A mother-in-law humiliated her daughter-in-law, she ended her life: How the AFR fights domestic violence: VIDEO

The mother-in-law repeatedly humiliated her daughter-in-law, as a result of which the latter ended her life by hanging herself in a barn next to the house. The preliminary investigation into this suicide case that occurred in November 2024 was completed a few days ago. The mother-in-law has been charged with inciting suicide, which is punishable by 1 to 4 years in prison.

This is just one of the many criminal proceedings initiated in Armenia regarding domestic violence cases. In the past 6 months of this year alone, 1,794 criminal proceedings have been investigated regarding domestic and domestic violence.

Սա ընդամենը մեկն է Հայաստանում ընտանեկան բռնության դեպքերով նախաձեռնված բազմաթիվ քրեական վարույթներից։ Միայն այս տարվա անցած 6 ամիսների ընթացքում ընտանեկան և կենցաղային բռնության վերաբերյալ քննվել է 1794 քրեական վարույթ։

“The increase in the number of criminal proceedings is due to the growing trust of citizens in the law enforcement system. In particular, people are no longer silent about domestic violence, domestic violence, or crimes in general, they submit relevant reports, on the basis of which criminal proceedings are initiated,” said Argishti Torosyan, investigator of the Main Investigation Department of the Criminal Investigation Department of the RA Criminal Investigation Department, in an interview with Factor TV.

Months ago, Anna Hakobyan, the wife of the Prime Minister, launched a campaign to draw attention to cases of domestic violence. She posts awareness videos on her Facebook page several times a week, in which women who have been subjected to violence also speak.

Ամիսներ առաջ Ընտանեկան բռնության դեպքերի վրա ուշադրություն հրավիրելու արշավ սկսեց վարչապետի տիկին Աննա Հակոբյանը։ Նա իր ֆեյսբուքյան էջում շաբաթը մի քանի անգամ իրազեկման տեսանյութեր է տեղադրում, որտեղ խոսում են նաև հենց բռնության ենթարկված կանայք։

Within the framework of the campaign, MPs Zaruhi Batoyan, Sona Ghazaryan, and Tsovinar Vardanyan have developed a package of legislative drafts, which proposes to consider domestic violence as a separate crime.

ՔՊ-ական պատգամավորներ Զարուհի Բաթոյանը, Սոնա Ղազարյանը և Ծովինար Վարդանյանն արշավի շրջանակում մշակել են օրենսդրական նախագծերի փաթեթ, որով առաջարկվում է ընտանեկան բռնությունը դիտարկել որպես առանձին հանցագործություն։

“It is about protecting our family, because domestic violence affects all family members. Women are the ones who suffer the most, of course, along with women, children, and men, in short, it affects the entire family. Therefore, on the contrary, this is about preserving the family, strengthening the family, because violence is not and cannot be part of our family,” says Batoyan.

«Մեր ընտանիքի պաշտպանության մասին է, որովհետև ընտանեկան բռնությունն առնչվում է ընտանիքի բոլոր անդամներին։ Մեծ մասամբ տուժում են կանայք, իհարկե, կանանց հետ նաև երեխաներ, նաև տղամարդիկ, մի խոսքով՝ ամբողջ ընտանիքին է վերաբերում։ Հետևաբար սա, հակառակը, ընտանիքի պահպանության, ընտանիքի ամրապնդման մասին է, որովհետև բռնությունը մեր ընտանիքի մաս չի կազմում և չի կարող կազմել»,- ասում է Բաթոյանը։

The first direction of the proposed changes in the package concerns protection from domestic and domestic violence, as well as strengthening the protection of the victim within the framework of criminal proceedings.

“Today, the state leaves almost the entire burden on the victim of violence to file a report, and subsequently to have it processed, the draft proposes in this case not to link the process with the victim’s complaint or report and to make all cases the subject of public accusation, that is, in all cases the state will respond, criminal proceedings will be initiated, and we will proceed accordingly,” said Minister of Internal Affairs Arpine Sargsyan during the discussion of the draft in the Government.

