Five opposition forces will challenge the election results in the Constitutional Court

The force led by Tatoyan received about 33 thousand votes, remaining out of parliament.

Թաթոյեանի առաջնորդած ուժը ստացած է շուրջ 33 հազար ձայն` դուրս մնալով խորհրդարանէն:

“During the entire pre-election process, such measures have been applied to voters, to our citizens, especially the ruling political force, the “Civil Contract” party, and the state apparatus (administration). Voters were unable to freely express their will at the polling stations, that is, the freedom of choice protected by the Constitution was literally violated, that is, the elections were not free and equal,” said Liparit Drmeyan, a representative of the “Wings of Unity”.

«Նախընտրական ամբողջ պրոցեսի (գործընթացի) ընթացքում ընտրողների վրայ, մեր քաղաքացիների վրայ գործադրուել են, կիրառուել են այնպիսի միջոցներ, յատկապէս իշխող քաղաքական ուժի մասին է խօսքը` «Քաղաքացիական պայմանագիր» կուսակցութեան, եւ պետական ապարատի (վարչակազմի)․ ընտրողները չեն կարողացել ազատ արտայայտել իրենց կամքը ընտրատեղամասերում, այսինքն` բառացիօրէն խախտուել է Սահմանադրութեամբ պաշտպանուող` ընտրութեան ազատութիւնը, այսինքն` ընտրութիւնները չեն եղել ազատ եւ հաւասար», ըսաւ «Միասնութեան թեւեր»ու ներկայացուցիչ Լիպարիտ Դրմէյեան:

During a press conference on June 16, party leader Armen Galstyan described the use of state and administrative funds by the “Civil Contract” as unprecedented, one of the proofs of which, according to them, was the bonuses distributed to state employees during the pre-election period.

Կուսակցութեան ղեկավար Արմէն Գալստեան 16 Յունիսին տուած մամլոյ ասուլիսին ընթացքին աննախընթաց որակեց «Քաղաքացիական պայմանագիր»ի կողմէ պետական եւ վարչական միջոցներու օգտագործումը, որուն ապացոյցներէն մէկն ալ, ըստ անոնց, նախընտրական շրջանին պետական ծառայողներուն բաժնուած պարգեւավճարներն էին:

Members of the opposition force also pointed to recordings they released during the campaign, according to which the heads of various educational institutions forced people to gather and take them to the pre-election rallies of the “Civil Contract”.

Ընդդիմադիր ուժի անդամները նաեւ մատնանշեցին քարոզարշաւի ընթացքին իրենց կողմէ հրապարակուած ձայնագրութիւնները, համաձայն որոնց, տարբեր ուսումնական հաստատութիւններու ղեկավարներ կը ստիպէին մարդ հաւաքել ու տանիլ «Քաղաքացիական պայմանագիր»ի նախընտրական հաւաքներուն:

“The misuse of resources, repressive mechanisms, the use of unprecedented finances by the “Civil Contract”, which is not actually reflected in the pre-election fund, has led to the cumulative result that yes, our votes have decreased,” said Galstyan.

«Ռեսուրսի (միջոցներու) չարաշահում, ռեպրեսիւ մեխանիզմներ (ճնշող գործիքակազմեր), աննախադէպ ֆինանսների օգտագործում «Քաղաքացիական պայմանագիր»ի կողմից, որը այդպէս էլ ռէալ (իրական) կերպով արտացոլուած չէ նախընտրական հիմնադրամում` էս արդիւնքը կումուլեատիւ (հաւաքուած) բերել է նրան, որ այո՛, մեր ձայները նուազել են», ըսաւ Գալստեան։

The “Democracy, Law, and Order” party of Vardan Ghukasyan, nicknamed “Dog,” who is imprisoned in the United States, also announced its application to the Constitutional Court. Lawyer Levon Baghdasaryan, who is included in the list of the party, told “Liberty” that they will demand that the court recognize the election results as invalid. DOK received more than 25 thousand votes in the elections, again remaining out of parliament.

Սահմանադրական դատարան դիմելու մասին յայտարարեց նաեւ Միացեալ Նահանգներու մէջ բանտարկուած «Դոգ» մականունով Վարդան Ղուկասեանի «Դեմոկրատիա, օրէնք, կարգապահութիւն» կուսակցութիւնը, որուն ցանկին մէջ ընդգրկուած փաստաբան Լեւոն Բաղդասարեան «Ազատութեան» յայտնեց, որ դատարանէն պիտի պահանջեն անվաւեր նկատել ընտրութիւններուն արդիւնքները: ԴՕԿը ընտրութիւններուն ստացած է աւելի քան 25 հազար ձայն` դարձեալ դուրս մնալով խորհրդարանէն:

“We have relevant evidence, we will naturally present it,” said Baghdasaryan.

«Ունենք համապատասխան ապացոյցներ, բնականաբար կը ներկայացնենք», ըսաւ Բաղդասարեան:

Although Edmon Marukyan’s “Bright Armenia” party, which did not pass the parliament, does not recognize the election results, claiming that “the parliament being formed is not legitimate,” it will not apply to the Constitutional Court. “Bright Armenia” received about 7 thousand votes in the elections.

Խորհրդարան չանցած ուժերէն Էդմոն Մարուքեանի «Լուսաւոր Հայաստան»ը թէեւ չի ճանչնար ընտրութիւններուն արդիւնքները` պնդելով, որ «ձեւաւորուող խորհրդարանը լեգիտիմ (օրինական) չէ», բայց Սահմանադրական դատարան պիտի չդիմէ: «Լուսաւոր Հայաստան»ը ընտրութիւններուն ստացած է շուրջ 7 հազար ձայն:

“In other words, the elections were not free, fair and transparent. We moved forward,” Marukyan declared, emphasizing that it is pointless to appeal to the Constitutional Court, because “the judiciary is not independent and is completely subordinate to Nikol Pashinyan.”

«Այսինքն` ընտրութիւնները ազատ չէին, արդար չէին եւ թափանցիկ չէին: Գնացինք առաջ», յայտարարեց Մարուքեան՝ շեշտելով, որ անիմաստ է դիմելը Սահմանադրական դատարան, որովհետեւ «դատական իշխանութիւնը անկախ չէ եւ ամբողջութեամբ ենթարկւում է Նիկոլ Փաշինեանին»։

Let us state that the Constitutional Court should either leave the decision of the Central Election Commission regarding the election results unchanged, or, recognizing it as invalid, issue three possible decisions: first, “recognize the election results as invalid”, second, “recognize them as invalid and determine the order of distribution of mandates”, and third, “appoint a second round of elections.”

Յայտնենք, որ, Սահմանադրական դատարանը կա՛մ պէտք է անփոփոխ ձգէ ընտրութիւններուն արդիւնքներուն վերաբերող Կեդրոնական ընտրական յանձնաժողովի որոշումը, կա՛մ անվաւեր ճանչնալով զայն` երեք հաւանական որոշում տայ. առաջին` «անվաւեր ճանչնալ ընտրութիւններուն արդիւնքները», երկրորդ` «անվաւեր ճանչնալ եւ սահմանել մանդատներու բաշխման կարգը», եւ երրորդ` «նշանակել ընտրութիւններու երկրորդ փուլ»:

By the way, Samuel Karapetyan was the first to speak about the need to hold a second round of elections.
