The Ombudsman addressed the cases of violence against students in schools

Human Rights Defender Anahit Manasyan considers the content of the circulating videos to be extremely worrying and unacceptable and once again emphasizes that any manifestation of violence against a child in a school environment is absolutely unacceptable and must be excluded.

Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը խիստ մտահոգիչ և անընդունելի է համարում շրջանառվող տեսանյութերում ներկայացվածը և ևս մեկ անգամ ընդգծում է, որ դպրոցական միջավայրում երեխայի նկատմամբ բռնության ցանկացած դրսևորում բացարձակապես անթույլատրելի է և պետք է բացառվի։

A school should be a safe and protected environment for a child, and any kind of violence against a child or any other form of inappropriate treatment cannot be combined with respect for the dignity, security and rights of a child under any circumstances.

Դպրոցը երեխայի համար պետք է լինի անվտանգ և պաշտպանված միջավայր, իսկ երեխայի նկատմամբ ցանկացած տեսակի բռնության գործադրումը կամ որևէ այլ ձևով ոչ պատշաճ վերաբերմունքը որևէ պարագայում չեն կարող համատեղվել երեխայի արժանապատվության, անվտանգության և իրավունքների նկատմամբ հարգանքի հետ։

The Defender also notes with concern that the Human Rights Defender staff continues to receive complaints and alerts regarding violence and inappropriate treatment of children in the school environment, which indicates that the protection of children should be demonstrated not only by responding to individual cases, but also through consistent and active work to respond in a timely manner to possible manifestations of violence, prevent and exclude them.

Պաշտպանը մտահոգությամբ արձանագրում է նաև, որ ՄԻՊ աշխատակազմը շարունակում է ստանալ դպրոցական միջավայրում երեխաների նկատմամբ բռնության, ոչ պատշաճ վերաբերմունքի վերաբերյալ բողոքներ ու ահազանգեր, ինչը վկայում է այն մասին, որ երեխաների պաշտպանությունը պետք է դրսևորվի ոչ միայն առանձին դեպքերին արձագանքելու, այլև բռնության հնարավոր դրսևորումներին ժամանակին արձագանքելու, դրանք կանխելու և բացառելու ուղղությամբ հետևողական և գործուն աշխատանքի միջոցով։

In this context, the Defender emphasizes the effective operation of student protection mechanisms provided for by the standards for ensuring the safety of general education institutions, including the proper functioning of student protection teams.

Այս համատեքստում Պաշտպանը կարևորում է հանրակրթական ուսումնական հաստատությունների անվտանգության ապահովման չափանիշներով նախատեսված՝ սովորողների պաշտպանության մեխանիզմների արդյունավետ գործարկումը, այդ թվում՝ սովորողի պաշտպանության թիմերի պատշաճ գործունեությունը։

The Defender emphasizes that the effectiveness of such mechanisms should be assessed primarily by their practical application.

At the same time, in the context of the videos distributed in connection with the incidents that occurred in schools, Defender Anahit Manasyan specifically emphasizes the need for special caution in the dissemination of videos and other publications related to children.

Միաժամանակ, դպրոցներում տեղի ունեցած դեպքերի առնչությամբ տարածված տեսանյութերի համատեքստում Պաշտպան Անահիտ Մանասյանը հատուկ ընդգծում է երեխաներին վերաբերող տեսանյութերի և այլ հրապարակումների տարածման հարցում առանձնահատուկ զգուշավորության անհրաժեշտությունը։

It is noteworthy that the Human Rights Defender has repeatedly emphasized that any publication about a child, including by a parent or other legal representative, does not eliminate the need to protect the child’s privacy, dignity and best interests.

Հատկանշական է, որ Մարդու իրավունքների պաշտպանը բազմիցս ընդգծել է, որ երեխայի վերաբերյալ ցանկացած հրապարակում, այդ թվում՝ ծնողի կամ այլ օրինական ներկայացուցչի կողմից, չի վերացնում երեխայի անձնական կյանքի, արժանապատվության և լավագույն շահի պաշտպանության անհրաժեշտությունը։

It is even more worrying when such publications are followed by reactions targeting the child or justifying violence, which is unacceptable.

Առավել մտահոգիչ է, երբ նման հրապարակումներին հաջորդում են երեխային թիրախավորող կամ բռնությունն արդարացնող արձագանքներ, ինչն անընդունելի է։

The Human Rights Defender attaches importance to the full and objective clarification of the circumstances of such cases by the competent authorities, the proper implementation of the necessary procedures and the provision of an appropriate legal assessment.

Մարդու իրավունքների պաշտպանը կարևորում է իրավասու մարմինների կողմից նման դեպքերի հանգամանքների ամբողջական և օբյեկտիվ պարզումը, անհրաժեշտ ընթացակարգերի պատշաճ իրականացումը և համապատասխան իրավական գնահատականի ապահովումը։

In relation to these cases, an investigation is being conducted by the Human Rights Defender’s staff within the framework of the mandate of the Human Rights Defender.
