Pashinyan's speech at the Amulsar mine launch ceremony: LIVE (video)

The Prime Minister toured the open pit area and got acquainted with the conditions created for the mine's exploitation. This was followed by the ceremonial extraction and smelting of the first gold from Amulsar, which announced the start of the mine's exploitation.

Welcoming those present, Nikol Pashinyan made a speech and noted that the launch of the Amulsar mine's exploitation is a success story. The Prime Minister highlighted the fact that the ceremonial launch of the mine's exploitation is being held without any protests nearby. I think it is also very important to answer this question, because you all know that the Amulsar project has taken various forms. We must also analyze the path we have taken in order to adopt procedures for future investment programs.

Ողջունելով ներկաներին՝ Նիկոլ Փաշինյանը հանդես է եկել ելույթով և նշել, որ Ամուլսարի հանքավայրի շահագործման մեկնարկը հաջողության պատմություն է: Վարչապետը կարևորել է այն հանգամանքը, որ հանքավայրի շահագործման հանդիսավոր արարողությունն անցկացվում է առանց մոտակայքում բողոքի ակցիաների. Կարծում եմ՝ շատ կարևոր է նաև այս հարցին պատասխանելը, որովհետև բոլորդ գիտեք, որ Ամուլսարի նախագիծը տարբեր դրսևորումներով է արտահայտվել: Մենք նաև այդ անցած ճանապարհը պետք է վերլուծենք՝ հետագայում ներդրումային ծրագրերի հետ կապված գործելակարգեր որդեգրելու համար:

According to the Prime Minister, one of the most important tasks is to raise public perception and awareness of all this. Our policy, from the first moments of dealing with the issue, has been the following: first, to formulate answers to all the questions that concern the public. And second, to do everything possible to make this project as visible and tangible as possible for the citizens of the Republic of Armenia to consider this project as theirs, and not a project that other people from other places have come to implement for themselves, but this is a great partnership of investors, local organizations, the Government and the public. Let us finally record that the subsoil, which today has become gold before our eyes, belongs to the Republic of Armenia and is the property of the people of the Republic of Armenia. The greatest task for us has been to demonstrate that this wealth will serve the development and well-being of the Republic of Armenia. The fate of this investment program will be of great importance for bringing new such investment programs. I think that in this regard we can record that we have achieved success.

Վարչապետի կարծիքով՝ կարևորագույն խնդիրներից մեկն այս ամենի վերաբերյալ հանրության ընկալումն ու իրազեկումը բարձրացնելն է. Մեր քաղաքականությունը, խնդրի հետ առնչվելու առաջին վայրկյաններից, եղել է հետևյալը՝ նախ պատասխան ձևակերպել հանրությանը հուզող բոլոր հարցերին: Եվ երկրորդը՝ ամեն ինչ անել, որ Հայաստանի Հանրապետության քաղաքացիները հնարավորինս տեսանելի և շոշափելի կերպով այս նախագիծը համարեն նաև իրենցը, և ոչ թե նախագիծ, որ այլ տեղերից այլ մարդիկ եկել և իրենք իրենց համար իրականացնում են, այլ սա մի մեծ գործընկերություն է ներդրողների, տեղական կազմակերպությունների, Կառավարության և հանրության: Եկեք ի վերջո արձանագրենք՝ այն ընդերքը, որն այսօր մեր աչքի առջև դարձավ ոսկի, Հայաստանի Հանրապետությանն է պատկանում և Հայաստանի Հանրապետության ժողովրդի սեփականությունն է: Մեզ համար մեծագույն խնդիր է եղել ի ցույց դնել, որ այդ հարստությունը ծառայելու է Հայաստանի Հանրապետության զարգացմանը և բարեկեցությանը: Այս ներդրումային ծրագրի ճակատագիրը շատ էական նշանակություն է ունենալու նոր այսպիսի ներդրումային ծրագրեր բերելու համար: Կարծում եմ՝ այդ առումով մենք կարող ենք արձանագրել, որ հաջողություն ենք գրանցել:

The Head of State touched upon the modern equipment imported within the framework of the program, the maintenance of the technological chain, which implies the creation of new highly qualified jobs, high wages and a higher level of well-being. Nikol Pashinyan also emphasized the fact that as a result of dozens of consultations and discussions, answers were given to all questions related to the environmental sector. We are here today because we are convinced that all these risks simply have no place. And we must also record that for any developed country, mining of this quality, which is environmentally and socially responsible, is the most important locomotive of the country's development, and we see all this here, the Prime Minister emphasized, adding that the next important decision is to emphasize the social responsibility of such investment programs, because the affected communities will receive significant support from the Lydian company.

