During a press conference on August 20, Armenian Prime Minister Nikol Pashinyan presented the government's new plan for the period 2026-2031. The thematic pillars revolve around peace, security, economic transformation, and diplomacy.
Durante una rueda de prensa el pasado 20 de agosto, el primer ministro armenio, Nikol Pashinyan, presentó el nuevo plan del gobierno para el periodo 2026-2031. Los ejes temáticos giran torno a la paz, la seguridad, la transformación económica y la diplomacia.
One of the strongest points of the proposal is strengthening ties with Azerbaijan to finally achieve peace between the two nations. This is of paramount importance, as these tensions have only hindered previous regional projects such as "The Crossroads of Peace." Therefore, the government fears that the project launched in May of this year, "Trump Route for International Peace and Prosperity" (TRIPP), will be affected by these same tensions.
Uno de los puntos más fuertes en la propuesta es afianzar los lazos con Azerbaiyán para poder conseguir finalmente la paz entre las naciones. Esto es de suma importancia, debido a que estas tensiones solo han entorpecido proyectos regionales anteriores como por ejemplo “La Encrucijada de la Paz”; es por ello, que el gobierno teme que el proyecto lanzado en mayo de este año, “Trump Route for International Peace and Prosperity” (TRIPP) se vea afectado por estas mismas tensiones.
Pashinyan also announced that the country will shift its foreign policy from unilateral to multi-faceted to limit international dependence on a single bloc, such as Russia. This means that Armenia will develop and maintain relations with several international actors, including the European Union, the United States, Georgia, India, Iran, and China.
A su vez, Pashinyan anunció que el país cambiara su política exterior de unilateral a una multivectorial para limitar la dependencia internacional a un solo bloque, como lo es Rusia; es decir que Armenia va a desarrollar y mantener relaciones con varios actores internacionales, entre ellos, la Unión Europea, Estados Unidos, Georgia, India, Irán y China.
However, it is important to clarify that this does not signify a break in relations with Russia, but rather greater involvement of the country in the international arena. Consequently, there has been controversy surrounding what will happen to Armenia's membership in the Eurasian Economic Union (EAEU) now that the country is strengthening ties with other powers.
Sin embargo, es necesario aclarar que esto no significa un corte en las relaciones con Rusia, sino una mayor involucración del país en la esfera internacional. En consecuencia, ha habido polémicas en torno a que pasará con la membresía armenia en la Unión Económica Euroasiática (UEE) ahora que el país está estrechando lazos con otras potencias.
Therefore, Pashinyan clarified that Moscow or the EAEU has not issued ultimatums regarding Armenia's attempt to achieve European integration. Continuing with the idea that Armenia is capable of freely deciding its geopolitical orientation, Pashinyan stated that the Armenian government maintains that the initiative to move toward greater integration with Europe originated within the country itself and is considering the possibility of submitting it to a referendum.
Por ello, Pashinyan aclaró que Moscú o la UEE no han emitido ultimátums con respecto al intento armenio por lograr la integración europea. Siguiendo con la idea de que Armenia es capaz de decidir libremente su orientación geopolítica, Pashinyan expresó que el gobierno armenio sostiene que la iniciativa de avanzar hacia una mayor integración con Europa surgió del propio país y contempla la posibilidad de someterla a un referéndum.
Another highlight of the press conference was when the Prime Minister clarified that Armenia would maintain close relations with the United States and Iran. Due to the country's geographical location, if the war escalates, Armenia's security and economy could be severely impacted. This is why the government is maintaining a neutral stance in the face of the growing conflict.
Otro punto destacado de la rueda de prensa fue cuando el Primer Ministro aclaró que Armenia iba a mantener relaciones estrechas con Estados Unidos e Irán. Debido a la disposición geográfica del país, si la guerra escala, la seguridad de Armenia y su economía se podrían ver flageladas. Es por esto por lo que el gobierno plantea una posición neutral frente al creciente conflicto.
Regarding the demarcation of the borders with Azerbaijan, Pashinyan referred to Soviet-era maps and the 1991 Alma-Ata Declaration as the basis for determining the territorial boundaries between the two countries. In this respect, he stated that Armenia recognizes Artsvashen as part of its territory, while Azerbaijani enclaves such as Kyarki and Tigranashen are not included within the 29,743 square kilometers that the Armenian government considers its national territory. However, the prime minister firmly ruled out any military solution for the remaining unresolved border sections, advocating instead for diplomacy, negotiation, and the peaceful demarcation of the borders.
En cuanto a la delimitación de las fronteras con Azerbaiyán, Pashinyan hizo referencia a los mapas de la época soviética y a la Declaración de Alma-Ata de 1991 como base para determinar los límites territoriales entre ambos países. En este sentido, afirmó que Armenia reconoce a Artsvashen como parte de su territorio, mientras que los enclaves azerbaiyanos, como Kyarki o Tigranashen, no son incluidos dentro de los 29.743 kilómetros cuadrados que el gobierno armenio considera como territorio nacional. Sin embargo, el primer ministro descartó firmemente cualquier solución militar para los sectores de la frontera que aún permanecen sin resolver, apostando por la diplomacia, la negociación y la delimitación pacífica de los límites.
Finally, Pashinyan also defended the decisions made in recent years regarding Nagorno-Karabakh, an issue that continues to be the subject of strong criticism within Armenia. The Prime Minister stated that the measures taken prevented the country from becoming trapped in a situation that could jeopardize its very existence. In this way, Pashinyan justified his stance on the conflict, arguing that prioritizing the security and continuity of the Armenian state was necessary to avoid further escalation with Azerbaijan.
Por último, Pashinyan también defendió las decisiones tomadas durante los últimos años respecto a Nagorno Karabaj, una cuestión que continúa siendo objeto de fuertes críticas dentro de Armenia. El Primer Ministro afirmó que las medidas adoptadas permitieron evitar que el país quedara atrapado en una situación que pudiera poner en riesgo su propia existencia. De esta manera, Pashinyan justificó su postura frente al conflicto, argumentando que priorizar la seguridad y la continuidad del Estado armenio era necesario para evitar una mayor escalada con Azerbaiyán.
