Half a million votes and empty communities

Three months later, the picture has changed dramatically. On October 25, local government elections will be held in 19 communities. The largest parliamentary opposition force, Strong Armenia, is participating only in Stepanavan. The main force of the Hayastan bloc, the ARF, has been nominated in four communities: Martuni, Artashat, Hrazdan, and Tsaghkadzor.

How did the political forces that received almost half a million votes three months ago now decide not to participate in the country’s largest community elections?

Ինչպե՞ս են երեք ամիս առաջ գրեթե կես միլիոն քվե ստացած քաղաքական ուժերը հիմա երկրի համայնքների մեծի ընտրություններում որոշել չմասնակցել:

In recent months, representatives of the government and a part of the public sphere have accused the opposition of “buying” votes through the widespread use of money and electoral bribes. Opposition forces have countered by presenting the criminal cases as a manifestation of political pressure.

Վերջին ամիսներին իշխանության ներկայացուցիչներն ու հանրային դաշտի մի մասը ընդդիմությանը մեղադրել են փողի և ընտրակաշառքի լայն կիրառմամբ քվե «առնելու» մեջ։ Ընդդիմադիր ուժերը հակադարձել են՝ քրեական գործերը ներկայացնելով որպես քաղաքական ճնշման դրսևորում։

Closing the debate with statements was initially difficult. A much more convincing political response could have been broad participation in the local elections, with competitive candidates and organized local structures.

Բանավեճը հայտարարություններով փակելն ի սկզբանե դժվար էր։ Շատ ավելի համոզիչ քաղաքական պատասխան կարող էր լինել լայն մասնակցությունը ՏԻՄ ընտրություններին՝ մրցունակ թեկնածուներով և կազմակերպված տեղական կառույցներով։

Half a million votes is a large number. For a political force, that number also gains value after the elections, through local structures, candidates, organizational capacity, and maintaining support in new elections.

Կես միլիոն ձայնը մեծ թիվ է։ Քաղաքական ուժի համար այդ թիվը արժեք է ստանում նաև ընտրություններից հետո՝ տեղական կառույցների, թեկնածուների, կազմակերպչական կարողության և նոր ընտրություններում աջակցությունը պահպանելու միջոցով։

That is precisely why the current picture is shamefully embarrassing for the parliamentary opposition.

Հենց այդ պատճառով ներկա պատկերը խայտառակ ամոթալի է խորհրդարանական ընդդիմության համար։

The 484,989 votes of June 7 are now undergoing their first real test: how much role voter bribery played in that result.

Հունիսի 7-ի 484 հազար 989 քվեն հիմա անցնում է իր առաջին իրական քննությունը՝ այդ արդյունքի մեջ որքան դեր է ունեցել ընտրակաշառքը։

The local elections could have been the simplest answer: to participate again, get that voter’s vote again, and close the issue of voter bribery with the election result.

ՏԻՄ ընտրությունները կարող էին դառնալ ամենապարզ պատասխանը՝ նորից մասնակցել, նորից ստանալ այդ ընտրողի քվեն և ընտրական արդյունքով փակել ընտրակաշառքի թեման։

But the main opposition forces have largely decided not to participate in the local elections. The most difficult question surrounding the half million votes on June 7 remains open: how many of those votes were genuine political support, and how many were votes "obtained" through bribery and money.
