Baku has set a clear precondition that the peace agreement will be signed only if the Armenian Constitution is amended and the reference to the Declaration of Independence is removed from it. Azerbaijani officials of various ranks have repeatedly stated that they see territorial claims against Azerbaijan in the declaration. Prime Minister Nikol Pashinyan is also in favor of this change, calling the declaration alarming and insisting that getting rid of it is in Armenia’s own interests.

In the grand scheme of things, whether Hayk Konjoryan will be the Deputy Speaker of the National Assembly or some others, in the grand scheme of things, there is no difference at all. The challenges facing our country are the following: Armenian-Azerbaijani relations, border demarcation and demarcation. I have posed a clear question: can you guarantee that you will not make new concessions from the territory of the Republic of Armenia, you will definitely not hand over Tigranashen? People have not denied it. The geopolitical situation, Armenian-Russian relations, our economy, which will soon face difficult and complex problems - these are the important and priority agendas of our country. But there is an obvious process taking place to divert attention from these basic, main, political and deep issues: illegal property, personal, I don't know, your brother, your sister, your father, your mother... But there are much more general issues that we need to focus on," Saghatelyan emphasized.

«Մեր երկրի առջեւ շատ աւելի լուրջ, շատ աւելի կարեւոր, շատ աւելի հրատապ եւ առաջնային օրակարգեր կան: Մեծ հաշուով` Հայկ Կոնջորեանը կը լինի Ազգային ժողովի փոխնախագահ, թէ ուրիշ մի քանիսը, խոշոր հաշուով` ընդհանրապէս տարբերութիւն չկայ: Մեր երկրի առջեւ կանգնած մարտահրաւէրները հետեւեալն են` հայ-ազրպէյճանական յարաբերութիւններ, սահմանագծում եւ սահմանազատում: Յստակ հարցադրում եմ արել. կարո՞ղ էք երաշխաւորել, որ Հայաստանի Հանրապետութեան տարածքից նոր զիջումներ չէք անելու, յստակօրէն Տիգրանաշէնը չէք յանձնելու: Մարդիկ չեն ժխտել: Աշխարհաքաղաքական իրավիճակը, հայ-ռուսական յարաբերութիւնները, մեր տնտեսութիւնը, որը կարճ ժամանակ յետոյ կանգնելու է ծանր ու բարդ խնդիրների առջեւ. սրանք են մեր երկրի կարեւոր եւ առաջնային օրակարգերը: Բայց ակնյայտ գործընթաց է տեղի ունենում այս հիմնական, գլխաւոր, քաղաքական ու խորքային հարցերից շեղելու` ապօրինի գոյք, անձնական, չգիտեմ` քո ախպերը, քո քոյրը, քո հերը, քո մերը… Բայց շատ աւելի համընդհանուր խնդիրներ կան, որոնց վրայ պէտք է կեդրոնանալ», շեշտեց Սաղաթէլեան:
