Buying gas from any other country will cost Armenia significantly more than importing it from Russia.
Ցանկացած այլ երկրից գազ գնելը Հայաստանին զգալիորեն ավելի թանկ կարժենա, քան Ռուսաստանից այն ներմուծելը։
This was stated by Deputy Secretary of the Russian Security Council Alexey Shevtsov, commenting on the statement of the Secretary of the Armenian Security Council Alen Simonyan that the country will buy gas “from everywhere possible”: from Russia, Turkey, Azerbaijan and Iran.

Buying gas from any other country will cost Armenia significantly more than importing it from Russia. This was stated by Deputy Secretary of the Russian Security Council Alexei Shevtsov, commenting on the statement of the Secretary of the Security Council of Armenia Alen Simonyan that the country will buy gas “from wherever possible”: from Russia, Turkey, Azerbaijan and Iran.
Ցանկացած այլ երկրից գազ գնելը Հայաստանին զգալիորեն ավելի թանկ կարժենա, քան Ռուսաստանից այն ներմուծելը։ Այս մասին հայտարարել է Ռուսաստանի Անվտանգության խորհրդի քարտուղարի տեղակալ Ալեքսեյ Շևցովը՝ մեկնաբանելով Հայաստանի Անվտանգության խորհրդի քարտուղար Ալեն Սիմոնյանի հայտարարությունը, որ երկիրը գազ կգնի «ամեն տեղից, որտեղից հնարավոր է»՝ Ռուսաստանից, Թուրքիայից, Ադրբեջանից և Իրանից։
In his comments to journalists, Shevtsov presented calculations of how much gas supplies from other countries to Yerevan would cost.
Լրագրողներին տված մեկնաբանության մեջ Շևցովը հաշվարկներ է ներկայացրել, թե որքան կարժենա այլ երկրներից գազի մատակարարումը Երևանին։
“In general, in any of the listed options, gas will cost significantly more than gas imported from Russia on preferential terms. It is these conditions that have greatly contributed to the fact that Armenia has been able to ensure economic stability and growth in recent years. At the same time, diversification of gas supply sources will lead to additional accompanying costs,” he noted.
«Ընդհանուր առմամբ, թվարկված տարբերակներից ցանկացածի դեպքում գազը զգալիորեն ավելի թանկ կարժենա, քան Ռուսաստանից արտոնյալ պայմաններով ներկրվող գազը։ Հենց այդ պայմանները մեծապես նպաստել են նրան, որ Հայաստանը վերջին տարիներին կարողացել է ապահովել տնտեսության կայունությունն ու աճը։ Միևնույն ժամանակ, գազի մատակարարման աղբյուրների դիվերսիֆիկացումը կհանգեցնի լրացուցիչ ուղեկցող ծախսերի»,- նշել է նա։
Shevtsov recalled that as of 2025, more than 2.2 billion cubic meters of gas had been supplied to Armenia from Russia. This accounts for about 83% of the total gas supplies to Armenia and 100% of the gas supplied to domestic consumers - the population and industry.
Շևցովը հիշեցրել է, որ 2025 թվականի դրությամբ՝ Ռուսաստանից Հայաստան է մատակարարվել ավելի քան 2,2 մլրդ խմ գազ։ Դա կազմում է Հայաստան գազի ընդհանուր մատակարարումների շուրջ 83%-ը և կենցաղային սպառողներին՝ բնակչությանն ու արդյունաբերությանը, մատակարարվող գազի 100%-ը։
When considering the possibility of supplying gas to Armenia from the listed countries, the Deputy Secretary of the Russian Security Council noted that Turkey itself imports more than 50 billion cubic meters of gas annually, including from Azerbaijan, Iran and Russia.
Թվարկված երկրներից Հայաստան գազի մատակարարման հնարավորությունը դիտարկելիս ՌԴ Անվտանգության խորհրդի քարտուղարի տեղակալը նշել է, թե Թուրքիան ինքն է տարեկան ներմուծում ավելի քան 50 մլրդ խմ գազ, այդ թվում՝ Ադրբեջանից, Իրանից և Ռուսաստանից։
“It is clear that it does not have excess gas. There is also no necessary infrastructure to supply gas to Armenia,” he wrote.
«Հասկանալի է, որ ավելցուկային գազ նա չունի։ Գազը Հայաստան մատակարարելու համար անհրաժեշտ ենթակառուցվածք նույնպես չկա»,- գրել է նա։
Shevtsov noted that there is a “gas for electricity” agreement between Armenia and Iran, within the framework of which more than 400 million cubic meters of gas are supplied annually. He clarified that Iranian gas is used exclusively for electricity generation.
Շևցովը նշել է, որ Հայաստանի և Իրանի միջև գործում է «գազ՝ էլեկտրաէներգիայի դիմաց» համաձայնագիր, որի շրջանակում տարեկան մատակարարվում է ավելի քան 400 մլն խմ գազ։ Նա պարզաբանել է, որ իրանական գազն օգտագործվում է բացառապես էլեկտրաէներգիայի արտադրության համար։
“The expansion of the barter scheme is possible provided that an additional power transmission line is built from Armenia to Iran, especially since the capacity of the existing gas pipelines allows it. But if Yerevan starts buying gas for commercial use, that is, supplying it to household consumers or industry, this will automatically lead to the imposition of sanctions by Washington against Armenia, especially given the current political situation,” he stressed.
«Բարտերային սխեմայի ընդլայնումը հնարավոր է Հայաստանից Իրան լրացուցիչ էլեկտրահաղորդման գծի կառուցման պայմանով, մանավանդ, որ առկա գազատարների հզորությունը դա թույլ է տալիս։ Բայց եթե Երևանը սկսի գազ գնել կոմերցիոն օգտագործման համար, այսինքն՝ այն մատակարարի կենցաղային սպառողներին կամ արդյունաբերությանը, ապա դա ինքնաբերաբար Հայաստանի նկատմամբ կհանգեցնի Վաշինգտոնի պատժամիջոցների կիրառմանը, հատկապես՝ հաշվի առնելով ներկայիս քաղաքական կոնյուկտուրան»,- ընդգծել է նա։
Shevtsov added that the Russian Security Council has paid attention to the recent statements of Armenian and Azerbaijani officials regarding the possibility of supplying gas from Azerbaijan to Armenia.
Շևցովը հավելել է, թե ՌԴ Անվտանգության խորհրդում ուշադրություն են դարձրել Հայաստանի և Ադրբեջանի պաշտոնյաների վերջին հայտարարություններին Ադրբեջանից Հայաստան գազ մատակարարելու հնարավորությունների վերաբերյալ։
“We welcome the fact of the restoration of Armenian-Azerbaijani cooperation in the energy sector, which may indicate a positive step towards the restoration of peaceful life in the region. Especially since Baku has sent diesel fuel and gasoline to Armenia after a long break,” he noted.
«Ողջունում ենք էներգետիկ ոլորտում հայ-ադրբեջանական համագործակցության վերականգնման փաստը, ինչը կարող է վկայել տարածաշրջանում խաղաղ կյանքի վերականգնման դրական քայլի մասին։ Առավել ևս, որ Բաքուն երկար տարիների ընդմիջումից հետո Հայաստան է ուղարկել դիզելային վառելիք և բենզին»,- արձանագրել է նա։
At the same time, according to Shevtsov, “the parties do not deny that at present its supply is difficult to implement: it is necessary to build a new gas pipeline.”
Միաժամանակ, Շևցովի խոսքով, «կողմերը չեն հերքում, որ ներկայում դրա մատակարարումը դժվար է իրականացնել․ անհրաժեշտ է նոր գազատարի կառուցում»։
“And this, in turn, is justified only in the presence of long-term contracts and stable demand,” he emphasized.

