According to Azerbaijani President Elchin Amirbekov's special representative: the incompatibility between the peace agreement and the Armenian Constitution must be eliminated.

The special representative of Azerbaijani President Ilham Aliyev, Elchin Amirbekov, presented, during a meeting in Bern with Swiss State Secretary Alexander Fasel, the measures Baku deems necessary to achieve a lasting peace with Armenia and the signing of the peace agreement.

According to the APA news agency, Amirbekov stated that "eliminating the existing legal incompatibility between the peace agreement and the current Armenian Constitution is necessary and unavoidable in order to guarantee the irreversibility of the peace process and the stability of the de facto peace currently established."

Selon l’agence de presse APA, Amirbekov a déclaré que « l’élimination de l’incompatibilité juridique existante entre l’accord de paix et la Constitution actuellement en vigueur en Arménie est nécessaire et inévitable afin de garantir le caractère irréversible du processus de paix et la stabilité de la paix de facto actuellement établie ».

The special representative of Ilham Aliyev also provided an update on the normalization process between Armenia and Azerbaijan and the concrete results achieved so far. It was emphasized that strengthening mutual trust, developing economic and trade relations, and fostering contacts between civil societies play a crucial role in ensuring that the people of both countries benefit from the advantages of peace.

Le représentant spécial d’Ilham Aliev a également fait le point sur le processus de normalisation des relations entre l’Arménie et l’Azerbaïdjan et sur les résultats concrets obtenus jusqu’à présent. Amirbekov also mentioned the implementation of the "Zangezur Corridor," intended to restore transport links between Azerbaijan and Nakhchivan, and of which, according to the Azerbaijani official, the TRIPP project is one component. According to Aliyev's envoy, this project could contribute to the development of regional cooperation and the strengthening of peace.

Amirbekov a également évoqué la mise en œuvre du « corridor de Zanguezour », destiné à rétablir les communications de transport entre l’Azerbaïdjan et le Nakhitchevan et dont, selon le responsable azerbaïdjanais, le projet TRIPP constitue l’un des éléments. D’après l’émissaire d’Aliev, ce projet pourrait contribuer au développement de la coopération régionale et au renforcement de la paix.

Azerbaijan considers the provisions of the Armenian Declaration of Independence concerning the unification of Armenia and Nagorno-Karabakh to be a territorial claim. Baku has made the removal of the reference to this Declaration from the Armenian Constitution a prerequisite for signing the peace agreement.

L’Azerbaïdjan considère comme une revendication territoriale les formulations de la Déclaration d’indépendance arménienne relatives à l’unification de l’Arménie et du Haut-Karabakh. Bakou a fait du retrait de la référence à cette Déclaration dans la Constitution arménienne une condition préalable à la signature de l’accord de paix.

At the end of August, when presenting the new government's program to the National Assembly, the Armenian Prime Minister stated that the future Constitution should no longer include any reference to the Declaration of Independence. He did not provide a specific timeline, indicating only that the text of the new Constitution would be published in the coming months.

À la fin du mois d’août, en présentant le programme du nouveau gouvernement devant l’Assemblée nationale, le Premier ministre arménien avait déclaré que la future Constitution ne devrait plus comporter de référence à la Déclaration d’indépendance.
