India sees Armenia as a market for its arms: Alexey Kupriyanov

Alexey Kupriyanov, Head of the Indian Ocean Regional Center of the Primakov Institute of World Economy and International Relations (IMEMO RGA) of the Russian Academy of Sciences, commented on India’s policy in the South Caucasus, New Delhi’s interest in Armenia, and the prospects for the “North-South” transport corridor to Alpha News.

The interview with the expert took place within the framework of the international scientific-practical conference “Russia and the New Multipolar World Order: From Idea to Reality,” dedicated to the 20th anniversary of the founding of the Center for Comprehensive European and International Studies.

Touching upon India’s interest in the South Caucasus and cooperation with Armenia, the expert noted that Armenia is also interesting for India as a market for Indian arms sales.

“First of all, in the situation created by the disagreements between Armenia and Azerbaijan in the South Caucasus, India is orienting itself towards Armenia, taking into account that Azerbaijan is orienting itself towards Pakistan.

Armenia is interesting for India, first of all, from the point of view of developing its tourism potential.

This began during the COVID-19 pandemic, when many Indians were traveling to Armenia, considering it an affordable alternative to Europe, since they could not travel to European countries due to pandemic restrictions.

The most important thing, however, is the Indian arms market.

India is now actively developing its own weapons, localizing foreign products, releasing them under its own names and trying to enter the global arms market, where it faces fierce competition from the US, European manufacturers and Russia,” said Kupriyanov.

According to the expert, India is striving to strengthen its position in the global arms market, offering relatively cheap and technologically advanced solutions.

“Russian competition has now weakened somewhat, but after the end of the conflict, Russia will return with redoubled forces and will literally flood the market with its cheap military equipment.

Therefore, India must manage to consolidate itself in the market by that time.

The Indians are now offering fairly cheap, technologically advanced solutions, for example, the Akash system.

We are talking, first of all, about air defense systems.

Now they are gradually starting to work on the export of their own unmanned aerial vehicles, first after meeting the needs of their own units, and then in the Kashmir and Indo-Chinese border areas.

Thus, they act as a relatively cheap alternative to Russian and Western military equipment,” noted Alexey Kupriyanov.

Touching upon India’s interest in the North-South transport corridor and the impact of recent events around Iran on the project, Kupriyanov noted that the implementation of the corridor is currently effectively suspended.

“Currently, the entire North-South corridor project, for obvious reasons, is effectively suspended.

When the territory of Iran is under attack or may be under attack, transporting cargo through that country is currently mainly associated with risk,” he noted.

At the same time, the expert believes that the current events are unlikely to significantly change India's long-term approach to choosing transport routes.

"I do not think that the Indians will seriously change their approach, since they prefer not to put all their eggs in one basket and, as a rule, diversify their supply chains.

It is quite natural for them when part of the cargo, for example, is transported through the Red Sea.

And if for some reason the Red Sea is blocked, these cargoes will be transported either along the route bypassing the Cape of Good Hope, or, if there is a break in the Iranian direction, they will continue to be transported through the territory of Iran.

It is not typical for the Indians to focus on only one direction: they always try to diversify their capabilities as much as possible," Alexey Kupriyanov emphasized.
