Days after the liberation of Shushi in May 1992 and amid the massive transfer of Turkish troops to the border with Armenia, Marshal of the Soviet Union Yevgeny Shaposhnikov publicly warned that if a third party interfered in the Karabakh conflict, a third world war was imminent.

After the liberation of Shushi in 1992, Turkey's then Prime Minister, Suleyman Demirel, announced that "Turkey cannot remain an observer after another terrorist act by the Armenians."

And, incidentally, President Turgut Ozal also maintained this position, and the Turkish army was being put into combat readiness.
Turkey's Third Field Army was already deployed on the Armenian-Turkish border. The possibility of opening a second front against Armenia was becoming a reality. The commander-in-chief of Turkey's ground forces, Muhittin Fisunoglu, announced at the time that "all necessary preparations have been made, and the army is awaiting the order to attack."
In those days, according to diplomatic sources, the United States expressed a clear, yet cautious, position that Russia would defend Armenia in the event of a Turkish attack and that, given this situation, the United States would not support a Turkish invasion of Armenia.
The "NATO factor" also proved interesting. The United States informed Turkey that if Ankara were to attack Armenia on its own initiative and receive a counterattack from Russia (a situation already warned against by Marshal Shaposhnikov), Article 5—which refers to NATO's collective protection—would not apply to Turkey, because Turkey would be considered the aggressor, having launched the initial attack.
The Turkish threat to Russia was not only not ignored, but the State Duma (the Russian Parliament) convened special hearings regarding the sudden increase in Turkish military activity near the Armenian borders. Foreign Minister Andrei Kozirev and the Commander-in-Chief of the Armed Forces of the CIS (Commonwealth of Independent States), Air Marshal Yevgeny Shaposhnikov, participated in the hearings.
Given the situation that had developed in 1992, on May 20, a few days after the liberation of Shushi, the Commander-in-Chief traveled urgently to Yerevan. During a press conference at the airport, he issued a public warning to the Turkish side, announcing: "If another party joins the Artsakh conflict, we could be on the brink of World War III."

On May 20 and 21, 1992, international news agencies such as Reuters, Associated Press, and AFP, as well as the mass media, widely quoted Marshal Yevgeny Shaposhnikov's statement that "if a third party intervenes, we could be on the brink of World War III."
The resulting tense and serious international political situation forced Turkey not to attack Armenia, but instead to pursue economic pressure, officially closing its border with Armenia.
From that point on, Turkey began a strategy of indirectly supporting Azerbaijan by signing an agreement to supply arms to Baku and train its military.
