Azerbaijan organizes its diaspora for lobbying and confrontation

Azerbaijan, through its government, promotes the organization of its diaspora in various countries. Embassies, officials, and public agencies participate in activities aimed at strengthening Azerbaijanis abroad, disseminating Baku's positions, and working especially with younger generations.

Azerbaiyán impulsa desde el Estado la organización de su diáspora en distintos países. Embajadas, funcionarios y organismos públicos participan de actividades destinadas a fortalecer a los azerbaiyanos en el exterior, difundir las posiciones de Bakú y trabajar especialmente con las nuevas generaciones.

To support this policy, they created a State Committee for Diaspora Relations, which develops programs, meetings, and activities for Azerbaijanis residing in other countries.

Para sostener esa política crearon un Comité Estatal para el Trabajo con la Diáspora, que desarrolla programas, encuentros y actividades para azerbaiyanos residentes en otros países.

To give just one example, on March 30, 2026, an event was held in Rotterdam, organized by the Coordination Council of Azerbaijanis in the Benelux countries (Belgium, the Netherlands, and Luxembourg) and the Congress of Azerbaijanis in the Benelux countries. The Azerbaijani ambassador to the Netherlands, Mammad Ahmadzada, who years earlier had been the first Azerbaijani ambassador accredited to Argentina, participated in the event.

The meeting was dedicated to what Azerbaijan calls the “Day of the Genocide of Azerbaijanis,” referring to alleged events of 1918. The meeting's focus was not solely on this commemoration. According to the state news agency AZERTAC, participants discussed the need to disseminate this historical interpretation to the international community, transmit it to future generations, strengthen diaspora activity, and reinforce the unity of Azerbaijanis living abroad. Ahmadzada also referred to the actions taken by the state to achieve international recognition of this narrative. In other words, there's no need to look for hidden intentions: the objective has already been publicly stated.

La reunión estuvo dedicada a lo que Azerbaiyán denomina el “Día del Genocidio de los Azerbaiyanos”, en referencia a supuestos acontecimientos de 1918. El interés del encuentro no estuvo solamente en esa conmemoración. Según la propia agencia estatal AZERTAC, los participantes hablaron de la necesidad de difundir esa interpretación histórica ante la comunidad internacional, transmitirla a las generaciones futuras, fortalecer la actividad de la diáspora y reforzar la unidad de los azerbaiyanos residentes en el extranjero. Ahmadzada, además, se refirió a las acciones realizadas por el Estado para lograr el reconocimiento internacional de esa narrativa. Es decir, no hace falta buscar intenciones ocultas: el objetivo ya está expresado públicamente.

Five months later, another example emerged, this time in Istanbul. On August 12, a Global Diaspora Leaders Summit was held in conjunction with a meeting of the World Council of Turkish Businesses. Officials from Turkey and Azerbaijan participated, including Valeh Hajiyev, first vice president of the Azerbaijani state agency dedicated to diaspora affairs.

Cinco meses después apareció otro ejemplo, esta vez en Estambul. El 12 de agosto se realizó una Cumbre de Líderes de la Diáspora Global en el marco de una reunión del Consejo Mundial de Negocios Turcos. Participaron funcionarios de Turquía y Azerbaiyán, entre ellos Valeh Hajiyev, primer vicepresidente del organismo estatal azerbaiyano dedicado a la diáspora.

Hajiyev is no stranger to the dispute with Armenia. In 2024, he participated in a forum titled “Return to Western Azerbaijan” in Kars, organized by the State Committee for Diaspora Affairs itself. The forum addressed the “restoration of rights” of so-called Western Azerbaijanis and their return to their “historical lands,” a term Baku uses to refer to territories of present-day Armenia. He also wrote the foreword to a publication funded by that agency, which presents present-day Armenia as an ancient Turkic homeland and accuses Armenians of falsifying place names.

