The Artsakh Union handed over to the Armenian government 1,254 letters addressed to Armenian prisoners of war, as well as a petition

Speaking to the press outside the government building, Artak Beglaryan noted that the letters were collected as part of a humanitarian initiative by Veronika Zonabend, the wife of captive Ruben Vardanyan. People from many countries responded to her appeal. The Azerbaijani side has not responded to Ms. Zonabend's appeals, and the Armenian government has taken no practical steps to organize a visit for the women who joined the initiative. Therefore, with Ms. Zonabend's consent, the Artsakh Union is handing over the letters to the Armenian government for subsequent distribution to the captives.

Выступая перед прессой у здания правительства, Артак Бегларян отметил, что письма были собраны в рамках гуманитарной инициативы Вероники Зонабенд, супруги находящегося в плену Рубена Варданяна. На её призыв откликнулись люди из многих стран мира. Азербайджанская сторона не ответила на обращения госпожи Зонабенд, а правительство Армении не предприняло практических шагов для организации визита женщин, присоединившихся к инициативе. Поэтому с согласия госпожи Зонабенд Союз Арцах передаёт письма правительству Армении для последующей передачи пленным.

Artak Beglaryan emphasized that the Armenian authorities have obligations to Armenian prisoners and citizens of the Republic of Armenia and maintain direct contact with the Azerbaijani side. Therefore, he said, they must take all possible measures to ensure that these letters reach their intended recipients.

Артак Бегларян подчеркнул, что армянские власти несут обязательства перед пленными армянами и гражданами Республики Армения и поддерживают прямой контакт с азербайджанской стороной. Поэтому, по его словам, они должны предпринять все возможные меры, чтобы эти письма дошли до адресатов.

Below is the full text of the petition addressed to the Prime Minister of the Republic of Armenia:

I am writing to you with a humanitarian request to ensure the delivery of 1,254 letters addressed to all Armenians (citizens of the Republic of Armenia) held in Azerbaijani captivity. The letters are attached to this petition in a single box.

Обращаюсь к Вам с гуманитарной просьбой обеспечить доставку 1254 писем, адресованных всем армянам (гражданам Республики Армения), удерживаемым в азербайджанском плену. Письма прилагаются к настоящей петиции в одной коробке.

Veronika Zonabend, the wife of captive Ruben Vardanyan, launched a humanitarian initiative to visit all Armenian prisoners. As part of this initiative, she called for the collection of 1,000 letters for the prisoners. People from many countries responded to the call, and 1,254 letters addressed to all Armenians illegally deprived of their liberty in Azerbaijan were collected. The letters are personal and humanitarian in nature and contain words of support, solidarity, and hope.

Вероника Зонабенд, супруга находящегося в плену Рубена Варданяна, выступила с гуманитарной инициативой с целью посетить всех армянских пленных. В рамках этой инициативы она призвала собрать тысячу писем для пленных. На призыв откликнулись люди из многих стран мира, и в результате было собрано 1254 письма, адресованных всем армянам, незаконно лишённым свободы в Азербайджане. Письма носят личный и гуманитарный характер и содержат слова поддержки, солидарности и надежды.

Unfortunately, the initiative has not yet achieved its goal. The Azerbaijani side has not responded to Ms. Zonabend's appeals, and the government of the Republic of Armenia has not taken any practical steps to organize a visit for the women who joined the initiative. Given these circumstances, the visit's failure to take place, and the consent of Ms. Zonabend, the Artsakh Union has decided to hand over the collected letters to the government of the Republic of Armenia.

К сожалению, инициатива пока не достигла своей цели. Азербайджанская сторона не отреагировала на обращения госпожи Зонабенд, а правительство Республики Армения не предприняло практических шагов по организации визита женщин, присоединившихся к инициативе. С учётом этих обстоятельств и того, что визит не состоялся, а также получив согласие госпожи Зонабенд, Союз Арцах принял решение передать собранные письма правительству Республики Армения.

