Nikol Pashinyan at the CIS Heads of State Council in Turkmenistan: Peace between Armenia and Azerbaijan is a fait accompli

The Armenian Prime Minister cited the peace agreement initialed with Azerbaijan. “The parties confirm, in full compliance with Article 1, that they have no territorial claims against each other and will not make any in the future. The parties undertake not to take any action, including planning, preparing, encouraging, or supporting any activity aimed at the total or partial dismemberment, or violation of the territorial integrity or political unity of the other party.”

Le Premier ministre arménien a cité laccord de paix paraphé avec lAzerbaïdjan. « Les parties confirment, en pleine conformité avec le premier article, quelles nont aucune revendication territoriale lune contre lautre et nen formuleront aucune à lavenir. Les parties sengagent à ne prendre aucune mesure, notamment à planifier, préparer, encourager ou soutenir toute activité visant au démembrement total ou partiel, ou à la violation de lintégrité territoriale ou de lunité politique de lautre partie. »

Nikol Pashinyan announced that the agreement containing these provisions was initialed on August 8, 2025, during the peace summit organized by US President Donald Trump at the White House.

Nikol Pachinian a annoncé que laccord contenant ces dispositions avait été paraphé le 8 août 2025, dans le cadre du sommet pour la paix organisé par le président américain Donald Trump à la Maison Blanche.

“We have come a long way toward peace after the 2020 war. In this context, I would like to emphasize in particular the role of the President of the Russian Federation, Vladimir Putin, in establishing the ceasefire in November 2020. However, unfortunately, even after the signing of the Declaration of November 9, 2020, we have not succeeded in establishing peace,” said Nikol Pashinyan.

« Nous avons parcouru un long chemin vers la paix après la guerre de 2020. Dans ce contexte, je tiens à souligner tout particulièrement le rôle du Président de la Fédération de Russie, Vladimir Poutine, dans linstauration du cessez-le-feu en novembre 2020. Cependant, malheureusement, même après la signature de la Déclaration du 9 novembre 2020, nous navons pas réussi à instaurer la paix », a déclaré Nikol Pachinian.

According to the Armenian Prime Minister, there was only one true path to peace between Armenia and Azerbaijan, and that path was based on the principles of the Alma-Ata Declaration.

Selon le Premier ministre arménien, il nexistait quune seule véritable voie vers la paix entre lArménie et lAzerbaïdjan, et cette voie reposait sur les principes de la Déclaration dAlma-Ata.

He stated that the adoption of the Alma-Ata Declaration in 1991 had not prevented the escalation of the conflict between Armenia and Azerbaijan.

Il a affirmé que ladoption de la Déclaration dAlma-Ata en 1991 navait pas permis d’empêcher lescalade du conflit entre lArménie et lAzerbaïdjan.

“For more than thirty years, the conflict continued within the framework of the Alma-Ata Declaration, and the very existence of this document seemed to have gone unnoticed.” “In order to establish genuine peace, it was necessary, so to speak, to reactivate the Alma-Ata Declaration. We did this in collaboration with the President of Azerbaijan,” he said.

« Pendant plus de trente ans, le conflit sest poursuivi dans le cadre de la Déclaration dAlma-Ata, et lexistence même de ce document semblait être passée inaperçue. Nikol Pashinyan recalled that on October 6, 2022, at the initiative of French President Emmanuel Macron and European Council President Charles Michel, the parties reaffirmed their commitment to the Alma-Ata Declaration at the Quadrilateral Meeting in Prague.

Nikol Pachinian a rappelé que le 6 octobre 2022, à linitiative du président français Emmanuel Macron et du président du Conseil européen Charles Michel, les parties avaient réaffirmé leur engagement envers la Déclaration dAlma-Ata lors de la réunion quadrilatérale de Prague.

“Heads of State, peace between Armenia and Azerbaijan is a reality. We note today that in the last two years, no clashes between Armenians and Azerbaijanis have resulted in any casualties or injuries. Yet, since the 1990s, for more than thirty years, there have been casualties and injuries on both sides every year,” Pashinyan emphasized.

« Messieurs les chefs dÉtat, la paix entre lArménie et lAzerbaïdjan est une réalité. Nous constatons aujourdhui quau cours des deux dernières années, aucun affrontement entre Arméniens et Azerbaïdjanais na fait de victimes ni de blessés. Or, depuis les années 1990, pendant plus de trente ans, on a déploré des victimes et des blessés chaque année des deux côtés », a souligné N. Pachinian.
