Prime Minister Nikol Pashinyan congratulated those present on the occasion of the Investigative Committee Employee Day and thanked them for the work they have done.

Referring to the part of the Investigative Committee Chairman’s speech regarding the revelation of Artsrun Margaryan’s murder, the Prime Minister emphasized that this testifies to the new quality and consistency of the Investigative Committee’s work.

The Prime Minister noted in his speech that during this period there have also been revelations related to the murder of Vahram Khorkhoruni and a number of other cases, emphasizing that the use of modern technologies makes revelations easier, but the recording in the above cases is the continuous development of the Investigative Committee’s work.

Today, as yesterday, the biggest problem that people see and the biggest demand, the expectation that they have, is justice.

And how do we achieve a feeling that citizens will record that they live in a just country and in a just environment?

This, by the way, is not a simple problem, because there are no simple formulaic solutions there, this is a deep socio-psychological, philosophical, but also a very specific operational problem, and at least a significant part of that problem is considered in the context of the investigation of criminal cases.

I hope that what you are saying, Mr.

Poghosyan, does not mean that we have uncovered one more case or two or four, but that we have entered a completely different stage, and the problems we had before will no longer be repeated.”

Nikol Pashinyan emphasized that the work of the Government, the ministries, and the Investigative Committee will never be perfect, but, according to him, the problem is not in perfection, the problem is in how much we are committed to justice.

“We, as a state, must take special care of the rights of those people who have limitations in terms of protecting their own rights,” the Prime Minister said, adding that every citizen must feel the protection of the state, the protection of the law, the protection of rights.

In this context, the head of state emphasized that the responsibility before the Investigative Committee in this regard is great and will continue to grow, as the wave of expectation among people is growing, and the cases of 10, 15, 20 years, which, in people's opinion, have not been revealed in an unfair manner, are beginning to form active expectations that this will happen.

The Prime Minister also made the following observations in his speech: "There are indeed cases that by themselves reach a dead end and it is not possible to reveal them.

This is not only in Armenia, this problem exists all over the world.

This is where we must take care that new technologies and opportunities are introduced, including in the work of the Investigative Committee.

In any case, I think and hope that it is visible that the Government and I personally appreciate the work that is being done, and we are trying to do everything in our power so that the Investigative Committee develops naturally, because the effectiveness of the Investigative Committee's activities depends on this.

We are trying to do everything so that investigators, employees of the Investigative Committee have the most reliable system of social guarantees possible.

And, of course, we will continue this policy.

But on the other hand, we must understand that these two processes are very interconnected, because by and large, the capabilities of the Republic of Armenia and the state budget also depend on the work of the Investigative Committee, because I mean not only the direction of damage recovery in specific criminal cases, but also for economic activity it is very important that potential investors know that in case of a problem they will be able to protect their rights, will be able to work with their other competitors on equal terms.

Of course, this is a topic that naturally does not concern only the Investigative Committee, but also a number of state departments, but I want us to record the interconnection of these processes and be able to not forget in our work every day what problem we are solving.

We, all of us, in my opinion, are solving the problem of forming justice and fairness in the Republic of Armenia as a social psychology in the minds of citizens of the Republic of Armenia, so that a person thinks that he lives in a just country, a person thinks that the chances that he will become a victim of injustice are becoming less and less.”

Summing up his speech, the head of state noted: “It should be noted that the process of statistics on criminal cases, which is presented, ultimately also testifies to this, that people turn to the Investigative Committee with greater confidence.

An increase in the number of criminal cases does not always mean an increase in crime, sometimes it means an increase in confidence, when people can turn to law enforcement agencies and, in particular, the Investigative Committee with greater confidence.”

Once again congratulating them on the occasion of the Day of the Investigative Committee employee, the Prime Minister wished them success on the path of implementing the very important state, moral and human mission of establishing justice and fairness in Armenia with increasingly higher quality.

On the occasion of the Day of the Investigative Committee of the Republic of Armenia, the Head of the Fourth Department of the Main Department for the Investigation of Economic Crimes and Smuggling, Davit Manucharyan, the Head of the Third Department of the same Main Department, Karapet Hambardzumyan, the Press Secretary of the Chairman of the Investigative Committee, Kima Avdalyan, were awarded the commemorative medal of the Prime Minister of the Republic of Armenia, the Head of the Department for the Investigation of Crimes Against Property, Arman Nshanyan, were awarded a valuable gift, the Head of the Syunik Regional Investigative Department, Volodya Muradyan, and the Deputy Head of the Department for the Investigation of Cases with Special Assignments, Davit Voskanyan, were awarded a letter of gratitude from the Prime Minister of the Republic of Armenia.

Artur Poghosyan introduced the newly appointed Deputy Chairman of the Investigative Committee, Vaghinak Martirosyan, at the solemn session of the Board.

The Deputy Chairmen of the Investigative Committee, the Heads of the Main Departments and Departments presented the work carried out during the 9 months of 2026.

By the orders of the Chairman of the Investigative Committee of the Republic of Armenia, a number of employees of the Committee were awarded medals, commemorative watches, letters of appreciation, and special and extraordinary ranks for the given position.

By the order of the Minister of Defense of the Republic of Armenia Suren Papikyan, Director of the National Security Service of the Republic of Armenia Andranik Simonyan, Minister of Internal Affairs of the Republic of Armenia Arpine Sargsyan, Chairman of the Anti-Corruption Committee of the Republic of Armenia Artur Nahapetyan, Head of the State Protection Service of the Republic of Armenia Artur Gasparyan, for conscientiously and effectively performing their professional and official duties, for successes achieved during the performance of their duties, and on the occasion of the Day of the Investigative Committee Employee, a number of investigators were awarded medals, commemorative watches, and certificates of honor.

At the end of the solemn session, the oath-taking ceremony of 81 newly appointed investigators took place.

In his closing speech, the Chairman of the Investigative Committee made recommendations and noted that as a result of this session of the Board, there will be personnel changes and transfers.
