The effectiveness and improvement of LDCs is at the heart of the Water Committee: Aramaz Lalamkaryan

An external working discussion was held under the leadership of Aramazd Ghalamkaryan, Chairman of the Water Committee of Armenia (WCA), on the summing up of the irrigation season, the current activities of water user companies (WUCs), and increasing the efficiency of the irrigation system.

Հայաստանի ջրային կոմիտեի (ՋԿ) նախագահ Արամազդ Ղալամքարյանի գլխավորությամբ տեղի է ունեցել արտագնա աշխատանքային քննարկում՝ ոռոգման սեզոնի ամփոփման, ջրօգտագործողների ընկերությունների (ՋՕԸ) ընթացիկ գործունեության և ոռոգման համակարգի արդյունավետության բարձրացման վերաբերյալ։

The discussion was attended by the deputy chairmen of the WCA, heads of the sectoral departments responsible for the irrigation system, directors of all 15 WUCs of Armenia, as well as representatives of Melioratsia CJSC, Jrar CJSC, and the WISE program.

Քննարկմանը մասնակցել են ՋԿ նախագահի տեղակալները, ոռոգման համակարգի ոլորտային պատասխանատու ստորաբաժանումների ղեկավարները, Հայաստանի բոլոր 15 ՋՕԸ-ների տնօրենները, ինչպես նաև «Մելիորացիա» ՓԲԸ-ի, «Ջրառ» ՓԲԸ-ի և WISE ծրագրի ներկայացուցիչները։

The statement released by the Water Committee states that the discussion focused on the main issues related to the activities of WUCs: irrigation water tariffs and cost-effectiveness of the system, land consolidation, formation of the irrigation water market and promotion of investments, modernization of infrastructure, as well as economical and efficient use of water resources.

Ջրային կոմիտեի տարածած հաղորդագրության մեջ նշվում է, որ քննարկման առանցքում են եղել ՋՕԸ-ների գործունեությանն առնչվող հիմնական հարցերը՝ ոռոգման ջրի սակագին և համակարգի ծախսարդյունավետություն, հողերի խոշորացում, ոռոգման ջրի շուկայի ձևավորում և ներդրումների խթանում, ենթակառուցվածքների արդիականացում, ինչպես նաև ջրային ռեսուրսների խնայող և արդյունավետ օգտագործում։

Particular attention was paid to the possibilities of wastewater treatment and its reuse for irrigation or other purposes.

Առանձնահատուկ անդրադարձ է կատարվել կեղտաջրերի մաքրման և դրանց կրկնակի՝ ոռոգման կամ այլ նպատակներով օգտագործման հնարավորություններին։

The Chairman of the Water Committee referred to the institutional transformation of the Water Committee, the formation of the Land and Water Committee under the Government of the Republic of Armenia, the interconnection of land and water management, and the clear requirements placed on the directors of the water utilities in this context.

ՋԿ նախագահն անդրադարձել է Ջրային կոմիտեի ինստիտուցիոնալ վերափոխմանը՝ ՀՀ կառավարությանն առընթեր Հողի և ջրի կոմիտեի ձևավորմանը, հողի և ջրի կառավարման փոխկապակցմանն ու այդ համատեքստում ՋՕԸ-ների տնօրենների առջև դրվող հստակ պահանջներին։

Ghalamkaryan also emphasized that the activities of the water utilities will be under the constant attention and supervision of the Water Committee.

Ղալամքարյանը նաև շեշտել է՝ ՋՕԸ-ների գործունեությունը գտնվելու է Ջրային կոմիտեի մշտական ուշադրության և վերահսկողության ներքո։

During the discussion, a number of specific questions were addressed to the directors of the water utilities, including the actual irrigated land areas and the areas of technically irrigated but currently unirrigated lands in the service area of each company, the amount of water reaching the farmer from each 1 m³ of water taken from the water source, as well as water losses.

