One year after the Washington Agreements: what progress was made and what was left out

One year after the signing of the Washington Agreements between Armenia and Azerbaijan, mediated by US President Donald Trump, the three governments issued a joint statement highlighting border stability, progress in demarcation, trade liberalization, and advancements in the TRIPP project. They also reaffirmed their commitment to the full implementation of the declaration signed on August 8, 2025.

A un año de la firma de los Acuerdos de Washington entre Armenia y Azerbaiyán, con la mediación del presidente de los Estados Unidos, Donald Trump, los tres gobiernos difundieron una declaración conjunta en la que destacaron la estabilidad en la frontera, los avances en la delimitación, la apertura comercial y los progresos en el proyecto TRIPP. También reafirmaron su compromiso con la plena implementación de la declaración firmada el 8 de agosto de 2025.

Among the results mentioned in the document are the creation of the company responsible for developing TRIPP, the commencement of engineering studies in Armenia, the progress of railway and road construction in Azerbaijan, the transport of approximately 60,000 tons of goods through Azerbaijani territory, and the delivery of 20,000 tons of petroleum products to Armenia. The United States also allocated $201 million to a fund to promote investment in the so-called Middle Corridor.

The declaration presents these advances as proof that decades of conflict are behind them and a new era of peace and prosperity has begun. However, a year later, several issues remain unresolved.

La declaración presenta esos avances como prueba de que quedaron atrás décadas de conflicto y comenzó una nueva etapa de paz y prosperidad. Sin embargo, un año después, varias cuestiones siguen abiertas.

The peace agreement has still not been signed. In Washington, Pashinyan and Aliyev initially signed the text, but Azerbaijan continues to condition its final signing on an amendment to the Armenian Constitution, among other issues. There has also been no significant progress on border demarcation since 2024. Therefore, speaking of a consolidated peace still seems premature.

El acuerdo de paz todavía no fue firmado. En Washington, Pashinyan y Aliyev rubricaron inicialmente el texto, pero Azerbaiyán sigue condicionando la firma definitiva a una modificación de la Constitución armenia, entre otras cuestiones. International affairs specialist Suren Sargsyan warns that TRIPP is part of a much broader US project: connecting Central Asia with Europe through the South Caucasus and reducing dependence on routes through Russia, China, and Iran. For Washington, he argues, this is not only an economic initiative but also a strategic one. Its implementation still faces obstacles, including the railway issue and tensions between the United States and Iran, especially due to the proximity of the future infrastructure to the Iranian border.

El especialista en asuntos internacionales Suren Sargsyan advierte que TRIPP forma parte de un proyecto estadounidense mucho más amplio: conectar Asia Central con Europa a través del Cáucaso Sur y reducir la dependencia de las rutas que atraviesan Rusia, China e Irán. This is where one of Iran's main objections comes in. TRIPP would be located next to its northern border and would be one of the projects with the greatest US presence in the vicinity. Tehran has been warning that any connectivity scheme in Syunik must fully preserve Armenian sovereignty and prevent a foreign presence that would disrupt the regional balance. Therefore, the relationship between Washington and Tehran could end up being one of the project's determining factors.

Ahí aparece uno de los principales reparos de Irán. TRIPP quedaría junto a su frontera norte y sería uno de los proyectos con mayor presencia estadounidense en sus inmediaciones. More critical analysts question the actual control Armenia will retain over a project whose development would remain for decades in the hands of a company with a majority US shareholder and warn about the geopolitical interests that accompany the discourse of regional connectivity.

Artsakh is practically absent from the assessment of the first anniversary. Neither are the more than one hundred thousand Armenians forcibly displaced in 2023, their right of return, the Armenian prisoners who remain in Azerbaijan, nor the historical and religious heritage that came under Baku's control. It is the Armenian government's obligation, but we know that for Nikol Pashinyan it is not a priority; quite the contrary.

However, the dissolution of the OSCE Minsk Group is remembered as a sign that the stage of the "unresolved conflict" has ended. For the governments of Armenia, Azerbaijan, and the United States, this decision is part of the new scenario. For the more than 120,000 Armenians of Artsakh, it also means that one of the few international structures created specifically to address the conflict ceased to exist without their rights having been addressed.

A year later, the Washington Accords show concrete results in terms of communications, trade, and the US presence in the region. They also clearly show which issues were at the center of the agenda and which simply disappeared from it.

Peace cannot be measured solely by the absence of gunfire or by the number of tons of goods crossing a border. It must also be measured by the situation of those who lost their land, by those who remain detained, and by the rights that are still awaiting a response. This assessment is not positive.

La paz no puede medirse solamente por la ausencia de disparos ni por la cantidad de toneladas que atraviesan una frontera. También debe medirse por la situación de quienes perdieron su tierra, por quienes siguen detenidos y por los derechos que todavía esperan una respuesta. Ese balance no es positivo.
