“Dear compatriots,

«Սիրելի՛ հայրենակիցներ,

I congratulate all of us on the Independence Day of the Republic of Armenia and the 35th anniversary of the restoration of our statehood.

Շնորհավորում եմ բոլորիս Հայաստանի Հանրապետության Անկախության օրվա և մեր պետականության վերականգնման 35-րդ տարեդարձի առթիվ։

35 years is both a long and a very short time in the history of statehood. Long enough to appreciate the path traveled, and short enough to understand that an independent state is never a completed achievement.

35 տարին պետականության պատմության մեջ միաժամանակ երկար և շատ կարճ ժամանակ է ։ Բավական երկար՝ անցած ճանապարհը գնահատելու համար, և բավական կարճ՝ հասկանալու, որ անկախ պետությունը երբեք ավարտված ձեռքբերում չէ։

Independence Day, therefore, is not just a symbol of a historical event. It is a day for us to think about responsibility and duty.

Անկախության օրը, հետևաբար, միայն պատմական իրադարձության խորհրդանիշ չէ։ Այն մեզ համար պատասխանատվության և պարտքի մասին մտածելու օր է։

Independence, freedom, sovereignty, and statehood are fundamental and irreplaceable values for any nation. Throughout its millennial history, the Armenian people have gone through the loss and restoration of statehood, ups and downs, and the most difficult trials. Today we have what generations have fought for: the Republic of Armenia.

Անկախությունը, ազատությունը, ինքնիշխանությունն ու պետականությունը ցանկացած ժողովրդի համար հիմնարար և անփոխարինելի արժեքներ են։ Հայ ժողովուրդը հազարամյակների պատմության ընթացքում անցել է պետականության կորստի ու վերականգնման, վերելքների և ծանրագույն փորձությունների միջով։ Այսօր մենք ունենք այն, ինչի համար սերունդներ շարունակ պայքարել են՝ Հայաստանի Հանրապետությունը։

The Republic of Armenia is not just our current state organization. It is the present-day reality of the historical continuity of the Armenian people and the embodiment of the centuries-old aspiration of Armenians around the world to have their own state. Therefore, the state is not only a right for each of us, but also an obligation.

Հայաստանի Հանրապետությունը պարզապես մեր ներկայի պետական կազմակերպությունը չէ։ Այն հայ ժողովրդի պատմական շարունակականության այսօրվա իրականությունն է և աշխարհասփյուռ հայության՝ սեփական պետություն ունենալու դարավոր ձգտման մարմնավորումը։ Այդ պատճառով պետությունը մեզանից յուրաքանչյուրի համար ոչ միայն իրավունք է, այլև պարտավորություն։

Independence is the ability to manage one’s own destiny and bear responsibility for its consequences. Freedom is the opportunity to make one’s own decisions and assume responsibility for them.

Անկախությունը սեփական ճակատագիրը տնօրինելու և դրա հետևանքների համար պատասխանատվություն կրելու կարողությունն է։ Ազատությունը սեփական որոշումները կայացնելու և դրանց պատասխանատվությունը ստանձնելու հնարավորությունն է։

Sovereignty is the political ability to formulate and defend one’s own interests.

Ինքնիշխանությունը սեփական շահը ձևակերպելու և պաշտպանելու քաղաքական կարողությունն է։

Therefore, statehood is not a value that is acquired once and secured forever. It is a reality that is created and strengthened every day.

Ուստի պետականությունը մեկ անգամ ձեռք բերվող և մեկընդմիշտ ապահովված արժեք չէ։ Այն ամեն օր ստեղծվող ու ամրապնդվող իրականություն է։

Today, we have the right to speak openly and honestly about our state, to see the achievements, to accept the shortcomings and the unfulfilled work. There are many of them. But it is precisely the responsibility towards our state that obliges us to solve them not by distancing ourselves from each other, but by working with different opinions, debate and political competition.