Speaking about the diversification of supplies, Shevtsov also touched upon the costs for Yerevan.

“The mathematics is simple. Currently, the gas exchange price in Europe is about $900 per 1,000 cubic meters. The difference with the Russian price is $720. Therefore, at these prices, Armenia will have to pay almost $1.58 billion more annually for gas alone,” he said, noting that one could object that the cost of gas is currently at its local peak.

“That is indeed the case: the heating season is approaching, and there are known problems with supplies from the Middle East. However, even if we take the weighted average price for the last five years, it will be $753 per 1,000 cubic meters. Therefore, the overpayment will amount to about $1.27 billion,” he said.
«Դա իսկապես այդպես է․ մոտենում է ջեռուցման սեզոնը, և Մերձավոր Արևելքից մատակարարումների հետ կապված հայտնի խնդիրներ կան։ Սակայն նույնիսկ եթե վերցնենք վերջին հինգ տարիների միջին կշռված արժեքը, կստացվի 753 դոլար՝ 1000 խորանարդ մետրի դիմաց։ Հետևաբար, գերավճարը կկազմի մոտ 1,27 միլիարդ դոլար»,- ասել է նա։
Shevtsov added that this calculation does not take into account the cost of transportation, which Armenia will also have to pay. “It is possible that the cost of gas from Azerbaijan will be lower, but, according to analysts, its main volumes have already been fixed by buyers in contracts.”

According to the representative of the Russian Security Council, gas is supplied under long-term contracts at a lower price, “but this gas must also first be found, purchased and transported.”

In the context of diversification, Shevtsov also recalled how Europe, in particular Germany, is in the process of abandoning Russian gas supplies.

“Berlin’s politically motivated refusal to buy Russian gas has led to a fivefold increase in the price of “blue fuel” over the past five years. As a result, we are witnessing economic stagnation, which is turning into a recession, a sharp decline in industrial production and a decrease in the number of jobs,” he noted, urging not to forget that “compared to Armenia, Germany has developed infrastructure that allows it to receive both pipeline and liquefied gas from various sources, although the use of liquefied gas adds to the cost of each cubic meter the costs of liquefaction, tanker rental and regasification.”
«Բեռլինի՝ քաղաքական դրդապատճառներով ռուսական գազից հրաժարվելը վերջին հինգ տարիներին հանգեցրել է «կապույտ վառելիքի» գների հնգապատկման։ Արդյունքում մենք ականատես ենք լինում տնտեսության լճացման, որը վերածվում է ռեցեսիայի, արդյունաբերական արտադրության կտրուկ կրճատման և աշխատատեղերի թվի նվազման»,- նշել է նա ու կոչ արել չմոռանալ, որ «Հայաստանի համեմատ՝ Գերմանիան ունի զարգացած ենթակառուցվածքներ, որոնք թույլ են տալիս տարբեր աղբյուրներից ընդունել ինչպես խողովակաշարային, այնպես էլ հեղուկացված գազ, չնայած հեղուկ գազի օգտագործումը յուրաքանչյուր խորանարդ մետրի արժեքին ավելացնում է հեղուկացման, լցանավերի վարձակալության և վերագազաֆիկացման ծախսերը»։
“There is no doubt that for Armenia, abandoning Russian “blue fuel” will be more painful than for Germany or other European countries,” Shevtsov stated.
«Կասկած չկա, որ Հայաստանի համար ռուսական «կապույտ վառելիքից» հրաժարվելն ավելի ցավոտ կլինի, քան Գերմանիայի կամ եվրոպական այլ երկրների համար»,- հայտարարել է Շևցովը։
