OBSERVATION: SHAKI: WHO IS CLOSING THE "PEACE" ACCOUNT?

It has opened a wound that cannot be covered by putting a “new bandage”.

Այն բացել է այն վէրքը, որը «նոր վիրակապ» դնելով չես ծածկի: Ի՞նչ արժէ խաղաղութեան մասին խօսոյթը, երբ զինւած ադրբեջանցին կարողանում է ներխուժել հայկական ընտանիքի տուն, կրակել երեխաներին պաշտպանած մօր վրայ եւ հրազէնային վիրաւորում հասցնել նաեւ երեխաներին։

What is the value of talking about peace when an armed Azerbaijani manages to break into the house of an Armenian family, shoot the mother who was protecting the children, and also inflict a gunshot wound on the children.

It is easy to read: “On October 1, in the Shaki settlement of Syunik, Azerbaijani soldier Nasimi Musayev broke into the house of an Armenian family.

Ani Avetisyan tried to protect the children by covering the barrel of the gun with her own body.

Անի Աւետիսեանը փորձել է պաշտպանել երեխաներին՝ սեփական մարմնով փակելով զէնքի փողը։

As a result of the shooting, the woman was seriously injured, losing three fingers on her hand, and her 15-year-old son received a broken wrist (or a gunshot wound, who knows).”

Կրակոցների հետեւանքով կինը ծանր վիրաւորւել է, կորցրել ձեռքի երեք մատները, իսկ նրա 15-ամեայ որդին ստացել է դաստակի կոտրւածք (կամ հրազէնային վիրաւորում, ով գիտէ)»։

This is not an abstract description of a border incident.

Սա սահմանային միջադէպի վերացական նկարագրութիւն չէ։

This is a home where children should feel safe, and a mother who was forced to block the path of a bullet aimed at her children with her own body.

Սա տուն է, որտեղ երեխաները պէտք է ապահով զգան իրենց, եւ մայր, որը ստիպւած եղաւ սեփական մարմնով փակել երեխաներին ուղղւած գնդակի ճանապարհը։

And what those who speak loudly about peace have done is once again “hide their own garbage under the housework.”

Իսկ խաղաղութեան մասին բարձրաձայն խօսողների անելիքը հերթական անգամ «սեփական աղբը տան գործի տակ թաքցնելն էր»: Հարցը միայն այն չէ, թէ ինչպէս զինւած թուրք է յայտնւել Հայաստանի տարածքում։

The question is not only how an armed Turk appeared on the territory of Armenia.

Հարցն այն է, թէ ինչո՞ւ վտանգի մասին տեղեկութիւն ունեցող պետական համակարգը չկարողացաւ կանխել յարձակումը։

The question is why the state system, which had information about the danger, was unable to prevent the attack.

Ինչո՞ւ բնակիչները նախապէս չէին զգուշացւել։

Why were the residents not warned in advance?

Ինչպէ՞ս էին կազմակերպւել որոնողական աշխատանքները։

How were the search operations organized?

Ի՞նչ միջոցներ էին ձեռնարկւել՝ երեխաներին եւ ընտանիքներին պաշտպանելու համար։

What measures were taken to protect the children and families?

Հայաստանի իշխանութիւնը պարտաւոր է պատասխանել այս հարցերին փաստերով, ոչ թէ դէմքի միմիկաներով ու հարցնողին սպառնալով, որ «քթերքից հանելու է»։

The Armenian authorities are obliged to answer these questions with facts, not with facial expressions and threatening the questioner that they will “take it out of their mouths.”

Անվտանգութեան մարմինների գործը միայն վտանգի մասին տեղեկութիւն ստանալը չէ։

The job of the security services is not only to receive information about the danger.

Նրանց պարտականութիւնն այդ տեղեկութիւնը գործնական քայլերի վերածելն է՝ վտանգը կանխելու, ոչ թէ միայն դրա հետեւանքներն արձանագրելու համար։

Their duty is to turn that information into practical steps to prevent the danger, not just to record its consequences.

Ով է փակում սեղանի հաշիւը Իշխանութիւնը խաղաղութիւնը ներկայացնում է որպէս իր քաղաքականութեան հիմնական նպատակ։

Who closes the table?

Բայց խաղաղութիւնը չի կարող չափւել միայն բանակցային ժպիտներով, յայտարարութիւններով կամ քարտէզների վրայ գծւած դեռեւս անորոշ սահմաններով։

The government presents peace as the main goal of its policy.

Երբ «Իրական Հայաստան»-ի ջատագովները հասարակութիւնից պահանջում են ընդունել նոր իրականութիւնը, պարտաւոր են պատասխանել՝ ի՞նչ երաշխիքներ են տալիս այդ իրականութեան մէջ ապրող մարդուն։

But peace cannot be measured only by negotiating smiles, statements, or still uncertain borders drawn on maps.

