THE ARMENIAN COURT OFFICE OF THE ARF OF EUROPE SENT AN OPEN LETTER TO THE EUROPEAN UNION SPECIAL REPRESENTATIVE FOR THE SOUTH CAUCASUS, MAGTALENA KRONO

In the open letter, the President of the ARF-D Armenian Cause Office in Europe, Kaspar Karapetyan, strongly condemns the participation of European officials in the staged demonstration in Baku. “For me, as the president of a European NGO with committees in 13 EU member states and simply as a European citizen who believes that human dignity is inviolable, it was painful to witness how high-ranking European diplomats became participants in a carefully crafted performance by the authoritarian regime in Baku.”

Բաց նամակին մէջ ՀՅԴ Եւրոպայի Հայ Դատի գրասենեակի նախագահ Գասպար Կարապետեան խստօրէն կը դատապարտէ եւրոպացի պաշտօնատարներուն մասնակցութիւնը Պաքուի բեմադրուած ցուցադրութեան նշելով. «Ինծի համար իբրեւ Եւրոպական Միութեան 13 անդամ պետութիւններուն մէջ յանձնախումբեր ունեցող եւրոպական հասարակական կազմակերպութեան նախագահ եւ պարզապէս իբրեւ եւրոպացի քաղաքացի, որ կը հաւատայ, թէ մարդկային արժանապատուութիւնը անձեռնմխելի է, ցաւալի էր ականատես ըլլալ, թէ ինչպէ՛ս եւրոպացի բարձրաստիճան դիւանագէտները դարձան Պաքուի բռնապետական վարչակարգին կողմէ մանրակրկիտ մշակուած ներկայացման մասնակից»:

Karapetyan emphasizes that there is a difference between diplomatic relations and becoming spectators of the distortion of historical events carried out at the state level. “We fully accept that the EU Special Representative must establish contacts with all parties and that it is important to get to know the region firsthand.

Կարապետեան կ՛ընդգծէ, որ կայ տարբերութիւն դիւանագիտական կապերուն եւ պետական մակարդակով իրականացուող պատմական դէպքերու աղաւաղման հանդիսատես դառնալու միջեւ: «Մենք լիովին կ՛ընդունինք, որ Եւրոպական Միութեան յատուկ ներկայացուցիչը պէտք է կապ հաստատէ բոլոր կողմերուն հետ, եւ որ շրջանին անմիջականօրէն ծանօթանալը կարեւոր է:

However, there is a significant difference between impartially witnessing the realities on the ground and participating in a propaganda visit organized by Azerbaijan. One can get acquainted with the situation without insulting the dignity of a people who were forcibly displaced only three years ago, subjected to famine and blockade,” Karapetyan notes. The letter specifically criticizes how such propaganda events allow Baku to “use the European Union as a tool to legitimize its ethnic cleansing.”

Այնուամենայնիւ, էական տարբերութիւն կայ տեղւոյն վրայ իրողութիւններուն անաչառ կերպով ականատես ըլլալուն եւ Ատրպէյճանի կազմակերպած քարոզչական այցելութեան մասնակցելուն միջեւ: Կարելի է իրավիճակին ծանօթանալ առանց վիրաւորելու արժանապատուութիւնը այն ժողովուրդին, որ ընդամէնը երեք տարի առաջ բռնի տեղահանուեցաւ ենթարկուելով սովի եւ շրջափակման», կը նշէ Կարապետեան: Նամակը յատկապէս կը քննադատէ այն, թէ ինչպէ՛ս նման քարոզչական միջոցառումներ Պաքուին թոյլ կու տան «Եւրոպական Միութիւնը գործիք դարձնել` իր կատարած ցեղային զտումը օրինականացնելու նպատակով»:

Karapetyan refers to the disturbing behavior of European officials, who danced with delight at a banquet organized by the Azerbaijani government in Artsakh, which was depopulated only three years ago, and emphasizes that such behavior, regardless of individual intentions, inevitably carries political weight.

Կարապետեան կ՛անդրադառնայ եւրոպացի պաշտօնատարներուն մտահոգիչ վարքագիծին, երբ անոնք հրճուանքով կը պարէին Ատրպէյճանի կառավարութեան կողմէ կազմակերպած խնճոյքին ընդամէնը 3 տարի առաջ հայաթափուած Արցախի մէջ, եւ կը շեշտէ, որ նման վարքագիծ, անկախ անհատական դիտաւորութենէն, անխուսափելիօրէն քաղաքական կշիռ կը կրէ:

“As for the history of the region and the origins of its cultural heritage, we are convinced that there is a lot of unbiased historical evidence if there is a sincere desire to uncover it. We hope that there is a sincere interest on your part in this regard,” the letter states.

«Ինչ կը վերաբերի շրջանի պատմութեան եւ անոր մշակութային ժառանգութեան ակունքներուն, մենք համոզուած ենք, որ զայն բացայայտելու անկեղծ փափաքի պարագային, կան բազմաթիւ անաչառ պատմական վկայութիւններ: Յոյսով ենք, որ այս առումով ձեր կողմէ առկայ է անկեղծ հետաքրքրութիւն», կը նշուի նամակին մէջ:
