Criminal proceedings have been initiated in these cases.

The State Supervisory Service’s message is below: “The State Supervisory Service of the Republic of Armenia summarized the results of the supervision of procurement processes during the first nine months of 2026.

Հաշվետու ժամանակահատվածում ուսումնասիրվել է շուրջ 9538 գնման ընթացակարգ, որոնցից 150-ում արձանագրվել են գնումների օրենսդրության պահանջների անհամապատասխանություններ։

During the reporting period, about 9,538 procurement procedures were examined, of which 150 recorded discrepancies with the requirements of the procurement legislation.

Մասնավորապես, 110 գնման ընթացակարգում հայտնաբերվել են օրենսդրությանը հակասող կամ խտրական պայմաններ և պահանջներ պարունակող տեխնիկական բնութագրերով հրավերներ։

In particular, invitations with technical specifications that contradicted the legislation or contained discriminatory conditions and requirements were found in 110 procurement procedures.

In order to correct the problems noted, relevant proposals were submitted to the clients.

Բացահայտվել է 2 տնտեսվարողի մասնակցության դեպք, որոնք փոխկապակցված են գնումների գործընթացին մասնակցելու իրավունք չունեցող մասնակիցների հետ։

Two cases of participation of economic entities were identified, which were interconnected with participants who did not have the right to participate in the procurement process.

Դրանցից մեկի դեպքում պատվիրատուն միակողմանիորեն լուծել է կնքված պայմանագիրը։

In one of them, the client unilaterally terminated the signed contract.

Գնումների ընթացակարգերի վերաբերյալ պարտադիր հրապարակման ենթակա նյութերը չհրապարակելու կամ թերի հրապարակելու 38 դեպքի մասին տեղեկատվություն է տրամադրվել 29 պատվիրատուի՝ կարգապահական պատասխանատվության միջոցներ կիրառելու նպատակով։

Information on 38 cases of non-publication or incomplete publication of materials subject to mandatory publication regarding procurement procedures was provided to 29 clients for the purpose of applying disciplinary measures.

Արդյունքում 9 պատասխանատու անձի նկատմամբ կիրառվել են կարգապահական պատասխանատվության միջոցներ։

As a result, disciplinary measures were applied to 9 responsible persons.

Առանձին դեպքերով արձանագրվել են նաև ինքնարժեքից առերևույթ ցածր գնային առաջարկներ ներկայացնելու և հաղթող ճանաչվելու դեպքեր։

In separate cases, cases of submitting price offers apparently lower than the cost price and being recognized as winners were also recorded.

Նմանատիպ 4 դեպքերից 2 տնտեսվարողի գործողությունների վերաբերյալ հաղորդումներ են ներկայացվել ՀՀ գլխավոր դատախազություն, որոնց հիման վրա նախաձեռնվել են քրեական վարույթներ։

Out of 4 similar cases, reports on the actions of 2 economic entities were submitted to the Prosecutor General's Office of the Republic of Armenia, on the basis of which criminal proceedings were initiated.

Եվս 2 տնտեսվարողի վերաբերյալ տեղեկատվությունը փոխանցվել է ՀՀ հակակոռուպցիոն կոմիտե՝ լրացուցիչ ուսումնասիրության նպատակով։

Information on 2 more economic entities was transferred to the Anti-Corruption Committee of the Republic of Armenia for additional investigation.

Առավել մեծ ծավալի խնդիրներ են արձանագրվել 80 գնման ընթացակարգում, որոնց ընդհանուր գնման արժեքը կազմել է 3,2 մլրդ դրամ։

Later, by not signing procurement contracts, they disrupted the procurement procedures, causing particularly large losses to the customers and other participants.

Regarding the mentioned cases, the State Supervisory Service of the Republic of Armenia submitted 4 reports of crime to the Prosecutor General's Office of the Republic of Armenia, on the basis of which criminal proceedings were initiated.