You and many other representatives of the Armenian authorities have repeatedly stated that the return of prisoners and the protection of their rights are the focus of their daily attention. Currently, the government of the Republic of Armenia maintains direct contact with the Azerbaijani side, including through reciprocal visits. Therefore, we hope that you will find a way or channel (bilateral contacts, official visits, or the mediation of the International Committee of the Red Cross or another third party) through which these letters will reach their intended recipients.

Вы и многие другие представители армянских властей неоднократно заявляли, что возвращение пленных и защита их прав находятся в центре ежедневного внимания. В настоящее время правительство Республики Армения поддерживает прямой контакт с азербайджанской стороной, в том числе на уровне взаимных визитов. Поэтому мы рассчитываем, что Вы найдёте способ или канал (двусторонние контакты, официальные визиты либо посредничество Международного комитета Красного Креста или другой третьей стороны), посредством которого эти письма дойдут до адресатов.

For a person deprived of their liberty, a letter is a vital link to the outside world and a sign that their fate has not been forgotten. The right of persons deprived of their liberty, and particularly prisoners of war, to correspond is enshrined in international humanitarian and human rights law. These include Article 71 of the Geneva Convention relative to the Treatment of Prisoners of War of 12 August 1949 and Rule 58 of the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules).

Для человека, лишённого свободы, письмо является жизненно важной связью с внешним миром и свидетельством того, что о его судьбе не забыли. Право лиц, лишённых свободы, и в особенности пленных, на переписку закреплено в нормах международного гуманитарного права и права в области прав человека. Среди них статья 71 Женевской конвенции об обращении с военнопленными от 12 августа 1949 года и правило 58 Минимальных стандартных правил Организации Объединённых Наций в отношении обращения с заключёнными (Правила Нельсона Манделы).

Considering the above, as well as the obligations of the Armenian authorities to captive citizens of the Republic of Armenia, I request you to:

С учётом вышеизложенного, а также обязательств армянских властей перед пленными гражданами Республики Армения, прошу Вас:

Accept the 1,254 letters enclosed and take all possible measures to ensure their delivery to all Armenians held in Azerbaijani captivity.

Принять приложенные 1254 письма и предпринять все возможные меры для обеспечения их доставки всем армянам, удерживаемым в азербайджанском плену.

Appoint a responsible person with whom to coordinate matters related to the delivery of the letters.

Назначить ответственное лицо, с которым можно будет согласовывать вопросы, связанные с доставкой писем.

Please inform me in writing of the results of the review of this petition, as well as the progress and final outcome of the letter delivery.

Проинформировать меня в письменной форме о результатах рассмотрения настоящей петиции, а также о ходе и итоговом результате доставки писем.

This petition is submitted in accordance with Article 53 of the Constitution of the Republic of Armenia and the Law of the Republic of Armenia "On Petitions." I request that you provide a written response within the timeframe established by Part 1 of Article 10 of the said Law, that is, within one month of receiving the petition. If the issue raised in the petition falls within the competence of another body, please do not return the box containing the letters, but send it along with the petition to the competent body and notify me accordingly in writing.

Настоящая петиция подаётся в соответствии со статьёй 53 Конституции Республики Армения и Законом Республики Армения О петициях. Прошу предоставить письменный ответ в срок, установленный частью 1 статьи 10 указанного Закона, то есть в течение одного месяца с момента получения петиции. Если вопрос, поднятый в петиции, относится к компетенции другого органа, прошу не возвращать коробку с письмами, а направить её вместе с петицией в компетентный орган и уведомить меня об этом в письменной форме.

I also request that the receipt of the box containing the letters be documented by an acceptance certificate or by marking the registration date, number, and signature of the official receiving the letter on a copy of the petition.

Также прошу зафиксировать факт получения коробки с письмами актом приёма-передачи либо отметкой о дате регистрации, номере и подписи принявшего должностного лица на копии петиции.

I am confident that this humanitarian step can be of great importance for the prisoners and their families.