Hajiyev also explained some of the work Baku is doing: forums for Azerbaijani doctors, engineers, scientists, artists, and other professionals living abroad, and camps that bring together 150 to 200 young people living overseas in Azerbaijan each year. The stated purpose is to strengthen the diaspora's potential and forge closer ties among its members. The meeting also placed this policy within a broader framework of cooperation in the so-called Turkic world.

Hajiyev explicó además parte del trabajo que realiza Bakú: foros de médicos, ingenieros, científicos, artistas y otros profesionales azerbaiyanos que viven fuera del país y campamentos que reúnen cada año en Azerbaiyán a entre 150 y 200 jóvenes residentes en el exterior. El propósito declarado es fortalecer el potencial de la diáspora y estrechar los vínculos entre sus integrantes. La reunión colocó además esa política dentro de un marco más amplio de cooperación del llamado mundo túrquico.

Hajiyev defined the international dissemination of Azerbaijan's historical narratives, including that of Khodjaly, and their transmission to new generations as one of the central tasks of this diaspora policy.

The model is reminiscent of other diaspora-building processes. A research paper on the Fethullah Gülen network analyzed a long-term strategy for establishing organized Turkish communities even in places where such a presence was scarce or practically nonexistent. Schools, associations, professional networks, and personal connections were all part of this work. The goal was to create, over time, a distinct social base in the destination countries. In some countries, this strategy also included the settlement of young people, the formation of families, and the gradual building of local ties that, over the years, would allow for the consolidation of a distinct Turkish presence.

El modelo recuerda a otros procesos de construcción diaspórica. En un trabajo de investigación sobre la red de Fethullah Gülen se analizaba una estrategia de largo plazo para implantar comunidades turcas organizadas incluso en lugares donde esa presencia era escasa o prácticamente inexistente. Escuelas, asociaciones, redes profesionales y vínculos personales formaban parte de ese trabajo. El objetivo era crear, con el tiempo, una base social propia en los lugares de destino. Azerbaijani emigration has its own history and stems from various causes. What matters here is how the state works with these communities: organizing them, connecting them, training their youth, and seeking to empower them to have an impact in the countries where they reside.

La emigración azerbaiyana tiene su propia historia y responde a distintas causas. Lo que importa aquí es cómo el Estado trabaja sobre esas comunidades: las organiza, las conecta, forma a sus jóvenes y busca darles capacidad de incidencia en los países donde residen.

This policy has a cultural and social dimension, but also a clear pursuit of public influence. Diaspora organizations participate in campaigns, events, statements, and contacts with institutions and political representatives, in line with the positions of Ilham Aliyev's government. This struggle is also played out on social media: Azerbaijan has documented evidence of the coordinated use of trolls, bots, and fake accounts to support the government and, in particular, to disseminate content about Armenia and Artsakh. Meta removed thousands of pages and hundreds of accounts linked to the ruling party and detected other operations related to the Ministry of Defense.

Esa política tiene una dimensión cultural y social, pero también una clara búsqueda de influencia pública. Las organizaciones de la diáspora participan en campañas, actos, declaraciones y contactos con instituciones y representantes políticos, en línea con las posiciones del gobierno de Ilham Aliyev. This deployment is not limited to places with large Armenian communities. It also appears in cities with a small Armenian presence. This allows certain narratives to take root there with little or no response.

Ese despliegue no se limita a lugares donde existe una comunidad armenia numerosa. También aparecen en ciudades con una presencia armenia reducida. Eso permite que determinados relatos puedan instalarse allí con poca o ninguna respuesta.

Buenos Aires, Montevideo, and Santiago de Chile are not yet among the main stages of this diaspora organizing policy, but Azerbaijan has already studied the terrain. As revealed by Diario ARMENIA, in 2021, the AIR Center, created by the government of Ilham Aliyev, published an intelligence report on the Armenian community in Argentina, identifying institutions, leaders, political support, and their capacity to influence media and public bodies. It also analyzed the role of the Armenian diaspora during the Artsakh War. The Argentine Armenian community is, therefore, clearly identified within Baku's view of its activities abroad. The fact that these countries do not yet have an Azerbaijani structure comparable to those operating in other cities does not mean the region is off their radar.