Երկրի ղեկավարն անդրադարձել է ծրագրի շրջանակում ներկրված ժամանակակից տեխնիկային, տեխնոլոգիական շղթայի սպասարկմանը, որը ենթադրում է բարձր որակավորման նոր աշխատատեղերի ստեղծում, բարձր վարձատրություն և բարեկեցության ավելի բարձր աստիճան։ Նիկոլ Փաշինյանը կարևորել է նաև այն հանգամանքը, որ տասնյակ խորհրդակցությունների, քննարկումների արդյունքում բնապահպանական ոլորտի հետ առնչվող բոլոր հարցերին տրվել են պատասխաններ: Մենք այսօր այստեղ ենք, որովհետև համոզված ենք, որ այդ բոլոր ռիսկերը պարզապես տեղ չունեն: Եվ նաև պիտի արձանագրենք, որ ցանկացած զարգացած երկրի համար այս որակի հանքարդյունաբերությունը, որը բնապահպանական և բոլոր սոցիալական առումով պատասխանատու է, երկրի զարգացման կարևորագույն լոկոմոտիվ է, և այստեղ այդ ամեն ինչը տեսնում ենք,-շեշտել է վարչապետը՝ հավելելով, որ հաջորդ կարևոր որոշումը նման ներդրումային ծրագրերի սոցիալական պատասխանատվության ընդգծումն է, որովհետև ազդակիր համայնքներն էական աջակցություն կստանան Լիդիան ընկերությունից:

According to the Head of State, the Government has a 12.5% share in the project, which is an additional share of the people of Armenia. Referring to the growth of gross domestic product, Nikol Pashinyan noted that the Armenian economy has grown by an average of 7.9% annually over the past five years, and since 2018, the country's GDP has grown by 53% by the results of 2025.

Երկրի ղեկավարի խոսքով՝ Կառավարությունը նախագծում ունի 12.5% բաժնեմաս, որը ՀՀ ժողովրդի լրացուցիչ բաժնեմասն է: Անդրադառնալով համախառն ներքին արդյունքի աճին՝ Նիկոլ Փաշինյանը նշել է, որ ՀՀ տնտեսությունը վերջին հինգ տարիներին 7.9% տարեկան միջինում աճ է ունեցել և 2018 թվականից երկրի ՀՆԱ-ն 2025 թվականի արդյունքներով՝ 53% աճ է ունեցել:

The Head of State also emphasized that the results of the possibility of receiving additional revenues for the state budget of the Republic of Armenia will be roads, schools, lighting, security, etc. No family in the Republic of Armenia, no individual in the Republic of Armenia, regardless of their level of well-being and how much income they have annually and monthly, spends and cannot spend as much money on their well-being as the state budget of the Republic of Armenia and the community budgets of the Republic of Armenia spend. When I first voiced this idea, many people thought it was strange, but it is a practical reality and we all have to deal with this reality and we all need to see this reality. And of course, this project is a success precisely because the Republic of Armenia gets a greater opportunity to invest in the security and well-being of its citizens. New-quality mining is also of significant importance, and today we also celebrate this event, that what we have been talking about for many years is a reality - we have a new-quality mining industry. And our task in the future will be how to make the project a locomotive and to achieve such standards in other mining companies and other projects.

Երկրի ղեկավարն ընդգծել է նաև, որ ՀՀ պետբյուջեի լրացուցիչ եկամուտներ ստանալու հնարավորության արդյունքները կլինեն՝ ճանապարհներ, դպրոցներ, լուսավորություն, անվտանգություն և այլն. ՀՀ-ում ոչ մի ընտանիք, ՀՀ ոչ մի անհատ, անկախ նրանից, թե բարեկեցության ինչ աստիճանի վրա է և ինչքան եկամուտ ունի տարեկան և ամսական, որևէ մեկն իր, իր ընտանիքի բարեկեցության վրա չի ծախսում և չի կարող ծախսել այնքան գումար, ինչքան ծախսում է ՀՀ պետական բյուջեն և ինչքան ծախսում են ՀՀ համայնքային բյուջեները։ Այս միտքը, երբ առաջին անգամ հնչեցրել եմ, շատերին է տարօրինակ թվացել, բայց դա գործնական իրականություն է և այս իրականության հետ բոլորս պետք է առնչվենք և այս իրականությունը բոլորս պետք է տեսնենք: Եվ իհարկե, այս նախագիծը հաջողություն է հենց սրա համար, որ Հայաստանի Հանրապետությունը սեփական քաղաքացիների անվտանգության, բարեկեցության համար միջոցներ ներդնելու ավելի մեծ հնարավորություն է ստանում: Նոր որակի հանքարդյունաբերությունը նույնպես էական նշանակություն ունի, և մենք այսօր նշում ենք նաև այդ իրադարձությունը, որ այն, ինչի մասին երկար տարիներ խոսել ենք, իրականություն է՝ մենք ունենք նոր որակի հանքարդյունաբերություն: Եվ մեր խնդիրն է լինելու առաջիկայում՝ ինչպես անել, որ ծրագիրը լոկոմոտիվի նշանակում ունենա և հանքարդյունաբերական մյուս ընկերություններում և մյուս ծրագրերում էլ մենք կարողանանք հասնել այսպիսի ստանդարտների։

Summing up his speech, Nikol Pashinyan noted: I congratulate all of us on the successful investment project. I congratulate the Republic of Armenia and its people, because with this our country is entering a new stage of development. Yes, in terms of the history of the Republic of Armenia, this is a rather big step, but I hope and am sure that in the near future such steps will become ordinary and everyday for us. And by saying a big step, we will mean larger projects in the near future. But today this project plays its role as a big step in the history of the mining industry, investment and economic development of the Republic of Armenia.

