First serious clashes within the newly elected Parliament

The first serious clashes and scuffles between the government and the opposition erupted in the newly elected Armenian Parliament. The extreme tension that marked the sessions of October 6th stemmed from two main causes: the opposition's demand for an investigation into the deaths in the army and the Syunik incident, as well as the government's initiative to create a special commission dedicated to the issue of the Armenian Apostolic Church.

Les premiers affrontements sérieux et des bousculades entre le pouvoir et l’opposition ont éclaté au sein du Parlement arménien nouvellement élu. L’extrême tension qui a marqué les séances du 6 octobre avait deux causes principales : la demande de l’opposition d’enquêter sur les décès survenus dans l’armée et sur l’incident du Syunik, ainsi que l’initiative du pouvoir de créer une commission spéciale consacrée à la question de l’Église apostolique arménienne.

The opposition parliamentary groups "Strong Armenia" and "Armenia" demanded the resignation of Defense Minister Suren Papikian, accusing him of campaigning in Stepanavan at the time of the infiltration of an Azerbaijani soldier into the Syunik region on October 1st. It should be noted that this soldier, who had deserted his unit, wounded a woman and her two children in the village of Chaki.

The Strong Armenia group proposed creating a commission of inquiry to examine both the Chaki incident and the circumstances surrounding the deaths of fifteen soldiers who were not in combat during the first nine months of the year. However, Volodia Hakobian, secretary of the ruling Civil Contract group, announced that the majority would reject this initiative.

Le groupe « Arménie forte » a proposé de créer une commission d’enquête chargée d’examiner à la fois l’incident de Chaki et les circonstances de la mort de quinze soldats hors combat au cours des neuf premiers mois de l’année. The other point of contention concerned the parliamentary commission of inquiry established at the government's initiative on October 2nd to examine the situation surrounding the Armenian Apostolic Church. It is to be chaired by Civil Contract MP Arman Yeghoyan. Opposition members consider this move a direct interference by the state in church affairs, citing the principle of separation between the two institutions. Both opposition groups announced they would leave the chamber and would not participate in the debates or the vote on the commission's composition.

L’autre point de tension concernait la commission d’enquête parlementaire créée à l’initiative du pouvoir le 2 octobre pour examiner la situation autour de l’Église apostolique arménienne. Elle doit être présidée par le député de Contrat civil Arman Yeghoyan. Les élus de l’opposition considèrent cette démarche comme une ingérence directe de l’État dans les affaires de l’Église, rappelant le principe de séparation entre les deux institutions. Les deux groupes d’opposition ont annoncé qu’ils quitteraient l’hémicycle et ne participeraient ni aux débats ni au vote sur la validation de la composition de cette commission.

Discussions on these agenda items quickly degenerated into verbal altercations and shoving, forcing the Speaker of the National Assembly, Rouben Roubinian, to suspend the session twice.

Tensions escalated when the secretary of the "Strong Armenia" bloc, Tigran Abrahamian, sarcastically suggested that the question of whether the Minister of Defense was a "fake" needed to be addressed. Roubinian retorted by mocking the opposition candidate for Prime Minister, Samvel Karapetian. Later, Roubinian cut off the microphone of opposition MP Edgar Ghazarian, accusing him of straying from the agenda when Ghazarian called on MPs not to spend the bonuses they had been paid. This incident was followed by the first scuffles in the chamber.

Opposition MPs then began banging on tables, sparking another uproar accompanied by mutual insults, including the term "scum." Rubinian firmly called the MPs to order, urging them to control their emotions and refrain from any physical confrontation.
