The road to the Anti-Corruption Court is full of potholes and dust.

In 2025 alone, property worth about 67 billion drams was returned through lawsuits to protect state and community interests.

And the total value of 155 lawsuits for the confiscation of illegally acquired property under consideration in courts is about 596 billion drams.

The road to the Anti-Corruption Court is full of potholes and dust.

Tbilisi Highway 3/9 is the address of the Anti-Corruption Court. The road leading there is in a dilapidated and deplorable condition. The asphalt is completely destroyed in places, some sections are simply covered with soil, filled with stones and sand. This court hears claims for the protection of state and community interests, and for the confiscation of property of illegal origin.

In the vicinity of the court are Yerevan Regional College No. 1, the ENA station, and the sand accumulation area of the ML Mining Company.

Trucks loaded with soil and sand also pass through the court. The dust raised by their traffic spreads along the entire road, making it difficult to get to the court.

Anna Melikyan, a legal expert at the NGO Rights Without Borders, often visits the Anti-Corruption Court for work.

Especially at the stages when trucks pass through the road, there is quite a lot of dust, and even without a mask it is impossible to pass that section, she says. According to the expert's observation, the road is equally difficult to pass for both motorists and pedestrians.

During her regular visit in August, the road was so dusty that Melikyan decided to contact the Yerevan Municipality through the Active Citizen platform.

The Municipality informed Melikyan that they are aware of the road and that it has not been repaired for a long time, since the Soviet years. At the same time, they informed that it is possible that the road repair will be included in the work program in the coming years, however, the Municipality did not specify a specific date.

Not all visitors have the opportunity to get to the court by car or taxi. They have to get off at the stop on foot near the courthouse. Sportswear is not welcome in state institutions, so especially if a lawyer or other person who must wear appropriate clothing is appearing, a problem arises when by the time we reach the court, our shoes and clothes are covered in dust,” says Anna Melikyan.

Lawyers, attorneys, prosecutors, and court employees visiting the court are also dissatisfied with the condition of the road. According to Melikyan, the condition of the road creates a contradictory picture. On the one hand, the state declares that the fight against corruption is one of the priorities and has created appropriate measures, even a special specialized court, to combat it. On the other hand, basic conditions are not created to reach the court or ensure its activities.

Armine Asatryan, a lecturer in informatics and mathematics at Yerevan Regional College No. 1, notes that there have been cases where elderly lecturers have fallen on the road and suffered fractures. The college director has also applied to the municipality, but has not received a satisfactory response.

When students come to the reception, they see the road, think, how are they going to get here in the winter, in the rain, in the mud, and they avoid it, and it turns out, we are losing students because of the road, - says Armine Asatryan.

Hetq applied to the Yerevan Municipality with a written request on September 17. We asked the Yerevan Municipality whether they were aware of the condition of the road leading to 3/9 Tbilisi Highway, whether they had received any applications or complaints regarding that road in recent years, whether the road was planned to be repaired, and if so, when?

We also asked the Municipality whether they planned to allocate funds from the community budget for the repair of the road, what works are planned before the major repairs, as well as whether it is possible to regulate or limit the traffic of heavy trucks, taking into account the condition of the road and the busyness of the area. At the time of publishing the article, the Yerevan Municipality had not yet responded to Hetq’s request. It is not yet known when the road to the Anti-Corruption Court is scheduled to be repaired. The following picture emerges: the court is examining cases involving property worth billions, the state is talking about the billions returned, and the staff of the same court and the judges who return the money to the state are drowning in dust. It seems that the state is able to count the billions returned, but it is still unable to repair the road by which people reach the court that makes decisions on those billions.
