According to Martin Jaeger, the head of Germany’s foreign intelligence agency, the BND, Russia is waging a “shadow war” against Germany. He said that Russian intelligence services are operating “with a high level of professionalism and ruthlessness,” and that the threat of possible attacks in Germany remains real.
