The State Revenue Committee has uncovered a chain of import and shadow sales of mobile phones and computer equipment.

As reported by the Information and Public Relations Department of the State Revenue Committee, it was found that about 8-10 individuals operating in the same group, through companies registered under the names of different individuals, imported a large number of mobile phones, laptops and other computer equipment from the UAE to Armenia during 2026.

Ինչպես տեղեկացրին ՊԵԿ տեղեկատվության և հասարակայնության հետ կապերի բաժնից, պարզվել է, որ նույն խմբում գործող շուրջ 8-10 անձինք, տարբեր անձանց անվամբ հաշվառված ընկերությունների միջոցով, 2026 թվականի ընթացքում ԱՄԷ-ից Հայաստան են ներմուծել մեծաքանակ բջջային հեռախոսներ, նոթբուքեր և այլ համակարգչային տեխնիկա։

Taking advantage of the peculiarities of import, the goods were imported without making the corresponding tax payments at that time, and later, in a short period of time, they were sold without corresponding tax invoices. The proceeds from the sale were not fully reflected in tax calculations, as a result of which the resulting taxes were not paid to the state budget.

Ներմուծման առանձնահատկություններից օգտվելով` ապրանքները ներմուծվել են առանց այդ պահին համապատասխան հարկային վճարումները կատարելու, իսկ հետագայում` կարճ ժամանակահատվածում, իրացվել են առանց համապատասխան հարկային հաշիվների։ Վաճառքից ստացված հասույթը ամբողջությամբ չի արտացոլվել հարկային հաշվարկներում, ինչի հետևանքով առաջացած հարկերը չեն վճարվել պետական բյուջե։

The goods were sold in Armenia from apartments, places of trade, as well as through delivery.

Ապրանքները Հայաստանում իրացվել են բնակարաններից, առևտրի իրականացման վայրերից, ինչպես նաև առաքման միջոցով։

The State Revenue Committee notes that as a result of the complex measures, the mechanism for ensuring the continuity of activities was also revealed. In particular, it was found that after carrying out imports through separate companies for a certain period of time, persons operating in the same group continued the same activities through newly registered companies.

ՊԵԿ-ից նշում են, որ համալիր միջոցառումների արդյունքում բացահայտվել է նաև գործունեության շարունակականությունն ապահովելու մեխանիզմը։ Մասնավորապես, պարզվել է, որ առանձին ընկերությունների միջոցով որոշակի ժամանակահատված ներմուծումներ իրականացնելուց հետո նույն խմբում գործող անձինք նույն գործունեությունը շարունակել եմ նոր հաշվառված ընկերությունների միջոցով։

“A report was submitted to the Investigative Committee regarding the activities of one of the companies affiliated with the same group, causing about 75 million drams of damage to the state, where criminal proceedings were initiated. During the external inspection, carried out with the permission of the court, the actions of the group members and the routes of transportation of goods were recorded. In particular, 120 mobile phones imported into Armenia through one company were taken from the Zvartnots International Airport and moved to an apartment used by the group members. A search of the apartment, carried out with the permission of the court, revealed the imported phones. In general, it was found that persons operating in the same group were involved in the imports and subsequent sale of goods through at least five different companies. Through these five companies, 1,946 mobile phones with a customs value of about 753 million drams were imported into Armenia, as well as computer equipment, cameras and other goods with a customs value of about 98.5 million drams. The total customs value of the imported goods amounted to about 851 million drams, and the damage caused to the state was about 190.2 million drams. Crime reports regarding the activities of these companies were submitted to the Investigative Committee of the Republic of Armenia, where criminal proceedings were initiated,” the statement said.

«Նույն խմբի հետ փոխկապակցված ընկերություններից մեկի գործունեության վերաբերյալ պետությանը պատճառված շուրջ 75 մլն դրամ վնասի մասով հաղորդում էր ներկայացվել Քննչական կոմիտե, որտեղ նախաձեռնվել էր քրեական վարույթ։ Դատարանի թույլտվությամբ իրականացված արտաքին դիտման ընթացքում արձանագրվել են խմբի անդամների գործողությունները և ապրանքների տեղափոխման ուղիները։ Մասնավորապես, մեկ ընկերության միջոցով Հայաստան ներմուծված 120 բջջային հեռախոսները «Զվարթնոց» միջազգային օդանավակայանից վերցնելուց հետո տեղափոխվել են խմբի անդամների կողմից օգտագործվող բնակարան։ Դատարանի թույլտվությամբ բնակարանում կատարված խուզարկությամբ հայտնաբերվել են ներմուծված հեռախոսները։ Ընդհանուր առմամբ պարզվել է, որ նույն խմբում գործող անձինք առնչություն են ունեցել առնվազն հինգ տարբեր ընկերությունների միջոցով իրականացված ներմուծումների և ապրանքների հետագա իրացման հետ։ Այդ հինգ ընկերության միջոցով Հայաստան է ներմուծվել 1 946 բջջային հեռախոս՝ շուրջ 753 մլն դրամ մաքսային արժեքով, ինչպես նաև շուրջ շուրջ 98.5 մլն դրամ մաքսային արժեքով համակարգչային տեխնիկա, տեսախցիկներ և այլ ապրանքներ։ Ներմուծված ապրանքների ընդհանուր մաքսային արժեքը կազմել է շուրջ 851 մլն դրամ, իսկ պետությանը պատճառված վնասը՝ շուրջ 190.2 մլն դրամ։ Տվյալ ընկերությունների գործունեության մասով հանցագործության մասին հաղորդումներ են ներկայացվել ՀՀ քննչական կոմիտե, որտեղ նախաձեռնվել են քրեական վարույթներ»,-նշված է հաղորդագրության մեջ։

According to the State Revenue Committee, measures and procedural actions are currently ongoing to determine the entire movement of goods, the circle of persons involved in the activities, the companies used, the actual volumes of sales and the full extent of the damage caused to the state.

ՊԵԿ-ի տեղեկացմամբ՝ ներկայում միջոցառումները և վարութային գործողությունները շարունակվում են՝ ապրանքների ամբողջ շարժը, գործունեության մեջ ներգրավված անձանց շրջանակը, օգտագործված ընկերությունները, իրացման փաստացի ծավալները և պետությանը պատճառված վնասի ամբողջական չափը պարզելու ուղղությամբ։

The State Revenue Committee of the Republic of Armenia will continue its work to uncover shady activities in the sphere of circulation of high-value and fast-moving goods, focusing on cases where companies registered under the names of different persons and succeeding each other are used to evade tax obligations and ensure the continuity of activities.

ՀՀ պետական եկամուտների կոմիտեն շարունակելու է բարձրարժեք և արագ իրացվող ապրանքների շրջանառության ոլորտում ստվերային գործունեության բացահայտման աշխատանքները՝ ուշադրության կենտրոնում պահելով նաև այն դեպքերը, երբ հարկային պարտավորություններից խուսափելու և գործունեության շարունակականությունն ապահովելու նպատակով օգտագործվում են տարբեր անձանց անվամբ հաշվառված և միմյանց հաջորդող ընկերություններ։

Notice: A person suspected or accused of an alleged crime is considered innocent until his guilt is proven in accordance with the procedure established by the Criminal Procedure Code of the Republic of Armenia, by a court verdict that has entered into legal force.