Քննարկման ընթացքում ՋՕԸ-ների տնօրեններին ուղղվել են մի շարք կոնկրետ հարցադրումներ՝ յուրաքանչյուր ընկերության սպասարկման տարածքում փաստացի ոռոգվող հողատարածքների և տեխնիկապես ոռոգելի, սակայն ներկայում չոռոգվող հողերի մակերեսների, ջրաղբյուրից վերցված յուրաքանչյուր 1 մ³ ջրից գյուղատնտեսին հասնող ջրի քանակի, ինչպես նաև ջրակորուստների վերաբերյալ։

Particular attention was paid to the main causes of water losses and the infrastructure that limits the expansion of irrigated areas. It was also discussed which canals and pipelines have the greatest potential for increasing the serviced area, where it is possible to replace pumped irrigation with a gravity system, which pumping stations are the most energy-intensive, as well as where daily regulation reservoirs can reduce the inequality of water supply and the operating costs of pumping stations.

Առանձնահատուկ ուշադրություն է դարձվել ջրակորուստների հիմնական պատճառներին և այն ենթակառուցվածքներին, որոնք սահմանափակում են ոռոգվող տարածքների ընդլայնումը։ Քննարկվել է նաև, թե որ ջրանցքներն ու խողովակաշարերն ունեն սպասարկվող տարածքի ավելացման մեծ ներուժ, որտեղ է հնարավոր պոմպային ոռոգումը փոխարինել ինքնահոս համակարգով, թե որ պոմպակայաններն են առավել էներգատար, ինչպես նաև որտեղ կարող են օրվա կարգավորման ջրամբարները նվազեցնել ջրամատակարարման անհավասարությունն ու պոմպակայանների շահագործման ծախսերը։

The directors of the water utilities, in turn, presented the problems arising during their daily activities and the additional tools and mechanisms necessary for their solution. Reference was made to the lack of sufficient levers for effective fight against water theft, the growth of receivables and the problem of their collection, incomplete inventory of property, as well as the need to introduce modern technologies and professional training in this direction.

ՋՕԸ-ների տնօրեններն իրենց հերթին ներկայացրել են ամենօրյա գործունեության ընթացքում առաջացող խնդիրները և դրանց լուծման համար անհրաժեշտ լրացուցիչ գործիքներն ու մեխանիզմները։ Անդրադարձ է կատարվել ջրագողության դեմ արդյունավետ պայքարի բավարար լծակների բացակայությանը, դեբիտորական պարտքերի աճին և դրանց հավաքագրման խնդրին, գույքի թերի գույքագրմանը, ինչպես նաև ժամանակակից տեխնոլոգիաների ներդրման և այդ ուղղությամբ մասնագիտական վերապատրաստման անհրաժեշտությանը։

Concluding the meeting, Ghalamkaryan noted that the Water Committee’s approach is clear: the work of WUAs should be evaluated not only by the actions taken, but also by the concrete results achieved as a result: saved water, increased irrigated land, reduced costs, and, consequently, a gradual reduction in state subsidies.

Եզրափակելով հանդիպումը՝ Ղալամքարյանը նշել է, որ Ջրային կոմիտեի մոտեցումը հստակ է՝ ՋՕԸ-ների աշխատանքը պետք է գնահատվի ոչ միայն իրականացված գործողություններով, այլև դրանց արդյունքում ապահովված կոնկրետ արդյունքներով՝ խնայված ջրով, ավելացված ոռոգվող հողատարածքներով, կրճատված ծախսերով և, հետևաբար՝ պետական սուբսիդիաների աստիճանական նվազմամբ։

The WUA Chairman instructed each WUA to present the biggest problems in its service area, clearly indicating the cause of each problem, the volume of water lost or unirrigated land as a result, the amount of investment needed to solve the problem, and the expected result.

ՋԿ նախագահը հանձնարարել է յուրաքանչյուր ՋՕԸ-ի կողմից ներկայացնել իր սպասարկման տարածքում առկա ամենամեծ խնդիրները՝ յուրաքանչյուր խնդրի դեպքում հստակ նշելով դրա պատճառը, դրա հետևանքով կորսվող ջրի կամ չոռոգվող հողատարածքի ծավալը, խնդրի լուծման համար անհրաժեշտ ներդրման չափը և ակնկալվող արդյունքը։
