According to The New York Times (NYT), Kiev has obtained Russian plans to cut off electricity, heating, and water to major Ukrainian cities this winter.

According to The New York Times (NYT), Kiev has obtained the Russian authorities' plans to cut off electricity, heating and water supply to major Ukrainian cities in the coming winter.

In the coming months, Russia plans to destroy Ukraine's energy system through coordinated attacks using up to 1,000 missiles, drones and bombs. With them, Moscow wants to disable a wide range of facilities, including electrical substations, hydroelectric power plants, thermal power plants and boiler houses, the Russian service of DW reports.

The NYT refers to a copy of the document at its disposal, which was presented to Kiev's counterparts in Paris two weeks ago by Ukrainian Deputy Prime Minister and Energy Minister Denys Shmyhal. He presented the document, dated August, as a Russian plan to destroy Ukraine’s energy system through methodical attacks. The ultimate goal, according to the Ukrainian side, is to deprive Kiev, Kharkiv and Odessa of up to 90 percent of their electricity and heating systems, as well as to seriously disrupt the functioning of the sewage system.

The document describes three stages of the Russian attack. The first stage is planned to disable substations near Ukraine’s western borders, through which the country imports electricity from Europe.

The NYT calls the last part of the plan the most worrying, since it includes missile strikes on substations through which nuclear power plants are connected to the power grid, which are located less than 1.5 kilometers from the reactors.

The document states that Russia intends to take out of operation power plants with a total capacity of almost 15 gigawatts. The NYT adds that this is exactly how much energy capacity Ukraine had at the end of the summer.

In addition, the Russian plan for the first time envisages large-scale strikes on the Ukrainian water supply system, including pumping stations and treatment plants, the article notes.

The New York Times clarifies that it does not have data independently confirming the authenticity of this described document. At the same time, the newspaper recalls that Russian President Vladimir Putin, who has launched a war against a neighboring country, previously announced a large-scale operation aimed at destroying Ukraine's energy infrastructure in the winter in response to the attacks on Russian oil refineries by the Ukrainian armed forces.
