An unlicensed dental clinic operated secretly for years out of a private residence in Bratislava's Star Mesto district. Among those treating patients was Hovik Nazaretyan, an Armenian citizen. Slovak healthcare authorities later confirmed that Nazaretyan practiced without a recognized diploma or a valid dental license, leaving officials with no way to verify his professional qualifications. The illegal operation of the dental facility located at Pri Suchom mlyne in Bratislava was first reported in December 2023, and again in June 2024, by "Reportri," an investigative program on Slovakia's public broadcaster STVR. Journalistic inquiries revealed that Hovik Nazaretyan, a citizen of Armenia, and Olga Zhovnir, a citizen of Ukraine, were receiving patients at the residential house. One of Nazaretyan's patients living in Slovakia also contacted Hetq, requesting anonymity for safety reasons. According to information provided by the patient, Hovik Nazaretyan had lived in Slovakia and provided dental services for some eight years. According to the source, patient appointments over the years were conducted in various locationsapartments converted into non-residential spaces that bore no signs or plaques, and most recently, in a basement area. Facebook advertising pages were used to attract clients, and announcements were also posted in support centers for displaced persons from Ukraine. According to the Hetq source, patients paid significant sums ranging from 5,000 to 10,000 for treatments, backed by promises of up to a twenty-year warranty on dental fillings. Despite these assurances, testimony reveals that multiple patients suffered severe health complications, including infections, lost fillings, and deteriorated dental crowns. The reporting patient also highlighted that payments were almost exclusively demanded in cash without receipts or tax invoices, with bank transfers permitted only on rare occasions. This was not the first warning regarding illegal medical activity. According to Slovak media reports and the patient's account, Slovak journalists had conducted an undercover investigation at the address as early as December 2023. Despite the warnings, oversight gaps prevented authorities from shutting down the clinic's operations, and illegal appointments resumed. Screenshot from STVR's "Reportri" report Operations were halted only in June 2024, following a report by STVR's Reportri program, where cameras documented the presence of Hovik Nazaretyan and Olga Zhovnir on-site. Following the report, the premises were closed; however, according to patients, the law enforcement investigation is progressing slowly due to the lack of official payment receipts. Official statements from Slovak state and professional bodies indicate that the medical activities conducted by Hovik Nazaretyan in the country lacked any legal basis. Igor Moravčk, President of the Slovak Chamber of Dentists, stated in a clarification to RTVS that neither Nazaretyan nor Olga Zhovnir were registered in the chamber's registry, whereas under local law, no individual has the right to practice dentistry in the country without such registration. The official website of the Chamber of Dentists features a public registry where anyone can search and verify licensed professionals. Nazaretyan is not listed in this registry. Translation: Verification of dentists included in the registry of the Slovak Chamber of Dentists Dagmara Al-Khaldi Mičekov, spokesperson for the Ministry of Education of Slovakia, stated that they had no record of any application submitted by Hovik Nazaretyan regarding diploma or professional qualification recognition (nostrification). Lucia Forman, spokesperson for the Bratislava Self-Governing Region (BSK), explained that despite reports of illegal activity, BSK was unable to impose administrative penalties because inspection teams found no one at the address during visits, leaving no legal grounds to initiate administrative proceedings. Nevertheless, according to clarifications from these state and professional institutions, providing medical services without qualification recognition, registration with the Chamber of Dentists, and authorization from BSK constitutes illegal medical practice under Slovak law. Official records from Armenias Central Electoral Commission confirm that Hovik Nazaretyan is an Armenian citizen registered in Gyumri. While the State Register of Legal Entities shows he operated a sole proprietorship between 2010 and 2011, the registry lists no records of any medical or dental activity. Furthermore, when Hetq contacted the Ministry of Education, Science, Culture and Sports to verify his qualifications, the ministry stated it could not provide data without knowing the specific educational institution he attended. In Gyumri, neighbors at his registered address reported that Nazaretyan has not lived there for many years. Local dental professionals and long-practicing community dentists also stated they have no knowledge of him, confirming he never practiced dentistry in the city. Hetq also sent inquiries to Slovak law enforcement agencies. The Bratislava Regional Prosecutor's Office (Krajsk prokuratra Bratislava) officially stated that they have no registered crime reports or initiated criminal proceedings specifically against Hovik Nazaretyan. An inquiry was also sent to the Bratislava Regional Police; a response has not yet been received. Artificial intelligence was used in creating the main photo
