Deputy Minister of Internal Affairs Armen Ghazaryan detailed the content of the circulating draft on Factor TV, emphasizing that this is not just a complication of procedures, but an appreciation of the institution of citizenship.

Խոսելով նախաձեռնության փիլիսոփայության մասին՝ փոխնախարարը նշեց.

Speaking about the philosophy of the initiative, the Deputy Minister noted: “I would call the changes to the acquisition of citizenship proposed by the Ministry of Internal Affairs neither a tightening nor a complication, but a revaluation of citizenship… we must assess what our citizenship is and what value our citizenship has, and this value is not only material, but also substantive, and this is reflected in our regulations.”

«Քաղաքացիության ձեռքբերման այն փոփոխությունները, որ առաջարկել է Ներքին գործերի նախարարությունը, ես կանվանեի ո՛չ խստացում, ո՛չ բարդացում, այլ քաղաքացիության վերարժևորում… մենք պետք է գնահատական տանք, թե ինչ է մեր քաղաքացիությունը և ինչպիսի արժեք ունի մեր քաղաքացիությունը, և այդ արժեքը միայն նյութական չէ, այլ այն բովանդակային է, և դա դրսևորվում է մեր կարգավորումներում»։

The new regulations propose to tighten the requirements for permanent residence.

Նոր կարգավորումներով առաջարկվում է խստացնել մշտական բնակության պահանջները։

For foreigners who are not ethnic Armenians, a new requirement is proposed instead of the current 3 years.

Այն օտարերկրացիների համար, ովքեր էթնիկ հայ չեն, գործող 3 տարվա փոխարեն առաջարկվում է նոր պահանջ.

“…we propose that foreigners, before applying for citizenship, have at least a five-year permanent residence permit, of which at least half, two and a half years, will actually be in the territory of the Republic of Armenia.”

«…մենք առաջարկում ենք, որ օտարերկրացիները մինչև դիմելը քաղաքացիության համար ունենան առնվազն մշտական բնակության հինգ տարվա ցենզ, որից առնվազն կեսը՝ երկուսուկես տարին փաստացի կգտնվեն Հայաստանի Հանրապետության տարածքում»։

In the case of those who have a spouse or child who is a citizen of the Republic of Armenia: “…we propose that the person has a three-year permanent residence permit, of which at least one and a half years, will actually be in Armenia.”

A requirement of actual residence is also envisaged for Armenians by nationality.

«…մենք առաջարկում ենք, որպեսզի անձը ունենա երեք տարվա մշտական բնակության ցենզ, որից առնվազն մեկուկես տարին փաստացի կգտնվի Հայաստանում»։

“For Armenians by nationality, that is, for ethnic Armenians… we propose that the regulation be that the person has had permanent residence in the last two years, of which the actual half, 366 days, was actually in the Republic of Armenia.

Ազգությամբ հայերի համար ևս նախատեսվում է փաստացի բնակության պահանջ.

And we believe that this is the most substantive point of these amendments, which shows the person’s actual connection with the Republic of Armenia.”

«Ազգությամբ հայերի համար, այսինքն էթնիկ հայերի համար… մենք առաջարկում ենք, որպեսզի կարգավորումը լինի, որ վերջին երկու տարում անձը ունեցել է մշտական բնակություն, որից փաստացի կեսը՝ 366 օրը փաստացի գտնվել է Հայաստանի Հանրապետությունում։

The legislative amendments will also regulate the issue of renouncing citizenship and its restoration.

Եվ մենք կարծում ենք, որ սա այն ամենաբովանդակային կետն է այս փոփոխությունների, որը ցույց է տալիս անձի փաստացի կապը Հայաստանի Հանրապետության հետ»։

According to Armen Ghazaryan, “The second important change that we propose is related to the restoration of citizenship… When a person can terminate the citizenship of the Republic of Armenia and after 10 minutes apply to restore the citizenship of the Republic of Armenia… we propose that a person will not have the right to restore the citizenship of the Republic of Armenia for five years after termination.”

Օրենսդրական փոփոխություններով կարգավորվելու է նաև քաղաքացիությունից հրաժարվելու և այն կրկին վերականգնելու հարցը: Արմեն Ղազարյանի խոսքով՝ «Երկրորդ կարևոր փոփոխությունը, որ առաջարկում ենք կապված է քաղաքացիության վերականգնման հետ… Երբ որ անձը կարող է դադարեցնել Հայաստանի Հանրապետության քաղաքացիությունը և 10 րոպե հետո դիմել Հայաստանի Հանրապետության քաղաքացիությունը վերականգնելու համար… մենք առաջարկում ենք, որպեսզի անձը դադարեցնելուց հետո հինգ տարի իրավունք չունենա վերականգնել Հայաստանի Հանրապետության քաղաքացիությունը»։

The fees for the process are also being significantly revised.

Referring to the introduction of new generation biometric passports and identification cards, the Deputy Minister noted: “A citizen of the Republic of Armenia will receive one of the most protected documents in the world… In this way, we are moving towards the introduction of this new generation of biometric documents.

It is almost impossible to forge these documents.”
