Beyond the Dust: The Long Trail of ML Mining

Yerevan has long been living in construction dust. New buildings are rising in almost every neighborhood, heavy machinery passes through residential streets, dust from open construction sites spreads through yards and sidewalks. The city is being built quickly, and control often cannot keep up with that speed.

The problem is not just inconvenience. Dust is a matter of public health, urban environment, and state control. There are rules, there are inspections, there are fines, but repeated violations show that the current system still does not have sufficient deterrent power. If it is easier and cheaper for a developer to violate a rule than to comply with it, even after the violation is discovered, the problem is not completely solved.

In this picture, it is worth highlighting “ML Mining”, one of Yerevan’s largest developers. The dust flow recorded a few days ago from the company’s building under construction in Avan is simply an occasion to return to a longer story. For years, the name of “ML Mining” has appeared not only in the records of construction and environmental violations, but also in disputes over the mining industry, court cases, state privileges and criminal proceedings.

The real beneficiary of the company is David Sukiasyan. And this is not about a separate construction site or an ordinary fine. This is about a whole history accumulated over the years, which is worth opening one by one, document by document.

David Sukiasyan’s name in this story is not accidental. In 2017, he joined the Special Investigation Service, first as Chief of Staff, and from 2018 as Secretary General, and remained in that position until August 2020. At the same time, his mining businesses continued to remain in the spotlight. In 2017, Hetq examined Sukiasyan’s official declaration and noted a rather striking discrepancy. The declared income amounted to about 2.3 million drams and 20 thousand dollars, while the total volume of loans granted to other individuals and organizations reached 1 billion 126.5 million drams, 375 thousand dollars and 20 thousand euros. The publication naturally raised the question of where these funds came from.

The obvious difference between these figures and the declared income could not but raise questions. Moreover, this was about a high-ranking official of the Special Investigation Service, a structure that also investigated cases involving persons holding high state positions.

In the same years, Sukiasyan’s business also benefited from state privileges. The government has exempted ML Mining from customs duties on imported mining equipment several times. The 2018 decision was based on the investment program presented by the company, with an investment of about one billion drams already made and another two billion drams planned. In 2021, the company received such a privilege again.

Here, too, there is no question of illegality per se. But Sukiasyan’s state position, his private business, and the state privileges granted to that business, appearing in the same chronology, raised a completely legitimate question of public scrutiny.

In Sukiasyan’s case, the state position and his own business coexisted in the same chronology for a long time. During that time, ML Mining received state privileges, and the Special Investigative Service clarified that Sukiasyan transferred the management of the company’s shares to other persons by proxy and did not participate in the day-to-day management. However, Hetq later published photographs documenting his presence at the mine, raising new questions about the real boundaries of that separation.

In subsequent years, the name of ML Mining continued to appear not only in the materials of business and state privileges, but also in inspection inspections, court disputes, and criminal proceedings.

One of the most serious episodes concerns the Spandaryan basalt mine. In August 2024, criminal proceedings were initiated under Part 1 of Article 383 of the Criminal Code on the alleged violation of the requirements for the preservation or use of subsoil. According to the investigator’s official explanation, the proceedings concern four companies, including “ML Mining,” and are investigating the alleged fact of conducting mining in areas not provided for by mining permits.

This is no longer a matter of dust or an unwatered construction site. Subsoil is state property, and the boundaries of its exploitation are determined by permit. Here too, legal accuracy must be maintained: the existence of criminal proceedings is not evidence of guilt. However, the public is interested in the further fate of the proceedings. Two years later, there is still no clear answer in open sources: who was charged, what damage was calculated, how did the examination end?

Another criminal proceeding was initiated in 2025. The bankruptcy administrator of Monolith Building reported that out of 1,725 items of property owned by the company, only 87 were later found on the premises of ML Mining. According to the report, 1,638 items of goods, worth a total of 479 million 911 thousand drams, disappeared or were destroyed. A criminal proceeding was initiated in the Investigative Committee on the incident. Here too, the information published does not establish the guilt of ML Mining or Davit Sukiasyan. But the proceedings regarding the fate of almost half a billion drams of property cannot be called a minor episode.

There are also disputes with environmental authorities. At the end of 2023, the Environmental Protection and Subsoil Inspection Body drew up inspection reports on ML Mining, later issued instructions to eliminate violations and presented claims for compensation for damage. The company has appealed to the court, demanding that these acts and decisions be declared invalid.

At the Arteni perlite mine, state bodies did not issue the positive environmental conclusion that the company wanted. “ML Mining” took the refusal to court. A lawsuit has already been filed in the opposite direction in Noyakert. The head of the Ararat community has demanded that the tender for the provision of a 25-year lease of agricultural land to the company and the contract signed as a result be declared invalid.

The picture in the construction sector is also not calm. In January 2025, a 24-year-old young man working in a new building belonging to “ML Mining” fell from the sixth floor, from a height of about twenty meters, and was taken to the hospital with serious injuries. The materials were transferred to the Investigative Committee. Open sources do not provide clear information about the further legal assessment.

Citizens who bought apartments have also filed a lawsuit against the company. According to published data, several buyers have demanded the recovery of penalties and other amounts calculated under the contracts. There are individual and group lawsuits. Their existence does not yet mean that all the claims have been recognized by the court as valid, but they are also important for the overall picture of the developer’s activities.

Over the years, state bodies have drawn up acts regarding “ML Mining”, denied permits, filed claims for compensation for damage, participated in court disputes, and initiated administrative proceedings. The company’s name has also appeared in criminal proceedings. The same state has granted the company economic privileges and subsoil use opportunities in different years.

The combination of these facts has not yet given rise to a criminal verdict. Something else is being born: a demand for public accountability.

Today, David Sukiasyan is not just a developer whose building in Avan spewed dust. He is the owner of a large mining and construction business, previously held a senior position in the country's special investigative system, and the name of the company he owns has accumulated over the years in the documents of state bodies, courts, and criminal proceedings.
