By the Prime Minister's decision, a commission has been established due to the risk of plague being imported from Irkutsk.

"Guided by Parts 5 and 16 of Article 7 of the Law "On the Structure and Activities of the Government", 1.

«Ղեկավարվելով «Կառավարության կառուցվածքի և գործունեության մասին» օրենքի 7-րդ հոդվածի 5-րդ և 16-րդ մասերով՝ 1.

To establish a commission (hereinafter referred to as the commission) as a consultative body for the purpose of interdepartmental coordination of measures to prevent the importation and spread of plague from the Irkutsk region of the Russian Federation to the Republic of Armenia.

Ռուսաստանի Դաշնության Իրկուտսկի մարզից Հայաստանի Հանրապետություն ժանտախտի ներբերման և տարածման կանխարգելման միջոցառումների միջգերատեսչական համաձայնեցման նպատակով ստեղծել հանձնաժողով (այսուհետ՝ հանձնաժողով)՝ որպես խորհրդակցական մարմին։

To approve: 1) the composition of the commission, in accordance with Appendix N 1.

Հաստատել՝ 1) հանձնաժողովի կազմը՝ համաձայն N 1 հավելվածի.

2) the procedure for the commission's activities, in accordance with Appendix N 2.

2) հանձնաժողովի գործունեության կարգը՝ համաձայն N 2 հավելվածի։

The Chairman of the Commission shall ensure the organization of the commission's work, and immediately submit the necessary proposals on issues requiring interdepartmental coordination to the Prime Minister of the Republic of Armenia.

Հանձնաժողովի նախագահին՝ ապահովել հանձնաժողովի աշխատանքների կազմակերպումը, իսկ միջգերատեսչական համաձայնեցում պահանջող հարցերի վերաբերյալ անհրաժեշտ առաջարկություններն անհապաղ ներկայացնել Հայաստանի Հանրապետության վարչապետին։

The Minister of Health of the Republic of Armenia: 2 1) to ensure the organizational and technical service of the Commission, with the participation of the State Non-Profit Organization “National Center for Disease Control and Prevention”, and to appoint the Secretary of the Commission within five working days after this decision comes into force.

Հայաստանի Հանրապետության առողջապահության նախարարին՝ 2 1) ապահովել հանձնաժողովի կազմակերպատեխնիկական սպասարկումը՝ «Հիվանդությունների վերահսկման և կանխարգելման ազգային կենտրոն» պետական ոչ առևտրային կազմակերպության մասնակցությամբ, և սույն որոշումն ուժի մեջ մտնելուց հետո հինգ աշխատանքային օրվա ընթացքում նշանակել հանձնաժողովի քարտուղարին.

2) to ensure the submission of professional information, risk assessments and response proposals to the Commission within the framework of his/her powers and the functions provided for by the charter of the said organization.

2) իր իրավասությունների և նշված կազմակերպության կանոնադրությամբ նախատեսված գործառույթների շրջանակում ապահովել հանձնաժողովին մասնագիտական տեղեկատվության, ռիսկի գնահատումների և արձագանքման առաջարկությունների ներկայացումը։

The heads of the bodies and organizations represented in the Commission shall, within five working days after this decision comes into force, submit to the Minister of Health of the Republic of Armenia the data of the official representing their body in the Commission, the person responsible for the exchange of operational information and the person replacing him/her, the official means of communication, and in case of any change in them, immediately update this information.

Հանձնաժողովում ներկայացված մարմինների և կազմակերպության ղեկավարներին՝ սույն որոշումն ուժի մեջ մտնելուց հետո հինգ աշխատանքային օրվա ընթացքում Հայաստանի Հանրապետության առողջապահության նախարարին ներկայացնել հանձնաժողովում իրենց մարմինը ներկայացնող պաշտոնատար անձի, օպերատիվ տեղեկատվության փոխանակման պատասխանատու անձի և նրան փոխարինող անձի տվյալները, պաշտոնական կապի միջոցները, իսկ դրանց փոփոխության դեպքում՝ անհապաղ թարմացնել այդ տեղեկատվությունը։

The Chairman of the Commission shall, within ten working days after this decision comes into force, convene the first meeting of the Commission for the purpose of assessing the risk of the introduction and spread of plague from the Irkutsk region of the Russian Federation to the Republic of Armenia, agreeing on prevention measures and discussing the current state of preparedness.

Հանձնաժողովի նախագահին՝ սույն որոշումն ուժի մեջ մտնելուց հետո տասը աշխատանքային օրվա ընթացքում գումարել հանձնաժողովի առաջին նիստը՝ Ռուսաստանի Դաշնության Իրկուտսկի մարզից Հայաստանի Հանրապետություն ժանտախտի ներբերման և տարածման ռիսկի գնահատման, կանխարգելման միջոցառումների համաձայնեցման և առկա պատրաստվածության վիճակի քննարկման նպատակով։

"In the meantime, if grounds for an urgent response arise, as provided for in Appendix N 2, act in accordance with the procedure established by that appendix.

Մինչ այդ N 2 հավելվածով նախատեսված հրատապ արձագանքման հիմքեր առաջանալու դեպքում գործել այդ հավելվածով սահմանված կարգով։

The necessary legal acts for the implementation of the recommendations of the Commission are adopted, and the measures are implemented by the competent authorities on the grounds and in the manner prescribed by law," the decision states.

Հանձնաժողովի առաջարկությունների իրականացման համար անհրաժեշտ իրավական ակտերն ընդունվում, իսկ միջոցառումներն իրականացվում են իրավասու մարմինների կողմից՝ օրենքով նախատեսված հիմքերով և կարգով»,- ասված է որոշման մեջ։

Recall that according to unofficial information, in the Irkutsk region of the Russian Federation, Daria Shipilova broke a test tube containing the plague pathogen in a laboratory, became infected and died as a result.

Հիշեցնենք՝ ըստ ոչ պաշտոնական տեղեկությունների՝ ՌԴ Իրկուտսկի մարզում Դարյա Շիպիլովան լաբորատորիայում կոտրել է ժանտախտի հարուցիչը պարունակող փորձանոթը, վարակվել ու դրա հետևանքով մահացել էր։

Rospotrebnadzor denied these reports, claiming that Shipilova died of "unspecified pneumonia."

«Ռոսպոտրեբնադզորը» հերքել է այդ հաղորդագրությունները՝ պնդելով, որ Շիպիլովան մահացել է «չպարզված թոքաբորբից»։
