They want to confiscate allegedly illegal property from the former Armenian ambassador to the Vatican and he has been summoned to express his position on the matter. On the same day, ten more people were summoned to the prosecutor's office.

"As for Serzh Sargsyan's son-in-law Mishik, we are returning Mishik's illegal property today," Pashinyan made this statement on June 4, during the final pre-election debate. At that time, there was no public information about Minasyan's alleged illegal property or its return.

Only on September 29, almost four months later, did notices regarding Minasyan and his associates appear one after another on the official website of public notices.

What property is being discussed, who are the people involved in the same proceedings as Minasyan, and what is their connection to each other? Factor TV has compared the published notices, court documents, and information available in open sources.

The other person summoned to the prosecutor's office on the same day is Aram Mnatsakanyan, a classmate of Mikael Minasyan. He owns a 48% stake in Shant TV. Mnatsakanyan is also the 100% owner of Merian Group LLC, which is engaged in the wholesale trade of medicines. The prosecutor's office reported back in 2025 that Minasyan, Mnatsakanyan, and another person had reached a preliminary agreement to conceal the true origin and ownership of the 48% stake in Shant LLC.

"...It has been substantiated that Aram Mnatsakanyan, in agreement with the former Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to the Holy See, Mikael Minasyan, and L.A., committed money laundering, acquired and used, actually possessed and disposed of property obtained through criminal means, of particularly large amounts, concealing and distorting the criminal origin, ownership, true nature and source of origin of that property," the Prosecutor General's Office said in a statement on the case.

«․․․Հիմնավորվել է, որ Արամ Մնացականյանը, Սուրբ Աթոռում ՀՀ արտակարգ և լիազոր նախկին դեսպան Միքայել Մինասյանի և Լ.Ա.-ի հետ նախնական համաձայնությամբ, կատարել է փողերի լվացում՝ ձեռք է բերել և օգտագործել, փաստացի տիրապետել և տնօրինել է հանցավոր ճանապարհով ստացված՝ առանձնապես խոշոր չափերի գույք՝ թաքցնելով և խեղաթյուրելով այդ գույքի հանցավոր ծագումը, պատկանելությունը, իրական բնույթը և ծագման աղբյուրը»,- նշվում է գործի վերաբերյալ Գլխավոր դատախազության հաղորդագրության մեջ։

Vazrik Sekoyan, the General Director of Yerevan Mall, is also on the list of those summoned to the Prosecutor's Office; he previously headed the PanArmenian Media Group. Sekoyan is also involved in one of the criminal cases related to Minasyan. According to the indictment, in 2013 he was appointed director of the then Shin Tavr, later Yerevan Mall, and in 2019, the sale of a 30% stake in Yerevan Mall owned by MLRE LTD for about 3.2 billion drams was formalized in his name, which the Prosecutor's Office considers a formal transaction.

"Mikael Minasyan, Armine Hasratyan and Leonid Arevshatyan, together with Arshak Poghosyan and Vazrik Sekoyan, in a criminal organization, concealed the source of origin and movement of 3,124,800,000 AMD of the money obtained through criminal means under various contracts, concealed and distorted the ownership of the money, circulated it through the accounts of 4 organizations, and ultimately transferred the money to "Shin Tavr" LLC, paying the value of the company's shares in the specified manner, and later transferred it to Arshak Poghosyan, while Vazrik Sekoyan acquired the shares of the LLC already named "Yerevan Mall" obtained through criminal means, concealing the real ownership of the company's shares," the factual description of the case states.

Tigran Yeghoyan, according to the description of the accusation, was included in the circle of the “most trusted participants” of the alleged criminal organization led by Mikael Minasyan and Leonid Arevshatyan and participated in the shadow management formed in “SI Holding”. His name is also mentioned among the persons to whose e-mail addresses the minutes of those consultations were sent.

According to the description of the accusation, during the consultations, in particular, the current activities of the companies, the acquisition and transfer of property, the management of financial flows, the distribution of profits, and the issues of initiating legislative changes through officials were discussed.

Ըստ մեղադրանքի նկարագրության՝ խորհրդակցությունների ընթացքում քննարկվել են, մասնավորապես, ընկերությունների ընթացիկ գործունեությունը, գույքի ձեռքբերումն ու փոխանցումը, ֆինանսական հոսքերի կառավարումը, շահույթների բաշխումը, պաշտոնատար անձանց միջոցով օրենսդրական փոփոխություններ նախաձեռնելու հարցերը։

“During the consultations held at SI Holding, the activities of the companies, the acquisition and transfer of property, the distribution of profits, the management of financial flows, the initiation of legislative changes through officials, as well as, according to the wording of the document, the issue of “ending money laundering” were discussed. The minutes of the discussions were sent from the email address of Leonid Arevshatyan’s assistant Mary Grigoryan to Minasyan, Arevshatyan, Tigran Yeghoyan, Armen Petrosyan, Roza Stepanyan, Bagrat Sargsyan, Vazrik Sekoyan and other persons,” the factual description of the case states.

A notice was also issued regarding Tigran Safaryan. Safaryan has been associated with the advertising company Media International Service (MIS) for many years. The 2014 information sheet lists him as the general director, and the 2025 state beneficial owner declaration lists him as a 100% beneficial owner of the company since 2013. Media Ownership Monitor presents MIS as a company affiliated with Mikael Minasyan and notes that, according to press releases, the MIS-PanArmenian Media Group-Admospher system has been linked to Minasyan.

At that time, Admospher was the only company conducting television audience measurements in Armenia, but a number of market participants questioned the reliability of its data. An international audit conducted in 2022 concluded that the company’s measurement system did not meet international standards.

Anush Minasyan, the wife of Mikael Minasyan, the daughter of the 3rd President of the Republic of Armenia Serzh Sargsyan, was also summoned to the Prosecutor’s Office.

Դատախազություն է հրավիրվել նաև Միքայել Մինասյանի կինը՝ ՀՀ 3-րդ նախագահ Սերժ Սարգսյանի դուստր Անուշ Մինասյանը։

In the Dzoraget Hydro case, Mikael Minasyan was charged with money laundering on a particularly large scale back in August 2023. Armen Petrosyan is also being investigated in the same case with him.

Ձորագետ Հիդրո»-ի գործով Միքայել Մինասյանին մեղադրանք էր առաջադրվել առանձնապես խոշոր չափերով փողերի լվացման հոդվածով դեռևս 2023-ի օգոստոսին։ Նրա հետ նույն գործով անցնում է նաև Արմեն Պետրոսյանը, որի վերաբերյալ նույնպես ուսումնասիրություն է կատարվել Դատախազությունում։

“Contrary to the ban on entrepreneurial activity, until 2016, both personally and through his close associates Armen Petrosyan and Leonid Arevshatyan, he participated in the management of a company established in 2010, which was engaged in entrepreneurial activity, legalizing particularly large amounts of property obtained through criminal means as a result of illegal activities,” the factual description of the case states.

The fact that Mikael Minasyan is unlikely to accept the invitation and appear as a wanted person is perhaps clear to everyone, including prosecutors. Where is the former ambassador at the moment and what options are there to bring him to justice? While the answers to these questions have been hanging in the air for years, Minasyan periodically reminds us of himself with analyzes of the political life of Armenia and critical videos about Pashinyan’s government.
