The government has proposed convening an extraordinary session of the National Assembly: what will they discuss?

The relevant decision was adopted at the Government’s session on October 8.

It was proposed to include two issues on the agenda: the draft law “On Ratifying the Agreement between the Government and the Secretariat of the Convention on Biological Diversity on Hosting the 17th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP17), the 20th Meeting of the Conference of the Parties serving as the Meeting of the Parties to the Cartagena Protocol, and the 6th Meeting of the Conference of the Parties serving as the Meeting of the Parties to the Nagoya Protocol,” as well as the draft law “On Ratifying the Financing Agreement between Armenia and the International Bank for Reconstruction and Development on the “Housing and Mortgage Market Development Program of Armenia.”

Օրակարգում առաջարկվել է ընդգրկել երկու հարց՝ «Կենսաբանական բազմազանության մասին» կոնվենցիայի կողմերի համաժողովի 17-րդ հանդիպումը (COP17), Կարտախենայի արձանագրության կողմերի հանդիպում հանդիսացող Կողմերի համաժողովի 20-րդ հանդիպումը և Նագոյայի արձանագրության կողմերի հանդիպում հանդիսացող Կողմերի համաժողովի 6-րդ հանդիպումը հյուրընկալելու մասին» Կառավարության և Կոնվենցիայի քարտուղարության միջև համաձայնագիրը վավերացնելու մասին» օրենքի նախագիծը, ինչպես նաև Հայաստանի և Վերակառուցման և զարգացման միջազգային բանկի միջև «Հայաստանի բնակարանային և հիպոթեքային շուկայի զարգացման ծրագիր» ֆինանսավորման համաձայնագիրը վավերացնելու մասին» օրենքի նախագիծը։

It is noted that the urgency of discussing the drafts is due to the imminent start of the COP17 events, as well as the fact that the last day of the 180-day period for activating the loan provided for in the financial agreement expires on October 27.

Նշվում է, որ նախագծերի քննարկման շտապողականությունը պայմանավորված է COP17-ի միջոցառումների մոտալուտ մեկնարկով, ինչպես նաև նրանով, որ ֆինանսական համաձայնագրով նախատեսված վարկի ակտիվացման 180-օրյա ժամկետի վերջին օրը լրանում է հոկտեմբերի 27-ին։