«Այսօր պետությունը գրեթե ամբողջ բեռը թողնում է բռնության զոհի վրա, որ ներկայացնի հաղորդում, հետագայում՝ ընթացքավորվի, նախագծով առաջարկում են այս դեպքում չկապել գործընթացը տուժողի բողոքի կամ հաղորդման հետ և բոլոր դեպքերը դարձնել հանրային մեղադրանքի առարկա, այսինքն՝ բոլոր դեպքերում պետությունն արձագանքելու է, սկսվելու է քրեական վարույթ, և պատշաճ կերպով գնալու ենք հետագա ընթացքով»,- Կառավարությունում նախագծի քննարկման ժամանակ ասաց ՆԳ նախարար Արփինե Սարգսյանը։

The draft was approved by the Government headed by Anna Hakobyan’s husband, Nikol Pashinyan, and today it was supposed to be discussed at the regular session of the Standing Committee on Human Rights Protection and Public Affairs, but its discussion was postponed for 2 months.

Նախագիծը հավանության արժանացավ Աննա Հակոբյանի ամուսնու՝ Նիկոլ Փաշինյանի գլխավորած Կառավարությունում, իսկ այսօր այն պետք է քննարկվեր Մարդու իրավունքների պաշտպանության և հանրային հարցերի մշտական հանձնաժողովի հերթական նիստում, սակայն դրա քննարկումը 2 ամսով հետաձգվեց։

“It was postponed because we received numerous proposals from different spheres, both from the Government and from the deputies of the National Assembly, and from non-governmental organizations, we ourselves have proposals. In other words, the authors also have certain changes even at this stage,” Batoyan explained in a conversation with journalists.

«Հետաձգվեց, որովհետև մենք բազմաթիվ առաջարկներ ենք ստացել տարբեր ոլորտներից՝ թե՛ Կառավարությունից, թե՛ Ազգային ժողովի պատգամավորներից ենք ստացել առաջարկներ, և թե՛ հասարակական կազմակերպություններից, ինքներս էլ ունենք առաջարկներ։ Այսինքն՝ հեղինակները ևս որոշակի փոփոխություններ նույնիսկ այս փուլում ունեն»,- լրագրողների հետ զրույցում պարզաբանեց Բաթոյանը։

And before the discussion of the draft on tightening the legislative framework, the Chairman of the Investigative Committee, in turn, issued a strict instruction regarding these cases.

“In accordance with the order of the Chairman of the Investigative Committee of September 23, 2026, stricter control has been established over criminal proceedings under investigation regarding cases of domestic and family violence, and short deadlines have been set for persons holding autonomous positions in the Investigative Committee to conduct and essentially complete the preliminary investigation of the above-mentioned criminal proceedings,” Argishti Torosyan, investigator of the Main Investigation Department of the RA Investigative Committee, explained.

«Քննչական կոմիտեի նախագահի 2026 թվականի սեպտեմբերի 23-ի հրամանի համաձայն՝ սահմանվել է առավել խիստ վերահսկողություն ընտանեկան և կենցաղային բռնության դեպքերի վերաբերյալ քննվող քրեական վարույթներով և սահմանվել են սեղմ ժամկետներ Քննչական կոմիտեի ինքնավար պաշտոն զբաղեցնող անձանց համար վերը նշված քրեական վարույթների նախաքննությունը իրականացնելու և ըստ էության ավարտելու համար»,- մանրամասնեց ՀՀ ՔԿ ՀԿԳ քննության գլխավոր վարչության քննիչ Արգիշտի Թորոսյանը։

Why has the number of criminal proceedings in cases of domestic violence increased? Have the cases increased, or has the appeal increased? Opinions differ, but the fact is that the majority of the public continues to be guided by stereotypes about these cases: “if he beats, then he loves.” And in parallel reality, today is celebrated in Armenia as the Day of Combating Domestic Violence.