Այսօր մենք իրավունք ունենք մեր պետության մասին խոսելու բաց և անկեղծ՝ տեսնելու ձեռքբերումները, ընդունելու թերություններն ու չկատարված աշխատանքը։ Դրանք շատ են։ Բայց հենց մեր պետության նկատմամբ պատասխանատվությունն է մեզ պարտավորեցնում դրանք լուծել ոչ թե միմյանցից հեռանալով, այլ աշխատելով՝ տարբեր կարծիքներով, բանավեճով և քաղաքական մրցակցությամբ։

The National Assembly elections held in June of this year were an important milestone in the political life of Armenia. The democratic process continues, and the results of the elections shape new political responsibilities. We may imagine the future of Armenia in different ways, have different political views and solutions, but at the heart of these differences must remain one common value: the Republic of Armenia.

Այս տարվա հունիսին տեղի ունեցած Ազգային ժողովի ընտրությունները Հայաստանի քաղաքական կյանքի կարևոր հանգրվան էին։ Ժողովրդավարական գործընթացը շարունակվում է, և ընտրությունների արդյունքը նոր քաղաքական պատասխանատվություններ է ձևավորում։ Մենք կարող ենք տարբեր կերպ պատկերացնել Հայաստանի ապագան, ունենալ տարբեր քաղաքական հայացքներ ու լուծումներ, բայց այդ տարբերությունների հիմքում պետք է մնա մեկ ընդհանուր արժեք՝ Հայաստանի Հանրապետությունը։

Today, the world is changing, our region is changing, the conditions for security, economy and development are changing.

Այսօր փոխվում է աշխարհը, փոխվում է մեր տարածաշրջանը, փոխվում են անվտանգության, տնտեսության և զարգացման պայմանները։

To cope with these realities, Armenia needs to be flexible without losing its principledness, and strong without losing its ability to change.

Այս իրողություններին դիմագրավելու համար Հայաստանին անհրաժեշտ է լինել ճկուն՝ առանց կորցնելու իր սկզբունքայնությունը, և ամուր՝ առանց կորցնելու փոփոխվելու կարողությունը։

We can and must change policies, reform institutions, find new solutions. But independence, freedom, sovereignty and statehood cannot be situational values.

Մենք կարող ենք և պետք է փոխենք քաղաքականություններ, բարեփոխենք ինստիտուտներ, գտնենք նոր լուծումներ։ Բայց անկախությունը, ազատությունը, ինքնիշխանությունն ու պետականությունը չեն կարող լինել իրավիճակային արժեքներ։

The criterion for all our decisions must be the state and public interest of the Republic of Armenia.

Մեր բոլոր որոշումների չափանիշը պետք է լինի Հայաստանի Հանրապետության պետական ու հանրային շահը։

The 35th anniversary of independence obliges us to never forget where we came from, to establish with spirit, faith and courage what kind of state we want to leave to the next generations.

Անկախության 35-րդ տարեդարձը մեզ պարտավորեցնում է երբեք չմոռանալ, թե որտեղից ենք եկել, ոգով, հավատով ու խիզախությամբ ամրագրել, թե ինչ պետություն ենք ուզում թողնել հաջորդ սերունդներին։

Our responsibility is to convey to them not only the fact of having an independent state, but also a sovereign, free, democratic and capable state with the potential to independently build its future.

Մեր պատասխանատվությունն է նրանց փոխանցել ոչ միայն անկախ պետություն ունենալու փաստը, այլև ինքնիշխան, ազատ, ժողովրդավար և կարողունակ պետություն՝ իր ապագան ինքնուրույն կերտելու ներուժով։

If independence was the historical decision of our people 35 years ago, today our task is to fill that decision with content every day.

Եթե 35 տարի առաջ անկախությունը մեր ժողովրդի պատմական վճիռն էր, ապա այսօր մեր խնդիրն այդ վճիռը ամեն օր բովանդակությամբ լցնելն է։

This is the meaning of independence.

Սա է անկախության իմաստը։

This is our state duty.

Սա է մեր պետական պարտքը։

I congratulate the Republic of Armenia and the Armenians around the world on Independence Day.

Շնորհավորում եմ Հայաստանի Հանրապետության և աշխարհասփյուռ հայությանը Անկախության օրվա առթիվ։

Peace and strength to our state, freedom and dignity to our citizens.

Խաղաղություն և ամրություն մեր պետությանը, ազատություն և արժանապատվություն՝ մեր քաղաքացիներին։
