Host Country Support Mechanism HQ Exercise Held in Armenia

“More than 40 representatives of the partner countries of the European Union Civil Protection Mechanism participated.

“The program was launched at the beginning of this year, and the educational complex of the Ministry of Internal Affairs, as a part of the program, was the first to host the exercise.

«Ծրագիրը մեկնարկել է այս տարվա սկզբին, և Ներքին գործերի նախարարության կրթահամալիրը, որպես ծրագրի մի կողմ, առաջինն է ընդունել վարժանքը։

More than 40 participants are in Armenia and are receiving the first instructions on how to respond during a devastating earthquake if they leave for a host country,” said Armine Hayrapetyan, Deputy Head of the 112 Operational Management Center of the Ministry of Internal Affairs.

Ավելի քան 40 մասնակից Հայաստանում են և ստանում են առաջին ցուցումներն այն մասին, թե ավերիչ երկրաշարժի ժամանակ ինչպես պետք է արձագանքել, եթե մեկնում են ընդունող երկիր»,- նշել է ՆԳՆ 112 օպերատիվ կառավարման կենտրոնի պետի տեղակալ Արմինե Հայրապետյանը։

“Host country support is one of the key components of the process of receiving and managing international assistance.

«Ընդունող երկրի աջակցությունը միջազգային օգնության ընդունման և կառավարման գործընթացի առանցքային բաղադրիչներից է։

We are modeling the entire mission process of international teams, from their arrival in Armenia to the coordination of response activities and the end of the mission,” noted Christian Rey, Head of the Host Country Support Mechanism Headquarters Exercise.

Մենք մոդելավորում ենք միջազգային թիմերի ամբողջ առաքելության ընթացքը՝ Հայաստան ժամանելուց մինչև արձագանքման աշխատանքների համակարգումն ու առաքելության ավարտը»,- նշել է Ընդունող երկրի աջակցության մեխանիզմի շտաբային վարժանքի ղեկավար Քրիստիան Ռեյը։

The nine modules of the EU Civil Protection Mechanism were presented.

The importance of effective organization and coordination of the actions of interested bodies and international partners involved in the disaster response process was emphasized.

Ընդգծվել է աղետներին արձագանքման գործընթացում ներգրավված շահագրգիռ մարմինների և միջազգային գործընկերների գործողությունների արդյունավետ կազմակերպման ու համակարգման կարևորությունը։

According to Frederic Caron, representative of the International Department of the Ministry of the Interior of the French Republic, “In the event of major emergencies, it is important to effectively involve rescue forces arriving from different countries in the national response system.

Ֆրանսիայի Հանրապետության ներքին գործերի նախարարության միջազգային ստորաբաժանման ներկայացուցիչ Ֆրեդերիկ Կարոնի խոսքով՝ «Խոշոր արտակարգ իրավիճակների դեպքում կարևոր է տարբեր երկրներից ժամանող փրկարարական ուժերն արդյունավետորեն ներգրավել արձագանքման ազգային համակարգում։

For this, it is necessary to strengthen the capabilities of the system through continuous training, development and improvement of standard operating procedures, especially in the work of the Operational Management Center, international teams and those responsible for ensuring communication between interested bodies.”

Դրա համար անհրաժեշտ է շարունակական վերապատրաստման, ստանդարտ գործառնական ընթացակարգերի մշակման և կատարելագործման միջոցով ամրապնդել համակարգի կարողությունները՝ հատկապես Օպերատիվ կառավարման կենտրոնի, միջազգային թիմերի ու շահագրգիռ մարմինների միջև կապն ապահովող պատասխանատուների աշխատանքի ուղղությամբ»։

During the practical phase of the tabletop exercise, response processes to the situation created in the disaster zone as a result of the earthquake were simulated.

Սեղանային վարժանքի գործնական փուլում մոդելավորվել են երկրաշարժի հետևանքով աղետի գոտում ստեղծված իրավիճակին արձագանքման գործընթացներ։

Having received the commanders’ tasks and information on the situation, the participants assessed the existing needs and developed options for actions aimed at organizing the necessary support.

Ստանալով հրամանատարների առաջադրանքներն ու իրավիճակի վերաբերյալ տեղեկատվությունը՝ մասնակիցները գնահատել են առկա կարիքները և մշակել անհրաժեշտ աջակցության կազմակերպմանն ուղղված գործողությունների տարբերակներ։

The full chain of actions necessary in the case of providing international assistance to Armenia through the European Union Civil Protection Mechanism was tested, from the receipt of assistance to the completion of response work.

Փորձարկվել է Եվրոպական Միության քաղաքացիական պաշտպանության մեխանիզմի միջոցով Հայաստանին միջազգային օգնություն տրամադրելու դեպքում անհրաժեշտ գործողությունների ամբողջական շղթան՝ օգնության ընդունումից մինչև արձագանքման աշխատանքների ավարտ։

The exercise was an important step towards developing the capabilities to respond promptly and systematically in the event of major disasters in cooperation with international partners,” the statement said.