Ամփոփելով խոսքը՝ Նիկոլ Փաշինյանը նշել է. Շնորհավորում եմ բոլորիս հաջող ներդրումային ծրագրի առիթով: Շնորհավորում եմ Հայաստանի Հանրապետությանը և նրա ժողովրդին, որովհետև սրանով մեր երկիրը զարգացման մի նոր փուլ է թևակոխում: Այո՛, Հայաստանի Հանրապետության պատմության առումով սա բավականին մեծ քայլ է, բայց ես հույս ունեմ եմ և համոզված եմ, որ առաջիկայում նման քայլերը մեզ համար կդառնան սովորական և առօրյա: Եվ մեծ քայլ ասելով՝ մենք առաջիկայում ավելի մեծ նախագծեր նկատի կունենանք: Բայց այսօր այս նախագիծն իր դերը կատարում է՝ որպես մի մեծ քայլ ՀՀ հանքարդյունաբերության, ներդրումային և տնտեսության զարգացման պատմության մեջ:

The Amulsar gold mine project is being implemented within the framework of a strategic partnership between Lydian Armenia and the Government of the Republic of Armenia. Lydian Armenia has brought to Armenia the best international practices and standards of modern and responsible mining, introducing a new culture of occupational safety, environmental management, social responsibility and modern technologies to Amulsar. The company has invested a total of about 750 million USD in the Amulsar project, of which 150 million USD is based on a state guarantee issued by the Government of the Republic of Armenia. The Amulsar mine is expected to produce about 210,000 ounces of gold annually. According to professional estimates, as a result of the mine operation, the annual taxes and royalties paid by Lydian Armenia to the state budget will amount to about 130 million USD, with a positive impact on Armenia’s GDP of 1.52%. The Amulsar project is expected to provide more than 4,000 direct and indirect jobs. The Community Development Agreement signed between the government, Lydian Armenia, and the communities of Jermuk, Vayk, and Sisian envisages allocating 7-9 million USD annually to the socio-economic development programs of the communities throughout the entire period of operation of the Amulsar mine.

Ամուլսարի ոսկու հանքավայրի ծրագիրն իրականացվում է Լիդիան Արմենիա ընկերության և ՀՀ Կառավարության միջև ռազմավարական համագործակցության շրջանակում։ Լիդիան Արմենիան Հայաստան է բերել ժամանակակից և պատասխանատու հանքարդյունաբերության միջազգային լավագույն փորձն ու չափանիշները՝ Ամուլսարում ներդնելով աշխատանքային անվտանգության, բնապահպանական կառավարման, սոցիալական պատասխանատվության նոր մշակույթ և ժամանակակից տեխնոլոգիաներ։ Ընկերությունն Ամուլսարի ծրագրում ներդրել է ընդհանուր առմամբ շուրջ 750 մլն ԱՄՆ դոլար, որից 150 մլն ԱՄՆ դոլարը` ՀՀ Կառավարության կողմից տրված պետական երաշխիքի հիման վրա։ Ամուլսարի հանքավայրում նախատեսվում է տարեկան արտադրել շուրջ 210,000 ունցիա ոսկի։ Ըստ մասնագիտական հաշվարկների՝ հանքի շահագործման արդյունքում Լիդիան Արմենիայի կողմից պետական բյուջե տարեկան վճարվող հարկերն ու ռոյալթիները կկազմեն շուրջ 130 մլն ԱՄՆ դոլար, Հայաստանի ՀՆԱ-ի վրա կլինի 1.52% դրական ազդեցություն։ Ամուլսարի ծրագրի գործունեության արդյունքում նախատեսվում է ապահովել ավելի քան 4,000 ուղղակի և անուղղակի աշխատատեղ։ Կառավարության, Լիդիան Արմենիայի և Ջերմուկ, Վայք ու Սիսիան համայնքների միջև կնքված Համայնքների զարգացման համաձայնագրով Ամուլսարի հանքավայրի շահագործման ողջ ընթացքում նախատեսվում է համայնքների սոցիալ-տնտեսական զարգացման ծրագրերին տարեկան ուղղել 7-9 մլն ԱՄՆ դոլար:
