Moscow threatened to completely cut off gas supplies to Armenia unless Yerevan complies with four political demands, the Armenian newspaper Hraparak reported on Thursday, September 24.
Москва пригрозила полностью остановить поставки газа в Армению, если Ереван не выполнит ее четыре политических требования.

Moscow has threatened to completely cut off gas supplies to Armenia unless Yerevan meets four political demands, the Armenian newspaper Hraparak reported on Thursday, September 24, citing sources in Russia. Gas supplies are currently temporarily suspended due to scheduled maintenance, and domestic demand is being met from storage facilities. According to the newspaper's sources, a major "accident" or force majeure event could occur on November 1, after which supplies will not be restored.
Москва пригрозила полностью остановить поставки газа в Армению, если Ереван не выполнит ее четыре политических требования. Об этом сообщила в четверг, 24 сентября, армянская газета “Грапарак” со ссылкой на источники в России. В настоящее время подача газа временно остановлена из-за планового ремонта, а внутренний спрос покрывается за счет запасов в хранилищах. Как утверждают источники издания, 1 ноября может произойти крупная “авария” либо возникнуть форс-мажор, после которого поставки не будут восстановлены.
According to Hraparak's sources, Moscow is prepared to avoid such a scenario if Yerevan refuses to discuss the future of the Russian military base in Gyumri and refuses to take action against companies with Russian capital. Among these are South Caucasus Railways and Gazprom.
По информации собеседников “Грапарака”, Москва готова избежать такого развития событий при отказе Еревана от обсуждения дальнейшей судьбы российской военной базы в Гюмри и от действий в отношении компаний с российским капиталом. Среди них названы “Южно-Кавказская железная дорога” и “Газпром”.
Another demand from Moscow, according to the newspaper, is for Armenia to choose between the Eurasian Economic Union (EAEU) and the European Union. Specifically, Yerevan must either repeal the law launching the European integration process or set a date for a referendum on this issue.
Еще одним требованием Москвы, как утверждает газета, является выбор Армении между ЕАЭС и Евросоюзом. Ереван, в частности, должен либо отменить закон о запуске процесса евроинтеграции, либо определить дату референдума по этому вопросу.
Furthermore, Moscow is allegedly demanding an end to the criminal prosecution of pro-Russia politicians and the appointment of a deputy prime minister acceptable to the Kremlin.
Кроме того, Москва якобы требует прекратить уголовное преследование политиков, ориентированных на Россию, и назначить вице-премьера, кандидатура которого будет приемлема для Кремля.
Earlier, on May 26, Russia warned Armenia of the possibility of unilaterally terminating the agreement on the supply of natural gas, petroleum products, and rough diamonds if Yerevan continues to move toward EU accession.

Armenia remains almost entirely dependent on Russian gas supplies. In 2025, Gazprom exported approximately 2.7 billion cubic meters of fuel to the republic. Vladimir Putin stated that Yerevan's preferential price was $177 per thousand cubic meters. The Kremlin also stated that if Armenia withdraws from the Eurasian Economic Union (EAEU), gas prices for the country would be adjusted to market prices.

On September 16, Secretary of the Armenian Security Council Alen Simonyan stated that the republic is capable of replacing Russian supplies with purchases from Azerbaijan, Turkey, and Iran. When asked about the lower cost of Russian gas, he responded that fuel is "used as political currency." "Who said gas prices are measured only in dollars?" Simonyan asked.

Nikol Pashinyan previously stated that Armenia, regardless of Moscow's decisions regarding gas prices, would seek other sources of supply. He attributed this to its political course of "developing independence and statehood."

Over the past six months, relations between Russia and Armenia have become increasingly strained. Beginning in May, Moscow imposed restrictions on the import of various goods from Armenia, including alcohol, vegetables, fruits, fish, dairy products, and flowers.

In response, Armenian authorities began redirecting exports to other markets, including Europe.
