Promises are piling up, but water is not: why aren't reservoirs being built?

In 2021, the Government included the design and construction of 15 small and medium-sized reservoirs in its five-year action plan. In 2023, the list was supplemented by three more, bringing the number of reservoirs to 18. However, by the end of the 2021-2026 program period, none of the initial 15 have yet been built.

The construction of the Kaps reservoir has also been suspended due to the contractor’s failure to fulfill its obligations.

In the new 2026-2031 program, the Government already promises to start the construction of not 15 or 18, but 10 reservoirs, with the aim of completing them by 2033.

Factor.am has investigated what happened to the reservoirs promised under the previous program, which were included in the new program, and why the construction of most of them has not yet begun.

Nine reservoirs without sufficient baseline data

The government's 2021-2026 action plan envisaged the design and construction of 15 small and medium-sized reservoirs. In 2023, the program was expanded to include three more reservoirs. This was reported by the Water Committee of the Ministry of Water Resources and Energy in response to Factor.am's written request.

However, in nine of the initial fifteen cases, according to the ministry, there was initially insufficient baseline data. These are the promised reservoirs of Khndzorut, Vernashen, Khachik, Getik Monastery, Zirak, Selav-Mastara, Hakhum-2, Koghb and Khndzoresk. The issue of conducting feasibility studies on them is currently being discussed.

It is noteworthy that the Government program already stipulated quite specific characteristics for these reservoirs: the planned volumes of reservoirs, the areas of irrigated land, and in some cases, the expected electricity savings. For example:

That is, the program contained specific indicators for future reservoirs, while later the ministry reported that there were insufficient baseline data to assess their feasibility.

Back in December 2025, in response to another written inquiry from Factor.am, the Ministry of Water Resources and Energy described the same situation regarding these nine reservoirs. From the latest response from the Water Committee, it becomes clear that studies of the “most feasible options” are still ongoing.

The design of the Argitchi reservoir has stopped due to the HPP basin

The Argitchi reservoir was also on the list of 15 reservoirs for design and construction, but the work on preparing its design and estimate documents has been temporarily suspended.

Back in 2025, the Ministry of Water Resources and Energy informed Factor.am that the reason for this was the presence of the daily regulation basin of the Hydropower Plant belonging to Hydrocorporation CJSC in the previously selected site of the reservoir. Because of this, it was not possible to conduct the necessary surveys in the planned area.

According to the government’s 2021-2026 program, the volume of the Argitchi reservoir was planned to be 6.5 million m³. It was supposed to transfer 268 hectares of land currently irrigated mechanically in the Martuni region to gravity irrigation, saving about 1 million kWh of electricity annually. The construction of the reservoir was planned to increase the irrigable areas by about 3,122 hectares.

Thus, during the design process, it turned out that another water infrastructure already exists in the previously selected site, and the Argitchi project is still in the same place.

Five reservoirs have reached the design stage

Only five of the 15 reservoirs, namely Kasakh, Yelpin, Lichq, Astghadzor and Artik, have been included in the Government’s program as a promise.

The Water Committee informed Factor.am that their design work has been completed, and the preliminary estimated packages of public investment programs were approved at the meeting of the Public Investment Committee on October 23, 2025.

The design and estimate documents of Kasakh and Yelpin have already passed all stages of expert examination, while the packages of Lichq, Astghadzor and Artik are in the complex expert examination stage. The Committee expects that prequalification tenders for the construction of some reservoirs will be announced by the end of 2026.

In the fall of 2025, during the discussion of the draft state budget for 2026, the Minister of Water Resources and Energy Davit Khudatyan announced that the construction work on these five reservoirs should start in 2026.

Already in April 2026, Khudatyan again announced that the projects were ready, and the tender process should begin in the near future.

However, the latest written response of the Water Committee does not mention the start of construction yet, but the possible announcement of pre-qualification tenders by the end of the year.

Thus, the committee did not inform Factor.am about the actual start of construction of any of the five reservoirs.

Three more reservoirs were added in 2023

In 2023, the promise of 15 reservoirs was supplemented by three more: the Garnahovit, Karmir Gyug and Getik reservoirs. Thus, the number of small and medium-sized reservoirs considered in the program reached 18. In the case of these three reservoirs, construction work has not started either.

