Raising pensions at the expense of funeral benefits is a disgrace: former minister's concern

In an interview with Sputnik Armenia, co-founder of the “Country to Live” party, former Minister of Labor and Social Affairs Mesrop Arakelyan expressed such an opinion, speaking about the 1,000 dram increase in pensions, the reduction in funeral benefits, and the significant increase in salaries of high-ranking officials in this context.

On October 1, after the government session, Minister of Labor and Welfare of the Republic of Armenia Arsen Torosyan told reporters that starting from January 1, 2027, only the insecure will receive a one-time funeral benefit of 200,000 drams.

The basic pension is planned to be increased by 1,000 drams, from 46,000 drams to 47,000 drams, and the amount for each year of service will be increased by 500 drams.

The former minister recalls that the idea of the funeral allowance was to somewhat alleviate funeral expenses.

Meanwhile, in reality, it is a very small amount compared to the actual costs.

"Roughly speaking, the state used to give money for a coffin, and not to everyone, but only in the case of the death of pensioners, people with disabilities and beneficiaries.

Now they are cutting that too.

«Կոպիտ ասած` մի դագաղի փող էր տալիս պետությունը, և այն էլ ոչ բոլորին, այլ միայն թոշակառուների, հաշմանդամություն ունեցող մարդկանց և նպաստառուների մահվան դեպքում։

And to say that some pensioners are living well, let's not give them, they may not increase their pensions with the same logic."

Our interlocutor also considers the government member's explanation that instead of a funeral allowance, these funds will be directed to increasing pensions a "fairy tale," insisting that all this only indicates that there is a serious deficit in the budget.

At the same briefing, Arsen Torosyan also announced that the social package program will be completely suspended from January 1, 2027.

There is no money provided for this program in the draft state budget for 2027.

Նույն ճեպազրույցում Արսեն Թորոսյանը նաև հայտնել էր, որ 2027թ–ի հունվարի 1-ից ամբողջությամբ դադարեցվելու է սոցփաթեթի ծրագիրը։

Mesrop Arakelyan also views this reduction in social spending in the context of a wrong spending policy.

"In 2027, we will have serious budgetary problems, because it is impossible to accommodate such huge expenses in the budget.

I am sure that there was a clear instruction: "Where do you want to reduce your expenses?"

Now we are talking about the social sphere, but to delve deeper, I assure you that very important programs are being cut in all ministries,” says Arakelyan.

The period of cuts, according to him, was also not chosen by chance, since the government would not create problems for state employees before the elections.

Unlike previous expenditures, the reduction of the social package, according to the former minister, is not only a social issue.

For years, this program has been a certain motivating factor for state employees.

Ի տարբերություն նախորդ ծախսերի, սոցիալական փաթեթի կրճատումը, նախկին նախարարի համոզմամբ, միայն սոցիալական խնդիր չէ։

The low-paid public servant and teacher who benefit from it have felt appreciated by the state to a certain extent.

Տարիներ շարունակ այս ծրագիրը պետական համակարգի աշխատողների համար որոշակի մոտիվացնող հանգամանք է եղել։

On the other hand, the termination of the social package, in Arakelyan's opinion, will have a serious impact on the family budget of the beneficiaries, will lead to the reduction of some important expenses, which will indirectly affect not only the well-being of these families, but also the country's economy.

"Consumption expenses generate a chain effect of about 25-30% tax, which returns to the budget," says Arakelyan.

He recalls that within the framework of the social package, the opportunity to relax in the Republic of Armenia has always been an important stimulus for domestic tourism and other related sectors.

It should be noted that the social package system introduced in Armenia since January 1, 2012 is used by public servants, employees of SNCOs, the staff of schools, kindergartens, libraries, museums, theaters and concert organizations.
