Dairy exports have decreased by about 80%: The impact of Russian restrictions

Since July 27, the Federal Service for Veterinary and Phytosanitary Supervision of Russia, Rosselkhoznadzor, has banned the supply of dairy products from Armenia to Russia. The Russian side justified this with violations it recorded in the system of production and control of dairy products in Armenia and concerns about product safety.

Հուլիսի 27-ից Ռուսաստանի անասնաբուժական և բուսասանիտարական վերահսկողության դաշնային ծառայությունը՝ «Ռոսսելխոզնադզոր»-ը, արգելել է Հայաստանից կաթնամթերքի մատակարարումները Ռուսաստան։ Ռուսական կողմը դա հիմնավորել է Հայաստանի կաթնամթերքի արտադրության և վերահսկողության համակարգում իր արձանագրած խախտումներով և արտադրանքի անվտանգության վերաբերյալ մտահոգություններով։

The Food Safety Inspection Body of the Republic of Armenia, in turn, stated that the Russian side has not yet provided the results of the joint control with Rosselkhoznadzor, but the allegations made by the Russian side regarding the use of milk from sick animals or raw materials imported from third countries have not been confirmed.

Factor.am has studied how the volumes, value and main directions of milk and dairy product exports from Armenia have changed in August 2026 compared to August 2025.

Factor.am-ն ուսումնասիրել է, թե 2025թ. օգոստոսի համեմատ 2026թ. օգոստոսին ինչպես են փոխվել Հայաստանից կաթ և կաթնամթերքի արտահանման ծավալները, արժեքը և հիմնական ուղղությունները։

The calculations were based on data provided by the State Revenue Committee in response to a Factor.am inquiry on the main dairy product groups 0401, 0403, 0405 and 0406.

In August 2025, a total of 151.1 tons of milk and dairy products were exported from Armenia with a customs value of 510.09 million drams under the observed product groups.

2025թ. օգոստոսին դիտարկված ապրանքախմբերով Հայաստանից արտահանվել է ընդհանուր 151.1 տոննա կաթ և կաթնամթերք՝ 510.09 մլն դրամ մաքսային արժեքով։

The main export destination is Russia, where 121.6 tons of dairy products were exported, or 80.5% of the total exported volume.

Արտահանման հիմնական ուղղությունը Ռուսաստանն է, ուր արտահանվել 121.6 տոննա կաթնամթերք՝ ամբողջ արտահանված ծավալի 80.5%-ը։

In financial terms, the customs value of exports to the Russian Federation amounted to about 423.4 million drams, or about 83% of the total value of exports of the observed dairy products.

Իսկ ֆինանսական իմաստով ՌԴ արտահանման մաքսային արժեքը կազմել է շուրջ 423.4 մլն դրամ, այսինքն՝ դիտարկված կաթնամթերքի արտահանման ընդհանուր արժեքի շուրջ 83%-ը։

Of the 121.60 tons exported to Russia, 119.6 tons, or 98.3%, fell to the 0406 “cheese and cottage cheese” product group.

Ռուսաստան արտահանված 121.60 տոննայից 119.6 տոննան՝ 98.3%-ը, բաժին է ընկել 0406՝ «պանիր և կաթնաշոռ» ապրանքախմբին։

In August 2025, the second main export destination after Russia was the United States.

2025թ. օգոստոսին Ռուսաստանից հետո արտահանման երկրորդ հիմնական ուղղությունը ԱՄՆ-ն է։

29.5 tons of milk and dairy products were exported to the United States, which made up 19.5% of total exports.

ԱՄՆ է արտահանվել 29.5 տոննա կաթ և կաթնամթերք, որը կազմել է ընդհանուր արտահանման 19.5%-ը։

The customs value of exports to the United States amounted to about 86.7 million drams, or about 17% of the total value.

26.44 tons, or about 89.6%, of the products exported to the United States fell to the “cheese and cottage cheese” product group.

In August 2026, the volume of dairy product exports from Armenia amounted to 31.01 tons, compared to 151.1 tons in August of the previous year.

Over the year, the physical volume of exports decreased by about 120.1 tons or 79.5%.

The decline in export value was greater.

If in August 2025 the customs value of exported dairy products amounted to about 510.09 million drams, then in August 2026 it decreased to 81.4 million drams.

Եթե 2025թ. օգոստոսին արտահանված կաթնամթերքի մաքսային արժեքը կազմել էր շուրջ 510.09 մլն դրամ, ապա 2026թ. օգոստոսին այն նվազել է մինչև 81.4 մլն դրամ։

That is, the export value decreased by about 428.67 million drams or 84.04%.

