The auction for the alienation of a nursery-kindergarten building in Artik has been declared invalid.

An investigation conducted by the Shirak Regional Prosecutor's Office within the framework of the authority to protect state (community) interests revealed that on September 15, 2003, the eastern building of the nursery-kindergarten located at 7 Shinararner Street in Artik with an area of 964.20 square meters was alienated to an individual through an auction for 3.7 million drams. At the same time, it was revealed that the archival documents that served as the basis for organizing the auction-sale of the building are missing.

Շիրակի մարզի դատախազությունում պետական (համայնքային) շահերի պաշտպանության լիազորության շրջանակում կատարված ուսումնասիրությամբ պարզվել է, որ 2003 թվականի սեպտեմբերի 15-ին Արթիկի Շինարարների փողոց 7 հասցեում գտնվող՝ 964.20 քմ մակերեսով մսուր-մանկապարտեզի արևելյան մասնաշենքն աճուրդ-վաճառքի միջոցով՝ 3.7 միլիոն դրամով, օտարվել է ֆիզիկական անձի։ Միաժամանակ պարզվել է, որ շինության աճուրդ-վաճառքի կազմակերպման համար հիմք հանդիսացող արխիվային փաստաթղթերը բացակայում են։

Since it is impossible to return the property in kind (it was divided into separate parts, other addresses were given, regarding which criminal proceedings are being investigated by the Anti-Corruption Committee), the Prosecutor's Office demanded that the buyer recover the market value of the property at the time of alienation, which is 16 million 144 thousand drams.

By the decision of the Anti-Corruption Court of October 8, 2026, the lawsuit was partially satisfied. The court declared the auction organized on September 15, 2003 invalid, as well as the real estate purchase and sale agreement concluded on October 6, 2003 between the Artik Municipality and an individual on its basis.

As a consequence of the invalidity of the contract, the individual was obliged to compensate the Artik community in the amount of 12 million 444 thousand drams.
