The German Konrad Adenauer Foundation (KAS), which had been operating in Georgia since 2003, officially ceased its activities in the country on September 30, 2026. The organization stated that “the closure was not voluntary” and that the decision was driven by the “political and legal context” created by the Georgian authorities.
კონრად ადენაუერის გერმანულმა ფონდმა (KAS), რომელიც საქართველოში 2003 წლიდან საქმიანობდა, ქვეყანაში საქმიანობა ოფიციალურად 2026 წლის 30 სექტემბერს შეწყვიტა. ორგანიზაციაში განაცხადეს, რომ „დახურვა არ ყოფილა ნებაყოფლობითი“, ხოლო გადაწყვეტილება საქართველოს ხელისუფლების მიერ შექმნილმა „პოლიტიკურმა და სამართლებრივმა კონტექსტმა“ განაპირობა.
According to KAS, on July 28, the Georgian government rejected their applications for project funding under the revised Law on Grants. The foundation states that the approval of the projects was offered under conditions that contradicted their political nature and mission.
KAS-ის მონაცემებით, 28 ივლისს საქართველოს მთავრობამ განახლებული „გრანტების შესახებ“ კანონის ფარგლებში პროექტების დაფინანსებაზე მათი განაცხადები უარყო. ფონდში აცხადებენ, რომ პროექტების დამტკიცება ისეთი პირობებით იყო შეთავაზებული, რაც ეწინააღმდეგებოდა მათ პოლიტიკურ ხასიათსა და მისას.
“A mere physical presence in Georgia without the ability to fulfill our core mission is not a viable alternative for the Konrad Adenauer Foundation,” the statement said.
„საქართველოში უბრალოდ ფიზიკური ყოფნა ჩვენი ძირითადი მისიის შესრულების შესაძლებლობის გარეშე კონრად ადენაუერის ფონდისთვის სიცოცხლისუნარიან ალტერნატივას არ წარმოადგენს“, — ნათქვამია განცხადებაში.
In addition, KAS will maintain its legal registration in Georgia so that it can return “in the event of a change in the political situation.”

Commenting on the decision, Parliament Speaker Shalva Papuashvili said that the German foundation is affiliated with the Christian Democratic Union party and was trying to fulfill a “political mission” in Georgia.

“The CDU is a member of the EPP and a partner party of the United National Movement. Now this foundation is declaring that it wants to fulfill a political mission in Georgia. Parties and their foundations from other countries have nothing to do with political missions in Georgia… I doubt that the German government allowed the Georgian Dream to carry out party-political missions in Berlin,” Papuashvili said.

He added that the government was offering to reorient the foundation towards academic and educational projects, but KAS was demanding a political direction.

For his part, the head of the government’s administration, Levan Zhorzholiani, said that the approval rate for foreign grant applications is 95%. According to him, this emphasizes openness towards projects that “conform to state interests.”

The Konrad Adenauer Foundation is one of the largest political non-governmental organizations in Germany, founded in 1955. In Georgia, the KAS cooperated with Ilia State University, the Georgian Institute of Politics, and the Chavchavadze Center; it financed projects in the fields of democracy, the rule of law, and European integration with funds from the German Foreign Ministry, the German Ministry for Economic Cooperation, and the European Union.