According to the Government’s 2024 Program Performance Report, a tender for the procurement of a feasibility study consultancy service was launched for the Getik, Garnahovit, and Karmir Village reservoirs. The Ministry reported that their feasibility is being studied at this stage.

The construction of these three reservoirs has also been included in the Government’s new 2026-2031 Program.

A more modest promise: 10 reservoirs instead of 15

In the 2021-2026 Program, the Government initially spoke about the design and construction of 15, and after the expansion in 2023, 18 small and medium-sized reservoirs.

Another target has already been set in the new 2026-2031 Government Program: the start of construction of 10 reservoirs with the aim of completing them by 2033. At the same time, it is planned to build or reconstruct 350 km of canals and pipelines and provide irrigation for another 10 thousand hectares of land.

However, there is a significant difference between the two programs: The government's already adopted 2026-2031 program does not contain information on the names of the 10 reservoirs and the expected results of the construction of these reservoirs, or on the work already done.

In response to Factor.am's inquiry, the Water Committee separately presented the names of the ten reservoirs planned for the new program.

Nine of the ten reservoirs included in the new program are projects already planned for in previous programs. The only new project is the Selav-Mastara N 4 reservoir, which, as the ministry explained to Factor.am, should not be identified with the Selav-Mastara reservoir included in the list of 15 small and medium reservoirs of the previous program. This new Selav-Mastara N4 reservoir is also located in Armavir region, close to the Selav-Mastara reservoir.

Five of them are from the list of 15 small and medium-sized reservoirs planned by the Government for 2021-2026: Kasakh, Yelpin, Lichk, Astghadzor and Artik reservoirs. Three more: Getik, Garnahovit and Karmir village reservoirs were included in the program in 2023. The list of ten reservoirs planned by the new program also includes the Kaps and Selav-Mastara N4 reservoirs.

In addition to the 15 small and medium-sized projects, the Kaps reservoir, along with Vedi, was included in a separate section of large-scale projects in the 2021-2026 program. The government’s new 2026-2031 However, in the program, the Kaps project is no longer separated and is presented in the general set of 10 planned reservoirs.

The construction of the Kaps reservoir started in 2023. In April 2023, a contract worth 74.2 million euros was signed with the Chinese companies "Shanxi Construction Investment Group" and "Shanxi Hydraulic Construction Engineering Bureau Group" for a period of 34 months. That is, the construction was planned to be completed in the spring of 2026. But the project was not completed within the planned period.

On December 11, 2025, the contractor was given a notice to terminate the contract, and from February 2, 2026, the contract was terminated due to the slow pace of work and violations of contractual obligations.

During the discussion of the 2026 budget, 7.7 billion drams were planned for the continuation of the Kaps construction.

In July of this year, during the Government session, it was presented that the allocations provided for in the 2026 state budget will be used only to pay for the work actually performed, and the released 654.8 million drams will be redistributed.

Back on December 25, 2025, Nikol Pashinyan, answering a question from Factor.TV, admitted that his promise regarding the Kaps reservoir had not been fulfilled within the specified time frame, attributing the reason to the contractor’s failure to fulfill his obligations. At the same time, he announced that the Kaps reservoir would be built, but did not specify a new deadline.

In July 2026, the Public Investment Committee had already discussed the options for “remodeling and expanding” the Kaps project and approved the proposal to complete it.

Under the 2021–2026 program, the construction of the Vedi reservoir dam and auxiliary structures was planned to be completed in 2023. The actual main construction was completed in 2025, and in 2026, the water filling, adjustment and testing of the control systems continued. At the end of July, about 12.5 million m³ of water was accumulated in the reservoir with a capacity of 29.4 million m³.

The complete water filling is planned to be completed by the end of 2027.

Thus, the reservoir construction, which has been presented as a strategic priority of the Government for years, is actually not reaching the practical stage. The construction of none of the 15 reservoirs promised in 2021 has started as of 2026, and the construction work on Kaps has been suspended due to the termination of the contract with the contractor.

To date, only the construction work on the Vedi reservoir has been completed.

Under the new 2026–2031 program, the target number has been reduced from 18 to 10, and the deadlines have been postponed until 2033.

The Water Committee emphasized that in the case of nine of the water reservoirs not included in the new program, the issue of conducting feasibility studies is being discussed.
