Issues related to mutual visits, entry, exit, transit and temporary stay of citizens of the Republic of Armenia and the Republic of Karabakh will be regulated.

According to the justification, relations between the two countries are developing on the basis of friendship and mutual respect, there is a political dialogue in both bilateral and multilateral formats.

Համաձայնագրի ստորագրումը նպատակ ունի կարգավորել երկու պետությունների քաղաքացիների փոխադարձ այցելությունների, մուտքի, ելքի, տարանցման և ժամանակավոր գտնվելու հետ կապված հարցերը։

The signing of the Agreement aims to regulate issues related to mutual visits, entry, exit, transit and temporary stay of citizens of the two states.

Մասնավորապես, համաձայնագրով նախատեսվում է սահմանել՝ կողմերի քաղաքացիների մուտքի և ելքի համար ընդունելի ճանապարհորդական փաստաթղթերի շրջանակը, առանց մուտքի արտոնագրի մուտքի և գտնվելու պայմանները, միմյանց պետությունների տարածքում գտնվելու ժամկետները, սահմանային անցման կետերով մուտքի և ելքի կարգը, քաղաքացիների գտնվելու վայրի գրանցման հետ կապված հարցերը, մուտքի կամ գտնվելու սահմանափակման հնարավոր հիմքերը, կորցրած կամ անվավեր ճանաչված ճանապարհորդական փաստաթղթերի վերաբերյալ իրավասու մարմինների համագործակցությունը։

In particular, the Agreement envisages establishing the framework of travel documents acceptable for entry and exit of citizens of the parties, the conditions for entry and stay without a visa, the terms of stay in the territory of each other’s states, the procedure for entry and exit through border crossing points, issues related to registration of the location of citizens, possible grounds for restriction of entry or stay, cooperation of competent authorities regarding lost or invalidated travel documents.

Հավանություն է տրվել նաև ՀՀ կառավարության և ՂՀ նախարարների կաբինետի միջև ռեադմիսիայի մասին համաձայնագրի և համաձայնագրի իրականացման կարգի մասին կիրարկման արձանագրության ստորագրման առաջարկություններին: Համաձայնագրի նպատակն է հնարավորություն ընձեռել երկու երկրների միջև զարգացնել համագործակցությունը միգրացիայի և անօրինական միգրացիայի ոլորտներում։

Approval was also given to the proposals to sign the Agreement on Readmission between the Government of the Republic of Armenia and the Cabinet of Ministers of the Kyrgyz Republic and the Implementation Protocol on the Procedure for the Implementation of the Agreement.

Կողմերի օրենսդրությանը համապատասխան պատասխանատվություն է սահմանվելու յուրաքանչյուրի տարածքում կամ տարածքով օտարերկրյա քաղաքացիների և քաղաքացիություն չունեցող անձանց անօրինական միգրացիայի համար, ինչպես նաև Կողմերի տարածքներում անօրինական գտնվող երրորդ պետությունների քաղաքացիների և քաղաքացիություն չունեցող անձանց ռեադմիսիայի կիրառման համար։

The purpose of the Agreement is to enable the two countries to develop cooperation in the areas of migration and illegal migration.

Ստեղծվելու են միգրացիոն գործընթացների կարգավորման, արագ և արդյունավետ ընթացակարգերի և երկկողմ համագործակցության համար իրավական հիմքեր։

In accordance with the legislation of the Parties, responsibility will be established for illegal migration of foreign citizens and stateless persons in or through the territory of each, as well as for the application of readmission of third-country nationals and stateless persons illegally staying in the territories of the Parties.

Legal foundations will be created for the regulation of migration processes, rapid and effective procedures and bilateral cooperation.