Buenos Aires, Montevideo y Santiago de Chile todavía no aparece entre los principales escenarios de esa política de organización diaspórica, pero Azerbaiyán ya estudió el terreno. The confrontation between the two communities is not merely theoretical either. During the military escalation of 2020, tensions between Armenians and Azerbaijanis spilled over into various cities outside the Caucasus, resulting in demonstrations, counter-demonstrations, and violent incidents. A comparison with the Armenian diaspora reveals a difference in origin that should not be overlooked. The modern Armenian diaspora was formed, to a substantial extent, by survivors of the Armenian Genocide and their descendants. The churches, schools, associations, and organizations they established in various countries arose from the need to rebuild their lives after extermination and exile.

La comparación con la diáspora armenia muestra una diferencia de origen que no debería perderse de vista. La diáspora armenia moderna se formó, en una parte sustancial, con los sobrevivientes del Genocidio Armenio y sus descendientes. Las iglesias, escuelas, asociaciones y organizaciones que levantaron en distintos países surgieron de la necesidad de reconstruir una vida después del exterminio y el destierro.

Azerbaijan is currently operating under a different model. Azerbaijan doesn't create the existence of Azerbaijanis abroad from scratch, but it does seek to organize them from the state, maintain their ties with Baku, and leverage that presence to project its international positions.

The issue becomes even more significant when Baku promotes concepts like the so-called "Western Azerbaijan," which include claims to territories of the current Republic of Armenia and even present the capital, Yerevan, within an Azerbaijani historical narrative.

This also raises a question for Armenia. Faced with a policy that includes state agencies, embassies, resources, and long-term programs, are the responses of Armenian organizations scattered around the world sufficient?

Turkey and Azerbaijan are well aware of the influence an organized diaspora can wield. Ilham Aliyev publicly singled out the international Armenian lobby, emphasizing the Armenian National Council (ANC) as one of Azerbaijan's main adversaries, while Recep Tayyip Erdoğan repeatedly questioned the influence of Armenian communities in France and the United States. For Ankara and Baku, this capacity for organization and influence has never been a minor factor.

While Azerbaijan works from within the state to organize, train, and promote its diaspora, in Armenia, Nikol Pashinyan's government maintains an increasingly distant relationship with several of the diaspora's historical structures abroad. Baku, on the other hand, attempts to make its diaspora an active part of its foreign policy.

The Armenian diaspora already has a global network built over generations. Faced with a state policy like Baku's, weakening it would mean relinquishing an advantage that Armenia already possesses.

Azerbaijan has already taken this dispute beyond its borders. It is present in universities, media outlets, parliaments, social organizations, and works with new generations. Baku seems to be thinking about this policy in the long term, and that is precisely what should be followed closely.

Azerbaiyán ya llevó esa disputa fuera de sus fronteras. Está en universidades, medios, parlamentos, organizaciones sociales y trabaja con nuevas generaciones. Bakú parece pensar esa política a largo plazo y es eso es, justamente, lo que conviene seguir con atención.

Tensions Outside the Caucasus: At various times in recent years, tensions between Armenia and Azerbaijan have also spilled over into communities abroad. During the escalation in July 2020, there were clashes between Armenians and Azerbaijanis in cities such as Los Angeles, Brussels, London, and Moscow. In Los Angeles, a demonstration in front of the Azerbaijani consulate ended in physical confrontations, with several people injured and one arrest. Police reported that an officer was also injured. In Moscow, the violence took other forms. Local media reported attacks on cars with Armenian license plates and assaults on their occupants. More than thirty people were arrested for fighting and rioting, and there were also reports of attacks on Armenian businesses. The tension even reached the economic sphere. Armenian merchants reported that a large Moscow wholesale market controlled by Azerbaijani businessmen was blocking the entry of Armenian goods, amid a boycott that followed border clashes. Incidents were also reported in other European cities. In Cologne, for example, a group attacked an Armenian-owned business in an incident that police are investigating as politically motivated.
