակներում ուսումնական այցով 2026 թվականի սեպտեմբեր ամսին գտնվել է Ֆինլանդիայի Հանրապետությունում, այցելել Ֆինլանդիայի «Սահմանային և ափամերձ պահպանության» ակադեմիա, ծանոթացել ակադեմիայի կառուցվածքին, ուսումնական գործընթացին, շրջայց կատարել նաև պետական սահմանի հատվածներում, այցելել նաև Հելսինկիի միջազգային օդանավակայան, ծանոթացել պետական սահմանի պահպանության առանձնահատկություններին, սահմանային վերահսկողությանն առնչվող գործառնական ընթացակարգերին:

The experience of the Geneva Center (DCAF) in this area and the close cooperation of the Center in providing modern, international-standard education to the border guards of the RA NSS, as well as personnel carrying out operational-intelligence activities, were emphasized.

Taking into account that currently the improvement of the integrated state border management system is one of the priorities of the Government of the Republic of Armenia, during the meeting with the American side, the importance of further support for the implementation of education and training programs for the border guards of the RA NSS within the framework of cooperation with the US Department of State was particularly emphasized.

The American side expressed its readiness to support the National Security Service in the development and improvement of the border guards' training programs, as well as in the training of the teaching staff.

In order to improve the integrated state border management system and to study the procedures related to border control, as well as operationally, a delegation consisting of employees of the RA NSS Border Guard Troops and the Scientific and Educational Center, with the support of the Armenian Mission Office of the International Organization for Migration (IOM) in the Republic of Armenia, visited the Republic of Finland in September 2026 on a study visit within the framework of the "Strengthening the Capacities of the Armenian Authorities in the Field of Border Security and Crime Prevention" program, visited the Finnish "Border and Coast Guard" Academy, got acquainted with the structure of the academy, the educational process, also toured the state border sections, and also visited Helsinki International Airport, got acquainted with the peculiarities of state border protection and operational procedures related to border control.
