The bill proposes the creation of a universal free school lunch program for students in public schools, regardless of their financial status. The authors believe the program will improve the quality of education, protect children's health and social rights, and foster healthy eating habits.

Budget Office Head Andria Gvidiani stated that the document requires revision due to several inconsistencies with the Law on Regulatory Acts. The Bureau made a similar decision on September 21. The reason for the bill's return was the lack of mandatory financial justification, specific financial data, and estimated costs.

BM.ge notes that the Georgian government has been talking about working on a free school lunch program for six years. In 2021, then-Health and Education Ministers Eka Tikaradze and Mikheil Chkhenkeli spoke about this, while former Education Minister Giorgi Amilakhvari repeatedly promised to implement the program, including by the end of 2023.

Despite this, there is still no concrete plan for launching the program. After six years in office, the Georgian Dream government cites a lack of necessary school infrastructure.

In February 2024, Irakli Kobakhidze, then a candidate for prime minister, announced that he would personally participate in the implementation of free school meals.
