Germany: Former head of Germany's secret service (BND) arrested; a lead points to Azerbaijani intelligence services

Hanning was arrested on Tuesday, October 6, by German authorities. The federal prosecutor's office suspects him of, among other things, "espionage constituting treason," attempting to obtain state secrets, attempted high treason, and working for a foreign intelligence service. His former chief of staff at the BND, identified by the authorities as Manfred D., was also arrested.

Le parquet fédéral le soupçonne notamment d’« espionnage constitutif de trahison », d’avoir cherché à obtenir des secrets d’État, de tentative de haute trahison et d’activité pour un service de renseignement étranger. Son ancien chef de cabinet au BND, identifié par les autorités sous le nom de Manfred D., a également été arrêté.

The case has taken on a particular dimension following revelations by the German weekly magazine Der Spiegel. According to the magazine, investigators are examining the relationship August Hanning allegedly had with an agent of the Azerbaijani intelligence services. Hanning allegedly prepared an analysis, based on confidential information, intended for Baku intelligence. At this stage, investigators are still trying to determine whether the document was actually delivered to its intended recipient.

L’affaire prend une dimension particulière après les révélations de l’hebdomadaire allemand Der Spiegel. Selon le magazine, les enquêteurs examinent les relations qu’August Hanning aurait entretenues avec un agent des services de renseignement azerbaïdjanais. Hanning aurait notamment préparé, à partir d’informations confidentielles, une analyse destinée au renseignement de Bakou. À ce stade, les enquêteurs cherchent encore à déterminer si le document a effectivement été remis à son destinataire.

August Hanning, 80, is not just any former civil servant. He headed the BND (Federal Intelligence Service) from 1998 to 2005, before becoming State Secretary at the Federal Ministry of the Interior until 2009. For several years, he therefore had access to the most sensitive information of the German state and its partners.

His former chief of staff, identified as Manfred D., was also arrested. He had continued to work at the BND until March 2026.

Son ancien chef de cabinet, identifié comme Manfred D., a lui aussi été arrêté. Celui-ci avait continué à travailler au BND jusqu’en mars 2026.

According to the German Federal Prosecutor's Office, Hanning is suspected of having obtained confidential documents from the BND for years through his former colleague. Between 2010 and June 2022, approximately 2,000 internal documents were allegedly passed on to him, some in exchange for payment.

According to information published in the German press, these documents included intelligence on particularly sensitive matters: the Iranian nuclear program, Russian military capabilities, and information transmitted to Berlin by partner intelligence services.

For the BND, the issue therefore goes beyond the simple theft of documents. If intelligence provided by allies has been compromised, the affair could also affect trust between German intelligence services and their foreign partners.

The Federal Prosecutor's Office also asserts that the former head of the BND allegedly used some of this information to prepare an analysis for a representative of a foreign security and intelligence service.

But according to Der Spiegel, German investigators are looking into contacts that August Hanning allegedly maintained with an Azerbaijani intelligence agent.

The case reportedly came to light almost by chance. In September 2025, August Hanning's home and offices were searched as part of another investigation, unrelated to espionage. While examining the seized computer equipment, investigators allegedly discovered confidential documents originating from the BND, even though Hanning had left his position as head of the service nearly twenty years prior.

This discovery reportedly led the federal prosecutor's office to open a specific investigation in May 2026 into possible acts of espionage and treason.

On October 7, Azerbaijani authorities rejected reports of a link between their intelligence services and August Hanning.

The Azerbaijani Media and Broadcasting Council dismissed these reports as "disinformation," claiming they were part of a campaign to discredit the country.

One of the key figures was Eduard Lintner, a former German CSU MP and member of the PACE party between 1999 and 2010.

According to the OCCRP investigation, Lintner received €819,500 between 2012 and 2014 from companies involved in the clandestine financial system known as the "Azerbaijani Laundromat."

Another figure implicated in the scandal was Karin Strenz, a CDU member of parliament and member of the German delegation to the PACE.

She had received money through a company established by Lintner and had participated in election observation missions in Azerbaijan.

The Bundestag fined her a then-record €20,000 for failing to comply with transparency obligations regarding her foreign income.

The Council of Europe, for its part, determined that she was in a situation of “persistent conflict of interest.”

In 2020, German authorities raided her home and office as part of an investigation into lobbying activities related to Azerbaijan. She died in 2021 before the proceedings were concluded.

However, it is essential to clearly distinguish between the two cases.

The “caviar diplomacy” case primarily concerned suspicions of corruption, lobbying, and political influence. The August Hanning case, on the other hand, involves potentially much more serious matters: the possible use of German state secrets for the benefit of a foreign intelligence service.

La « diplomatie du caviar » concernait avant tout des soupçons de corruption, de lobbying et d’influence politique. L’affaire August Hanning porte, elle, sur des faits potentiellement beaucoup plus graves : la possible utilisation de secrets d’État allemands au bénéfice d’un service de renseignement étranger.

Currently, no publicly available evidence establishes a link between Hanning, Lintner, or Strenz. Nor is there any proof that the documents potentially intended for Azerbaijan concerned Armenia, Nagorno-Karabakh, or the Armenian-Azerbaijani conflict.
