The Television and Radio Commission convened its regular session on September 22.

Հեռուստատեսության և ռադիոյի հանձնաժողովը սեպտեմբերի 22-ին գումարեց հերթական նիստը։

The Television and Radio Commission, having approved the agenda of the session, decided to announce on September 22 a regional broadcasting competition for the use of a slot in a public multiplex in the territory of the Armavir region of the Republic of Armenia, detailed information about which is published on the official websites of the RA Public Notices Service “www.azdarar.am” and the RA Radio and Television Commission “www.tvradio.am”.

Հեռուստատեսության և ռադիոյի հանձնաժողովը, հաստատելով նիստի օրակարգը, որոշեց սեպտեմբերի 22-ին հայտարարել հանրային մուլտիպլեքսում սլոթի օգտագործման լիցենզավորման մարզային՝ ՀՀ Արմավիրի մարզի տարածքում սփռման մրցույթ, որի մասին մանրամասն տեղեկատվությունը հրապարկված է ՀՀ հրապարակային ծանուցումների «www.azdarar.am» և ՀՌՀ-ի «www.tvradio.am» պաշտոնական կայքերում։

Next, the RA Radio and Television Commission decided to approve the notification regarding the audiovisual program of the “HYBRID PRODUCTION AND DISTRIBUTION” LLC company.

Հաջորդիվ ՀՌՀ որոշեց հաստատել «ՀԻԲՐԻԴ ՓՐՈԴԱՔՇՆ ԷՆԴ ԴԻՍԹՐԻԲՅՈՒՇՆ» ՍՊ ընկերության տեսալսողական ծրագրի վերաբերյալ ծանուցումը։

According to the minutes of the Commission’s Program Monitoring and Control Department, the companies “RADIOTUN” and “AVTORADI” LLC did not provide the percentage of hours of Armenian audiovisual programs. According to Part 6 of Article 10 of the Law on Audiovisual Media, the broadcasting of Armenian audiovisual programs by one Broadcaster cannot be less than 55 percent of the total monthly hours.

Հանձնաժողովի ծրագրերի մոնիտորինգի և վերահսկողության վարչության արձանագրության hամաձայն, «ՌԱԴԻՈՏՈՒՆ» և «ԱՎՏՈՌԱԴԻՈ» ՍՊ ընկերությունները չեն ապահովել հայերեն տեսալսողական հաղորդումների տոկոսային ժամաքանակը։ Ըստ «Տեսալսողական մեդիայի մասին» օրենքի 10-րդ հոդվածի 6-րդ մասի՝ հայերեն տեսալսողական հաղորդումները մեկ Հեռարձակողի հեռարձակմամբ չեն կարող պակաս լինել ամսական ընդհանուր ժամաքանակի 55 տոկոսից:

As a result of the study and evaluation of the evidence obtained through a comprehensive examination of the administrative proceedings, the Commission decided to impose a fine of 300,000 AMD each on the Companies.

Վարչական վարույթի բազմակողմանի քննությամբ ձեռք բերված ապացույցների ուսումնասիրության և գնահատման արդյունքում Հանձնաժողովը որոշեց Ընկերությունների նկատմամբ կիրառել 300.000-ական ՀՀ դրամի տուգանքը։

The Commission requested that NT HOLDING LLC submit the video recording of the broadcasted “NOYAN TAPAN” audiovisual program for the period from August 1 to 10, 2026, as a result of which monitoring revealed signs of apparent violation of the requirement of Part 3 of Article 6 of the Law. According to the Protocol, on August 1, 2026 During the period of 2 programs broadcast on August 6 with the caption “Noyan Tapan in Russian”, the name of the “Noyan Tapan” audio-visual program is indicated in a foreign language, “Noyan Tapan”, without Armenian transcription.

Հանձնաժողովը «ՆՏ ՀՈԼԴԻՆԳ» ՍՊ ընկերությունից պահանջել է ներկայացնել հեռարձակվող «ՆՈՅՅԱՆ ՏԱՊԱՆ» տեսալսողական ծրագրի 2026թ․ օգոստոսի 1-ից 10-ն ընկած ժամանակահատվածի տեսագրությունը, որի մշտադիտարկման արդյունքում հայտնաբերվել են Օրենքի 6-րդ հոդվածի 3-րդ մասի դրույթի պահանջի առերևույթ խախտման հատկանիշներ։ Ըստ Արձանագրության՝ 2026թ․ օգոստոսի 6-ին հեռարձակված «Ноян Тапан на Русском» գրառմամբ 2 հաղորդումների ժամանակահատվածում «ՆՈՅՅԱՆ ՏԱՊԱՆ» տեսալսողական ծրագրի անվանումը նշվում է օտար լեզվով՝ «Ноян Тапан», առանց հայերեն տառադարձության։

The RA Administrative Court decided to apply the administrative penalty established by Part 4 of Article 57 of the Law to the Company, imposing a fine of 100,000 AMD.

ՀՌՀ-ն որոշեց Ընկերության նկատմամբ կիրառել Օրենքի 57-րդ հոդվածի 4-րդ մասով սահմանված վարչական տույժը՝ տուգանելով 100․000 ՀՀ դրամով։

These decisions may be appealed to the Television and Radio Commission or the Administrative Court of the Republic of Armenia within two months from the date of entry into force.

Սույն որոշումները ուժի մեջ մտնելու պահից երկամսյա ժամկետում կարող են բողոքարկվել Հեռուստատեսության և ռադիոյի հանձնաժողովին կամ ՀՀ վարչական դատարան։