If in August 2025 Russia accounted for 80.5% of the export volume, then in August 2026 no exports to Russia were recorded in the SRC data for the observed product groups.

In August 2026, the main destination for dairy product exports became the USA.

22.91 tons of products were exported to the US, accounting for 73.9% of total exports.

ԱՄՆ է արտահանվել 22.91 տոննա արտադրանք՝ ընդհանուր արտահանման 73.9%-ը։

At the same time, compared to August of the previous year, the volume of dairy products exported to the US decreased by 22.41%, from 29.5 tons to 22.9 tons.

In value terms, exports to the US decreased from 86.70 million drams to 66.9 million drams, by about 19.78 million drams or 22.81%.

In August 2026, almost the entire volume of exports to the US, 22.8 tons or 99.5%, fell to the 0406 “cheese and cottage cheese” product group.

The second largest export destination in August 2026 was Georgia.

7.6 tons of dairy products were exported to Georgia, which accounted for 24.4% of total exports.

Վրաստան է արտահանվել 7.6 տոննա կաթնամթերք, որը կազմել է ընդհանուր արտահանման 24.4%-ը։

Its customs value amounted to about 12.9 million drams, about 15.8% of the total value of dairy exports in August 2026.

Դրա մաքսային արժեքը կազմել է շուրջ 12.9 մլն դրամ՝ 2026թ. օգոստոսի կաթնամթերքի արտահանման ընդհանուր արժեքի մոտ 15.8%-ը։

The main part of the products exported to Georgia is also the product group 0406, “cheese and cottage cheese”, 6.81 tons.

Վրաստան արտահանված արտադրանքի հիմնական մասը ևս 0406՝ «պանիր և կաթնաշոռ» ապրանքախումբն է՝ 6.81 տոննա։

In August 2026, 527.3 kg of dairy products were exported to the United Arab Emirates. This constituted 1.70% of the total export volume.

The customs value of exports to the UAE amounted to about 1.63 million drams, about 2% of the total value.

The data provided by the Food Safety Inspection Body allows us to understand what percentage of dairy products make up the export.

Սննդամթերքի անվտանգության տեսչական մարմնի կողմից տրամադրված տվյալները թույլ են տալիս հասկանալ, թե կաթնամթերքի արտադրանքից որ ապրանքը արտահանման քանի տոկոսն է կազմում։

The country of destination is not indicated in this data, therefore, it is not possible to determine which country the given product was exported to. The indicator of this data may differ from the data of the State Revenue Committee.

In August 2025, a total of 146.00 tons of milk and dairy products were exported. Of this:

That is, according to the SATM, about 96.6% of all dairy products exported in August 2025 were cheese.

The picture is almost the same in August 2026. According to the SATM, out of the 31.01 tons of products recorded, 30.08 tons were cheese, that is, 97.01% of the total volume.

2026թ. օգոստոսին ևս պատկերը գրեթե նույնն է։ ՍԱՏՄ-ի տվյալներով արձանագրված 31.01 տոննա արտադրանքից 30.08 տոննան պանիր է, այսինքն՝ ընդհանուր ծավալի 97.01%-ը։

The remaining 3% were tan, yogurt, sour cream, butter, cottage cheese, biokefir and melted butter.

According to the SATM, the volume of cheese exports decreased from 141.07 tons to 30.08 tons over the year, by about 78.7%.

Պանրի արտահանման ծավալը ՍԱՏՄ-ի տվյալներով մեկ տարվա ընթացքում նվազել է 141.07 տոննայից մինչև 30.08 տոննա՝ շուրջ 78.7%-ով։

At the same time, it should be taken into account that for 2025. The total volume of dairy products provided by the State Revenue Committee, 146.00 tons, is about 5.13 tons less than the 151.13 tons recorded by the SRC customs data. For this reason, we did not use the data from the State Revenue Committee to calculate export volumes by country, but only to present the structure of exported goods.

Միաժամանակ, պետք է հաշվի առնել, որ 2025թ. համար ՍԱՏՄ-ի տրամադրված կաթնամթերիք ընդհանուր ծավալը՝ 146.00 տոննան, շուրջ 5.13 տոննայով պակաս է ՊԵԿ-ի մաքսային տվյալներով արձանագրված 151.13 տոննայից։ Այդ պատճառով ՍԱՏՄ-ի տվյալները չենք օգտագործել արտահանման ծավալներն ըստ երկրների հաշվարկելու համար, այլ միայն՝ արտահանվող ապրանքների կառուցվածքը ներկայացնելու նպատակով։

For 2026. The total volumes of the two sources coincide - 31.01 tons.

