On August 2, the President of the Republic of Armenia, Vahagn Khachatryan, signed the decree reappointing Nikol Pashinyan as Prime Minister, the very day of the inaugural session of the new Parliament elected on June 7. The very next day, the Pashinyan IV government was formed. With only one change: the replacement of Mekhitar Hayrapetian by Davit Tadevossian as head of the Ministry of High-Tech Industry. The following ministers have been reappointed: Ararat Mirzoyan (Foreign Affairs), Souren Papikian (Defense), Gevorg Papoyan (Economy), Vahe Hovhannisyan (Finance), Arsen Torosyan (Labor and Social Affairs), Janna Andreassian (Education, Science, Culture and Sports), Anahit Avanessian (Health), Srbouhi Galian (Justice), Arpine Sargsyan (Interior), Davit Khoudatian (Territorial Administration and Infrastructure), Hambardzoum Matevosyan (Environment), as well as the two Deputy Prime Ministers, Mher Grigorian and Tigran Khachatryan.

The only significant change within the government team is that Lilit Makunts succeeds Arayik Harutyunyan as Nikol Pashinyan's Chief of Staff. Minister of Culture in May 2018, elected to parliament in December 2018, she chaired the pro-Pashinian parliamentary group My Step until August 2, 2021, when she was appointed Armenia's ambassador to the United States. This promotion earned her a barrage of harsh criticism due to her complete inexperience in diplomacy, which did not prevent her from remaining in this position until August 2025. For the past year, she had been serving as a special advisor to the Prime Minister. Arayik Harutyunyan, for his part, was elected to parliament on June 7.

Re-elected as a member of parliament for the Civil Contract Party (CC) on June 7, and a founding member of the party, the 36-year-old Roubinian is a longtime associate of Nikol Pashinyan.

Elected to parliament on the My Step list in the December 2018 elections, then chairman of the Parliament&#39;s Foreign Affairs Committee in January 2019 and vice-chairman of the CC from 2019 to 2022, he was re-elected in June 2021 for the CC and became vice-chairman of the National Assembly on August 3, 2021.

However, he is best known for his role as Armenia&#39;s special envoy for the normalization of Armenian-Turkish relations (2022-2026).