Որ իր երեխաները դպրոցից տուն անվտանգ կը վերադառնա՞ն։

When the advocates of the “Real Armenia” demand that society accept the new reality, they are obliged to answer: what guarantees do they give to the person living in that reality?

Որ պետական մարմիններն արդեօք ժամանակին կը գործե՞ն, երբ վտանգի մասին տեղեկութիւնն արդէն ունեն։

That their children will return home from school safely?

Արցախի կորուստը Հայաստանի անվտանգութեան հետ կապ չունեցող համարող իշխանական մտածողութեան համար նոյնիսկ, Շաքիի դէպքը գուցէ խաղաղութեան գործընթացի ձախողման ապացոյց չէ։

That state bodies will act in a timely manner when they already have information about the danger.

Չնայած այն բացայայտում է այդ գործընթացի ամենակարեւոր չափանիշներից մէկը՝ արդեօք հայաստանցի երեխաներն աւելի ապահով են դարձել խաղաղութեան խօսոյթով… Պատասխանատուութիւնը ոչ թէ աւարտւում , այլ սկսւում է ձերբակալութիւնից յետոյ Ադրբեջանցի զինծառայողի ձերբակալութիւնը անհրաժեշտ քայլ էր, բայց այն դեռ չի նշանակում, որ պետութիւնը կատարել է վտանգը կանխելու իր պարտականութիւնը։

For the government’s thinking, which considers the loss of Artsakh to be unrelated to Armenia’s security, even the Shaki incident is perhaps not proof of the failure of the peace process.

Քննութիւնը պէտք է պարզի ոչ միայն զինւած ներխուժողի գործողութիւնները, այլեւ այն, թէ ինչպէս է պետական համակարգն արձագանգում նախապէս ստացած տեղեկութեանը։

Although it reveals one of the most important criteria of that process: have Armenian children become safer with the peace talk?

Պէտք է նաեւ պատասխան տրւի Հայաստանի տարածք ադրբեջանցիների նախկին ներթափանցումների եւ դրանց արտայանձնումների վերաբերեալ, յատկապէս այն դէպքերում, երբ դրանք աւարտւել են սպանութեամբ։

Responsibility does not end, but begins after the arrest.

Քաղաքակիրթ պետութիւններում խաղաղութեան մասին խօսոյթը չի կարող վերածւել վահանի, որի հետեւում թաքցւում են անվտանգային ձախողումները։

The arrest of the Azerbaijani soldier was a necessary step, but it does not yet mean that the state has fulfilled its duty to prevent the danger.

Ոչ մի դիւանագիտական գործընթաց չի վերացնում պետութեան պարտականութիւնը պաշտպանելու սեփական քաղաքացիներին, իսկ յանցագործի պատասխանատուութիւնը չի կարող կեղտալւայ արւել անորոշ խաղաղութեան խոստումներով։

The investigation must clarify not only the actions of the armed intruder, but also how the state system responded to the information it received earlier.

Շաքիի դէպքը նաեւ քաղաքական պատասխանատւութեան հարց է։

It is also necessary to answer for previous infiltrations of Azerbaijanis into the territory of Armenia and their deportations, especially in cases where they ended in murder.

Երբ իշխանութիւնը կենտրոնանում է տուժած կնոջ « ագրեսիւ վարքագծի քննարկման» վրայ, հասարակութիւնն իրաւունք ունի պահանջելու, որ նոյն խստութեամբ քննարկւեն նաեւ պետական համակարգի գործողութիւնները։

In civilized states, the talk of peace cannot turn into a shield behind which security failures are hidden.

Խաղաղութեան հաշիւը չի կարող փակել քաղաքացին սեփական երեխայի կեանքի գնով: Եւ եթէ ՀՀ իշխանութիւնը պնդում է, որ երկիրը տանում է դէպի խաղաղութիւն, թող նախ բացատրի՝ ինչո՞ւ այդ խաղաղութեան ճանապարհին հայ մայրը ստիպւած եղաւ սեփական մարմնով պաշտպանել երեխաներին զինւած ադրբեջանցուց։

No diplomatic process eliminates the state's duty to protect its own citizens, and the criminal's responsibility cannot be shirked by vague promises of peace.

The Shaki case is also a matter of political responsibility.

When the authorities focus on the "discussion of the aggressive behavior" of the victimized woman, society has the right to demand that the actions of the state system be discussed with the same rigor.

A citizen cannot close the peace account at the cost of the life of his own child.

And if the RA authorities claim that the country is leading towards peace, let them first explain why on the path to that peace an Armenian mother was forced to protect her children with her own body from armed Azerbaijanis.