This is not the first time that restrictions on dairy products from the Russian Federation have been imposed

This is not the first time that Rosselkhoznadzor has imposed restrictions on dairy products from Armenia.

«Ռոսսելխոզնադզոր»-ն առաջին անգամ չէ, որ Հայաստանից կաթնամթերքի մատակարարումների նկատմամբ սահմանափակումներ է կիրառում։

Since April 5, 2023, Russia has suspended the certification of dairy products exported to the Russian Federation from all Armenian enterprises. Rosselkhoznadzor's 2023 By letter No. FS-KS-7/7525 of March 31, 2023, it was determined that Armenian dairy products arriving at Russian border checkpoints after April 5 are subject to import ban and return to the sender.

2023 թ. ապրիլի 5-ից Ռուսաստանը կասեցրել է Հայաստանի բոլոր ձեռնարկություններից ՌԴ արտահանվող կաթնամթերքի սերտիֆիկացումը։ «Ռոսսելխոզնադոր»-ի 2023 թ. մարտի 31-ի № ՖՍ-ԿՍ-7/7525 գրությամբ սահմանվել էր, որ ապրիլի 5-ից հետո ՌԴ սահմանային անցակետեր հասած հայկական կաթնամթերքը ենթակա է ներմուծման արգելքի և վերադարձի ուղարկողին։

This decision was preceded by an inspection conducted by Rosselkhoznadzor in Armenia on March 20-24, 2023. The Russian side stated that deficiencies in state veterinary control were found, as well as the use of raw materials from Iranian enterprises by some Armenian producers, including those that did not have the right to supply to Russia or were subject to restrictions.

At the same time, the Armenian side stated that no food safety issues posing a threat to human life and health were recorded during the inspections, and the issues raised mainly related to the use of raw materials imported from Iran and its traceability mechanisms.

Already in 2023 On June 14, the RA Food Safety Inspection Body reported that as a result of its inspections, the non-conformities recorded by Rosselkhoznadzor were eliminated. After that, the import of products from five companies into the Russian Federation was allowed under enhanced laboratory control.

Արդեն 2023 թ. հունիսի 14-ին ՀՀ սննդամթերքի անվտանգության տեսչական մարմինը հայտնել է, որ իր ստուգումների արդյունքում վերացվել են «Ռոսսելխոզնադզոր»-ի կողմից արձանագրված անհամապատասխանությունները։ Դրանից հետո հինգ ընկերությունների արտադրանքի ներմուծումը ՌԴ թույլատրվել է՝ ուժեղացված լաբորատոր հսկողության ներքո։

Restrictions were also applied in 2024. After inspections conducted by Rosselkhoznadzor from September 24 to October 2, on December 4, 2024, the status of seven of the nine inspected dairy enterprises was changed to “temporarily restricted”. The right to supply dairy products to the Russian Federation was preserved for “Yeremyan Farm” and “Village”, under enhanced laboratory control.

And already this year, Russian regulatory authorities have imposed restrictions on the import of a number of products from Armenia. Rosselkhoznadzor has restricted the entry of fish and fish products, fruit and vegetable and flower products into the Russian Federation, and Rospotrebnadzor has restricted the import and circulation of Jermuk mineral water.

Since July 27, the export of milk and dairy products has also been restricted.

Thus, in August 2025, more than 80% of exports fell to Russia, while a year later, no exports of the observed product groups to the Russian Federation were recorded. The main export market has become the USA, but the volume of exports to the USA has also decreased by more than 22% year-on-year.

Այսպիսով, 2025թ. օգոստոսին արտահանման ավելի քան 80%-ը բաժին էր ընկնում Ռուսաստանին, մինչդեռ մեկ տարի անց դեպի ՌԴ դիտարկված ապրանքախմբերով արտահանում չի արձանագրվել։ Արտահանման հիմնական շուկան դարձել է ԱՄՆ-ն, սակայն դեպի ԱՄՆ արտահանման ծավալն էլ տարեկան կտրվածքով նվազել է ավելի քան 22%-ով։

As a result, the total volume of observed milk and dairy product exports from the Republic of Armenia in August 2026 decreased by 79.5% over the year, and the customs value by 84%.

Արդյունքում ՀՀ-ից դիտարկված կաթ և կաթնամթերքի արտահանման ընդհանուր ծավալը 2026թ. օգոստոսին մեկ տարվա ընթացքում նվազել է 79.5%-ով, իսկ մաքսային արժեքը՝ 84%-ով։
